Dengan metode pendekatan yuridis normatif dapat disimpulkan bahwa pembentuk peraturan perundang-undangan seringkali mengabaikan asas-asas hukum, karena asas hanya merupakan sebuah ide yang abstrak dan bersifat umum dan tidak memuat tentang sanksi. Implementasi asas-asas pembentukan peraturan perundang-undangan dan asas-asas materi muatan peraturan perundang-undangan belum optimal, sehingga masih sering terjadi sebuah peraturan perundang-undangan ketika diimplementasikan mendapatkan penolakan atau resistensi dari masyarakat

    Health is a human right, so it is the state's obligation to fulfill it. The 1945 Constitution of the Republic of Indonesia and Act No. 36 of 2009 concerning Health have provided health insurance for every citizen. Currently, there is a COVID-19 pandemic that has hit countries in the world, including Indonesia. Various policies have been taken to overcome the spread of the Covid-19 virus. Indonesia already has Act No. 4 of 1984 concerning Outbreaks of Infectious Diseases, and Act No. 6 of 2018 concerning Health Quarantine. The government has issued policies to prevent the spread of COVID-19, namely the Large-Scale Social Restriction (PSBB) and the Enforcement of Community Activity Restrictions (PPKM). But in reality, the spread of the Covid-19 virus has not been resolved, even more people are infected, not even a few have died. Therefore, legal awareness of the community and law enforcement is needed to be able to implement policies so that the spread of the Covid-29 virus ends soon

The method used in this research is normative juridical with secondary data, which was analyzed by the method of normative, then presented descriptively. Based on the research that the Parliament in a modern democratic system is representative of the people who are generally in charge of making laws and oversees governance, and other functions that vary in each country. Typically, a country shaped unitary parliamentary system is unicameral, and the state in the form of a federal parliamentary system is bicameral.     Indonesia is a sovereign country folk. One implementation of the sovereignty of the people is the election that followed by political parties for members of Parliament and members of parliament and individuals for DPD.Political parties are the main pillars of democracy. Establishment of political parties must meet the requirements in accordance with legislation. Terms of founding a political party regulated under Article 2 of Law No. 2 of 2008 on Political Parties.As the main pillar of democracy, political parties should be able to carry out its functions properly. There are some restrictions on political parties, among others, are prohibited from engaging in activities contrary to the Constitution of 1945 NRI and legislation; engage in activities that endanger the integrity and safety Homeland. If the ban is violated, then the government may ask the parties to the freezing of the District Court. If the parties do not accept the decision of freezing the District Court, it can be appealed to the Supreme Court. If the Supreme Court confirmed the decision of the PN, then the Government may propose the dissolution of the parties to the Court.The procedure by which parties to the Court daitur dissolution under Article 68 paragraph (1) and (2) of Law No 24 of 2003 on the Constitutional Court. Constitutional Court's decision regarding the request for the dissolution of political parties must be decided upon within a period of 60 (sixty) days after pemoohonan recorded in the Register of Case Constitution

    DEVELOPING VISUAL LEARNING MEDIA BASED ON MACROMEDIA FLASH 8 FOR LINEAR PROGRAM MATERIAL FOR GRADE XI STUDENTS OF SENIOR HIGH SCHOOL

    One use of technology in education is to make mathematics learning media based on computer applications. The media can be equipped with animation so that it is more interesting and helps visualize the concept of the material. Such media can be applied to linear program material related to visual elements such as graphic images. This study aims to develop a visual learning media based on Macromedia Flash 8 for linear program material for grade XI students of senior high school and find out the level of eligibility of the media.This research development using the ADDIE model namely Analysis, Design, Development, Implementation, and Evaluation. The subjects of this study were material experts, media experts, and students of SMA Negeri 2 Bantul and SMA Negeri 3 Bantul. Data collection techniques are observation, interviews and questionnaires. The data analysis technique uses qualitative data which is converted into quantitative data using a Likert scale and ideal evaluation criteria table.The product of this research is the visual learning media based on Macromedia Flash 8 for linear program material. The results of the eligibility of learning media based on the calculation of the average score of each aspect of the material, media, and student responses are 4.11, 4.16, and 4.24. So the average score of the three aspects is 4.17 in the good category. Thus, this learning media is appropriate for students.

    The low interest in student learning can be seen from students paying less attention when math lessons are taking place. The noisy home situation makes it difficult for students to concentrate on learning mathematics at home. This study aims to determine the presence or absence of a positive and significant relationship between interest in learning and the learning environment at home with the learning outcomes of mathematics in students class VII MTs Muhammadiyah Gedongtengen Yogyakarta semester in the academic Year Of  2017/2018. This study's population was all students of class VIII odd semester at State Junior High School (MTs) Muhammadiyah Gedongtengen Yogyakarta in 2017/2018, consisting of 2 classes. The sample was taken from class VII B, which consisted of 21 students—the data collection ware test techniques and non - test. The data collection instruments were collected using a questionnaire and test methods. Test research instruments used were validity tests, different power tests, and reliability tests. The prerequisite test used was a normality test, linearity test, and independent test. Analysis of data used product-moment correlation analysis and multiple linear regression analysis. The results showed that there was a positive and significant relationship between interest in learning and the learning environment at home with the results of learning mathematics with Fcount = 5,3828 dan Ftable= 3,55 so that Fcount>Ftable, the double correlation coefficient of  (R) 0,6118 and the coefficient of determination double  (R2) 0,3742. While the double regression equation Ŷ = 16,57 + 0,35 X₁ + 0,42 X₂ and obtained too RC = 40,15% and RC  = 59,85% and EC = 15,03% and EC = 22,4%

    The low student learning outcomes are influenced by several factors, one of which the model used in the less varied learning of mathematics is still centered on the teacher. This study aims to determine more effective learning between mathematics learning using cooperative learning model type two to stay two strays with learning mathematics with a cooperative learning model type index card match to students' mathematics learning outcomes. This study population was all seven grade students of State Islamic Junior High School 7 Sleman (MTs Negeri 7 Sleman) regency Academic Year 2016/2017, which consists of 5 classes. The sampling technique using a random sampling technique and selected class VII A as an experimental I class and class VII C as an experimental II class. The data was collected using the test method—tests using instrument validity and reliability. Data analysis techniques used for the analysis include the prerequisite test, normality test, and homogeneity test. Analysis of data used hypothesis testing. Based on mathematics learning result obtained that 1)  and  which means . This means that there is a difference in learning outcomes between learning mathematics using cooperative learning model type two stay two strays with mathematics learning using a cooperative learning model type index card match of seven grade students of MTs Negeri 7 Sleman in even semester regency Academic Year 2016/2017. 2)  and  which means .     Penyajian materi masih kurang bervariasi dalam penggunaan media pembelajaran, sehingga kurang menarik minat siswa. Siswa mengalami kesulitan memahami materi bilangan bulat dan pecahan. Penelitian ini merupakan penelitian pengembangan yang bertujuan untuk menghasilkan multimedia pembelajaran menggunakan Macromedia Flash 8 dalam pembelajaran matematika di SMP pada pokok bahasan pecahan.             Penelitian pengembangan ini menggunakan model pengembangan Research and Development yaitu Potensi dan masalah, Pengumpulan data, Desain Produk, Validasi desain, Uji coba pemakaian, Revisi produk, Uji coba produk, Revisi desain, Revisi Produk, Produk masal. Subjek penelitian pengembangan media pembelajaran ini adalah ahli media, ahli materi, siswa kelas 7 SMP Muhammadiyah 8 Yogyakarta dan SMP Muhammadiyah 9 Yogyakarta. Uji coba media tersebut dilakukan terhadap kelas kecil dan kelas besar. Kemudian, mengevaluasi hasil respon siswa dari penelitian uji coba kelas besar. Uji instrumen penelitan dilakukan dengan cara validasi oleh validator. Analisis data menggunakan analisis deskriptif kualitatif dengan mengubah data kualitatif menjadi data kuantitatif, kemudian dihitung nilai rata-rata dari data tersebut dan dicocokan dengan tabel kriteria.            Hasil penelitian pengembangan media pembelajaran matematika berbasis multimedia interaktif berdasarkan kualitas tiap aspek media pembelajaran dari segi ahli materi diperoleh skor rata-rata 61,00 dengan kategori baik, dari segi ahli media diperoleh skor rata-rata 90,67 dengan kategori baik, dan respon siswa diperoleh skor rata-rata 59,765 dengan kategori sangat baik. Berdasarkan penilaian tersebut, maka media pembelajaran matematika berbasis multimedia interaktif ini layak digunakan

    The purpose of this study was to determine how the teacher certification policy implementation process and how the certification affects the professionalism of teachers at Wanoja 01 Elementary School and to find out what are the constraints or inhibiting factors in the certification policy. This study uses a sociological juridical approach that uses descriptive research with a qualitative approach with the technique of determining informants using purposive techniques and is developed through the snowball technique. The results of this study indicate that the implementation of the teacher certification policy at Wanoja 01 Elementary School, Salem Sub-District is good and fulfills the six variables of the implementation of public policy models of Van Meter and Van Horn. Certification has a positive role in the level of professionalism of teachers at Wanoja 01 Elementary School, Salem Sub-District. From the results of its implementation, there are several obstacles or obstacles faced. Such as the delay in disbursing the teacher professional allowance and the effect of teacher certification that has not shown significant results for teacher effectiveness in improving quality and quality

    The use of instructional media in mathematics learning has not been maximally utilized. The teaching materials used are difficult to understand. The limitations of learning media cause students to feel difficulties in understanding the material. This development research aims to determine the development of mathematics learning media on Polygonmaterial based on Macromedia flash professional eight and the feasibility of mathematics learning media products in supporting mathematics learning on Polygonmaterial. This study uses the Research and Development (R & D) research and development model developed covering the research and data collection stages, planning, developing draft products, initial field trials, and revising trials' results. Subjects in the research and development of learning media were material experts, media experts, and students' responses to Muhammadiyah  Junior High School 2 (SMP 2 Muhammadiyah) Depok and  State Junior High School 4 (SMP Negeri 4) Patuk. This study's object is a medium of learning mathematics of Polygonmaterial based on Macromedia flash professional 8. This learning media has gone through a revision stage based on suggestions and input from material experts and media experts and student responses. The results showed that the assessment by material experts averaged 73.67 with very good categories. The assessment by media experts on average was 51.67 with good categories, and the assessment of student responses averaged 74.92 with excellent categories. These results show that mathematics learning media on Polygonmaterials based on Macromedia Flash Professional 8 is suitable for the learning process and gets positive responses from students
