    Who is coming from Vanuatu to New Zealand under the new Recognised Seasonal Employer (RSE) program?

    New Zealand’s new Recognised Seasonal Employer (RSE) program allows workers from the Pacific Islands to come to New Zealand for up to seven months to work in the horticulture and viticulture industries. One of the explicit objectives of the program is to encourage economic development in the Pacific. In this paper we report on the results of a baseline survey taken in Vanuatu, which allows us to examine who wants to participate in the program, and who is selected amongst those interested. We find the main participants are males in their late 20s to early 40s, most of whom are married and have children. Most workers are subsistence farmers in Vanuatu and have not completed more than 10 years of schooling. Such workers would be unlikely to be accepted under existing migration channels. Nevertheless, we find RSE workers from Vanuatu to come from wealthier households, and have better English literacy and health than individuals not applying for the program.     On the pervasive effects of Federal Reserve settlement regulations

    To manage their reserve positions, depository institutions in the United States actively buy and sell deposits at the Federal Reserve Banks via the federal funds market. Beginning in 1991, the Eurodollar market also became an attractive venue for trading deposits at the Federal Reserve Banks. Prior to 1991, the Federal Reserve’s statutory reserve requirement on Eurocurrency liabilities of U.S. banking offices discouraged use of Eurocurrency liabilities as a vehicle for trading deposits at the Federal Reserve. This impediment was removed in December 1990. Beginning in January 1991, the overnight instruments in the federal funds market and in the Eurodollar markets, except for minor differences in risk, became similar vehicles for exchanging deposits at Federal Reserve Banks. Because the risk characteristics of the instruments differ, the law of one price need not hold precisely across the two markets. Yet, the authors hypothesize that, beginning in 1991, the two trading instruments became close enough substitutes that price pressures in one market began to show through to the other. Herein, the authors examine overnight LIBOR for U.S. bank settlement effects. During the period when the federal funds market and Eurodollar markets are similar venues for trading deposits at Federal Reserve Banks, they find strong settlement effects in overnight LIBOR. However, during the period when Eurocurrency liabilities carry a reserve tax, they find no evidence of a settlement effect in overnight LIBOR. Their results suggest that (i) the microstructure of the federal funds market spills over into the markets for substitute assets and (ii) Federal Reserve rules have implications beyond U.S. borders.Federal funds market (United States) ; Euro-dollar market ; Money market funds

    Two dimensional pattern formation in a chemotactic system

    Chemotaxis is known to be important in cell aggregation in a variety of contexts. We propose a simple partial differential equation model for a chemotactic system of two species, a population of cells and a chemoattractant to which cells respond. Linear analysis shows that there exists the possibility of spatially inhomogeneous solutions to the model equations for suitable choices of parameters. We solve the full nonlinear steady state equations numerically on a two dimensional rectangular domain. By using mode selection from the linear analysis we produce simple pattern elements such as stripes and regular spots. More complex patterns evolve from these simple solutions as parameter values or domain shape change continuously. An example bifurcation diagram is calculated using the chemotactic response of the cells as the bifurcation parameter. These numerical solutions suggest that a chemotactic mechanism can produce a rich variety of complex patterns

    Since its foundation in 1995, the e-journal Internet Archaeology has been exploring imaginative and novel methods of publishing online, but also of providing seamless access to underlying data archives. All its content is archived by the UK’s Archaeology Data Service (ADS), and articles and data are all freely available. This paper will discuss exemplars of integrated publications and archives, ranging from the award-winning LEAP (Linked E-Archives and Publications) project, to the more recent development of data papers. It provides some ground-breaking examples of new forms of archaeological dissemination and demonstrates the transformative impact of Internet Archaeology on the publication of archaeological research

    Novel designs for Penning ion traps

    We present a number of alternative designs for Penning ion traps suitable for quantum information processing (QIP) applications with atomic ions. The first trap design is a simple array of long straight wires which allows easy optical access. A prototype of this trap has been built to trap Ca+ and a simple electronic detection scheme has been employed to demonstrate the operation of the trap. Another trap design consists of a conducting plate with a hole in it situated above a continuous conducting plane. The final trap design is based on an array of pad electrodes. Although this trap design lacks the open geometry of the traps described above, the pad design may prove useful in a hybrid scheme in which information processing and qubit storage take place in different types of trap. The behaviour of the pad traps is simulated numerically and techniques for moving ions rapidly between traps are discussed. Future experiments with these various designs are discussed. All of the designs lend themselves to the construction of multiple trap arrays, as required for scalable ion trap QIP.Comment: 11 pages, 10 figure

    Detection of Viral Hemorrhagic Septicemia Virus (VHSV) from Diporeia spp. (Pontoporeiidae, Amphipoda) in the Laurentian Great Lakes, USA

    The mode of viral hemorrhagic septicemia virus (VHSV) transmission in the Great Lakes basin is largely unknown. In order to assess the potential role of macroinvertebrates in VHSV transmission, Diporeia spp., a group of amphipods that are preyed upon by a number of susceptible Great Lakes fishes, were collected from seven locations in four of the Great Lakes and analyzed for the presence of VHSV. It was demonstrated that VHSV is present in some Diporeia spp. samples collected from lakes Ontario, Huron, and Michigan, but not from Lake Superior. Phylogenetic comparison of partial nucleoprotein (N) gene sequences (737 base pairs) of the five isolates to sequences of 13 other VHSV strains showed the clustering of Diporeia spp. isolates with the VHSV genotype IVb. This study reports the first incidence of a fish-pathogenic rhabdovirus being isolated from Diporeia, or any other crustacean and underscores the role macroinvertebrates may play in VHSV ecology

    CO and HI observations of an enigmatic cloud

    An isolated HI cloud with peculiar properties has recently been discovered by Dedes, Dedes, & Kalberla (2008, A&A, 491, L45) with the 300-m Arecibo telescope, and subsequently imaged with the VLA. It has an angular size of ~6', and the HI emission has a narrow line profile of width ~ 3 km/s. We explore the possibility that this cloud could be associated with a circumstellar envelope ejected by an evolved star. Observations were made in the rotational lines of CO with the IRAM-30m telescope, on three positions in the cloud, and a total-power mapping in the HI line was obtained with the Nancay Radio Telescope. CO was not detected and seems too underabundant in this cloud to be a classical late-type star circumstellar envelope. On the other hand, the HI emission is compatible with the detached-shell model that we developed for representing the external environments of AGB stars. We propose that this cloud could be a fossil circumstellar shell left over from a system that is now in a post-planetary-nebula phase. Nevertheless, we cannot rule out that it is a Galactic cloud or a member of the Local Group, although the narrow line profile would be atypical in both cases.Comment: Accepted for publication in Astronomy and Astrophysic
