The fragment of Rosa’s Bailly correspondence with the management of Library Maria Curie-Sklodowska University from 1957 to 1971 is an interesting example of contacts, which established the Library in the first decades of existence. This correspondence is a memoir. In a letter to the director Tadeusz Smołka of 27 December 1967, Rosa Bailly recalls – in a reflective and emotional way – Maria Curie-Sklodowska. She appreciates by an album dedicated to the Polish scientist, writes about staying in Lublin, living in Pau and the work on a book about Warsaw. This letter has stimulated not only the memories of the French activist, Director of the Library MCSU, but also has been an attempt to restore mutual contacts of Rosa with the Library.Artykuł nie posiada streszczenia w języku polski

Podatkowe instrumenty pomocy publicznej

During the period 2007–2013 grants were the dominant instrument of state aid and de minimis aid in Poland. They were followed by fiscal (passive) instrument, which accounted for 8.7% of total aid and 6% of de minimis aid in 2013, mainly in the form of tax relief and exemptions (A2) provided by the tax authorities and local government. The instrument was used as rescue and restructuring aid but also as development aid.W Polsce w latach 2007–2013 dominującą formę ogólnej pomocy publicznej oraz pomocy de minimis stanowiła pomoc czynna, a nie bierna. Podatkowe i parapodatkowe instrumenty pomocy biernej angażowały w 2013 r. tylko 8,7% udzielonej pomocy ogólnej i 6% pomocy de minimis. Były wykorzystywane głównie w formie ulg i zwolnień podatkowych (A2) przez organy skarbowe oraz JST. Są one używane jako pomoc ratunkowa i restrukturyzacyjna oraz pomoc ukierunkowana prorozwojowo

INFLUENCE OF TRAINING ON ANAEROBIC POWER AND CAPACITY OF UPPER AND LOWER LIMBS IN YOUNG GRECO-ROMAN WRESTLERS

The aim of the present study was to examine the effect of training on selected markers of anaerobic capacity of upper and lower limbs in male, Greco-Roman wrestlers from 16 to 19 years of age. The study was conducted four times at one-year intervals on the same group of male competitors (n=12). Every year at the beginning of the second preparatory period all wrestlers performed arm cranking and leg cycling 30 s Wingate tests. The relative peak and mean power of upper limbs were higher in 17-, 18-, and 19-year-old wrestlers compared to 16-year-old ones, but were similar in 17- and 18-year-old athletes. The highest peak and mean power of legs were found in 19-year-old wrestlers. In 18-year-old athletes, the peak power was lower than in 17-year-olds and was similar to 16-year-old wrestlers. The relative mean power in the group of 18-year-old athletes was lower compared to 16- and 17-year-old ones, but it was similar in 17- and 19-year-old wrestlers. Changes in the levels of the relative peak and mean power of upper and lower limb muscles in wrestlers occurred at different periods between the age of 16 and 19. However, it seems that inappropriately chosen training loads may reduce short-term power outputs despite age correct increase in anthropometric parameters. Wrongly applied training did not bring positive effects and could inhibit, for some time, the natural development of power in young wrestlers

Anti-crisis financial assistance as an element of financial system stability

Goal – The authors undertake to assess the scale and form of anti-crisis state assistance in the context of restoring the stability of the financial system in the EU. Such assistance is a form of intervention undertaken independently by EU Member States under the conditions of admissibility applicable in the EU. The applied instruments include: state aid (discussed in detail in this paper) and financial assistance on general terms applied in the form of unconventional instruments. The authors attempt to answer two basic questions: Was anti-crisis assistance necessary in the EU in order to maintain the stability of the financial system? What are the long-term consequences of implementing such measures at the EU level and in individual EU Member States? Research methodology – The study uses the method of analysis of partial phenomena and identification of causal changes occurring in the financial system. On this basis, theoretical inference is carried out allowing to determine whether the anti-crisis measures used by EU financial policy have brought tangible results for the financial system and the real economy. In order to formulate final conclusions, available statistical data and the results of research conducted on an international level are analyzed. Next, the current value of financial aid is estimated and the adopted assumptions and efficiency of the implemented instruments of state financial policy are analyzed and assessed. Score – In view of the objective and scope of the conducted research, it is expected that the obtained results will allow the authors to identify the scale of public aid and the assistance provided in the form of unconventional financial policy instruments implemented during the global financial crisis. This approach will make it possible to perform an appraisal of the use of selected mechanisms for stabilizing the financial system. Polska Bibliografia Naukowa – powstanie, rozwój i znaczenie

The article characterizes the development of the system of institutional evaluation of science in Poland. The Polish Scientific Bibliography (PBN) is discussed in detail – its transformation, current state, functionality, needs, users’ expectations as well as its importance and tasks for the future. The PBN is an important portal of the Ministry of Education and Science and a bibliographic-analytical database of an integrated Information System on Higher Education POL-on. The importance of the PBN results from its role as an official data source used in the process of evaluation of scientific units and consequently, for the distribution of subsidies in higher education.W artykule przeanalizowano rozwój systemu instytucjonalnej ewaluacji nauki w Polsce. Szczegółowo omówiono Polską Bibliografię Naukową (PBN) – jej transformację, stan obecny, funkcjonalność, potrzeby, oczekiwania użytkowników oraz znaczenie i zadania na przyszłość. PBN jest istotnym portalem Ministerstwa Edukacji i Nauki oraz bazą bibliograficzno-analityczną zintegrowanego Systemu Informacji o Szkolnictwie Wyższym POL-on. Ranga PBN wynika z przypisywanej jej roli oficjalnego źródła danych, wykorzystywanego w procesie ewaluacji jednostek naukowych, a w konsekwencji służącego do podziału dotacji w szkolnictwie wyższym
