    Utilization of ERTS-1 for appraising changes in continental migratory bird habitat

    The author has identified the following significant results. Information on numbers, distribution, and quality of wetlands in the breeding range of migratory waterfowl is important for the management of this wildlife resource. Using computer processing of data gathered by the ERTS-1 multispectral scanner, techniques for obtaining indices of annual waterfowl recruitment, and habitat quality are examined. As a primary task, thematic maps and statistics relating to open surface water were produced. Discrimination of water was based upon water's low apparent radiance in a single, near-infrared waveband. An advanced technique using multispectral information for discerning open water at a level of detail finer than the virtual resolution of the data was also successfully tested. In another related task, vegetation indicators were used for detecting conditions of latent or occluded water and upland habitat characteristics

    Preliminary evaluation of ERTS-1 for determining numbers and distribution of prairie ponds and lakes

    ERTS-1 and aircraft multispectral data collected over a North Dakota test site during July 1972, are compared to evaluate the capability of the satellite sensors to detect numbers and distribution of prairie ponds and lakes. Recognition maps using ERTS-1, MSS 7 data are generated using a level slicing technique. Surface water areas larger than two acres are recognized, but ponds in the one-to two-acre range are detected only at random. The proportion estimation technique will improve the accuracy of area determination and small pond detection

    The health and continued existence of coral reef ecosystems are threatened by an increasing array of environmental and anthropogenic impacts. Coral disease is one of the prominent causes of increased mortality among reefs globally, particularly in the Caribbean. Although over 40 different coral diseases and syndromes have been reported worldwide, only a few etiological agents have been confirmed; most pathogens remain unknown and the dynamics of disease transmission, pathogenicity and mortality are not understood. Causal relationships have been documented for only a few of the coral diseases, while new syndromes continue to emerge. Extensive field observations by coral biologists have provided substantial documentation of a plethora of new pathologies, but our understanding, however, has been limited to descriptions of gross lesions with names reflecting these observations (e.g., black band, white band, dark spot). To determine etiology, we must equip coral diseases scientists with basic biomedical knowledge and specialized training in areas such as histology, cell biology and pathology. Only through combining descriptive science with mechanistic science and employing the synthesis epizootiology provides will we be able to gain insight into causation and become equipped to handle the pending crisis. One of the critical challenges faced by coral disease researchers is to establish a framework to systematically study coral pathologies drawing from the field of diagnostic medicine and pathology and using generally accepted nomenclature. This process began in April 2004, with a workshop titled Coral Disease and Health Workshop: Developing Diagnostic Criteria co-convened by the Coral Disease and Health Consortium (CDHC), a working group organized under the auspices of the U.S. Coral Reef Task Force, and the International Registry for Coral Pathology (IRCP). The workshop was hosted by the U.S. Geological Survey, National Wildlife Health Center (NWHC) in Madison, Wisconsin and was focused on gross morphology and disease signs observed in the field. A resounding recommendation from the histopathologists participating in the workshop was the urgent need to develop diagnostic criteria that are suitable to move from gross observations to morphological diagnoses based on evaluation of microscopic anatomy.     Exclusionary employment in Britain’s broken labour market

    There is growing evidence of the problematic nature of the UK’s ‘flexible labour market’ with rising levels of in-work poverty and insecurity. Yet successive Governments have stressed that paid work is the route to inclusion, focussing attention on the divide between employed and unemployed. Past efforts to measure social exclusion have tended to make the same distinction. The aim of this paper is to apply Levitas et al’s (2007) framework to assess levels of exclusionary employment, i.e. exclusion arising directly from an individual’s labour market situation. Using data from the Poverty and Social Exclusion UK survey, results show that one in three adults in paid work is in poverty, or in insecure or poor quality employment. One third of this group have not seen any progression in their labour market situation in the last five years. The policy focus needs to shift from ‘Broken Britain’ to Britain’s broken labour market

    Women’s experiences of menopause at work and performance management

    Presenting findings from our global evidence review of menopause transition and economic participation emboldened us to establish a menopause policy at the university where we all worked at the time. Our report was published in July 2017 and the policy was in place by November that year. Our critical reflection on this activism focuses on issues that are not commonly recognized around such interventions, and which we ourselves have only been able to acknowledge through engaged action. Challenges remain in normalizing menopause in organizations, specifically around gendered ageism and performance management. In drawing on Meyerson and Kolb’s framework for understanding gender in organizations, we highlight how policies are both vital and yet insufficient in and of themselves in revising the dominant discourse around menopause at work. At the same time, we highlight the importance and shortcomings of academic activism within these processes

    ‘Imposed unknowns’: a qualitative study into the impact of Independent Living Fund closure on users

    The Independent Living Fund (ILF) was a non-departmental public body funded by the Department for Work and Pensions. An efficient and popular system of support, the ILF enabled 46,000 people between 1988 and 2015; however, in 2015 the Fund closed and local authorities (LAs) assumed sole responsibility for supporting former ILF users. This paper presents the experiences of 12 former ILF users as they transition from ILF to LA support. We focus on participants’ experiences of ILF and LA support, their transition from ILF to LA support, and the emotional impact of transition. Participants were universally positive about their dealings with the ILF, whilst nearly all were worried about LA provision. For most participants, the process of transfer was not smooth; participants received insufficient information and poor communication from LAs. Participants expressed anxiety and uncertainty over the future and these feelings were exacerbated by the actions of LAs during transfer

The information about the horizon is naturally encoded in the phase space variables, and the perturbative quantum fluctuations around the classical geometry depend on the distance from the horizon.     Mental health promotion in the workplace – a good practice report

    Promotion of mental health at work is one of the Community OSH Strategy’s priorities13. In 2009, a case study collection on mental health at work was conducted for the EU-OSHA. The present report is based on this collection of good practice examples. The aim of the report was to review the collatedcase studies for equipping practitioners, policy makers and employers to draw conclusions from these studies and take these into account when implementing programmes that target mental health in the workplace. Organisations involved were situated in Europe and varied across occupational sectors. Specific aspects of each organisation’s MHP programme were examined to determine and identify commonly observed success factors and practical approaches and strategies to overcome challenges across the thirteen case studies. Additionally approaches and strategies used in the case studies that were particularly innovative or original were highlighted and discussed

    Neoliberal paternalism and paradoxical subjects: Confusion and contradiction in UK activation policy

    The twin thrusts of neoliberal paternalism have in recent decades become fused elements of diverse reform agendas across the advanced economies, yet neoliberalism and paternalism present radically divergent and even contradictory views of the subject across the four key spaces of ontology, teleology, deontology and ascetics. These internal fractures in the conceptual and resulting policy framework of neoliberal paternalism present considerable risks around unintended policy mismatch across these four spaces or, alternatively, offer significant flexibility for deliberate mismatch and ‘storying’ by policy makers. This article traces these tensions in the context of the UK Coalition government’s approach to the unemployed and outlines a current policy approach to employment activation that is filled with ambiguity, inconsistency and contradiction in its understanding of the subject, the ‘problem’ and the policy ‘solution’
