Tourism Space: An Attempt at a Fresh Look

In this article, the author is trying to answer the fundamental question: what is present-day tourism space like at a time of highly increasing flows of people or even a shift from the space of a ‘place’ to the space of a ‘flow’? The article puts special stress on how to define the current unique multi-functional space. The author attempts to define tourism space as a new entity, founded on poly-functionality (i.e. different functions and use of the same space both at the same time and in different seasons), multi-scale (overlapping of tourism spaces depending on the scale concerned), multi-layer, as well as the multi-motivation of its creators and users, or even multi-relativity

Influence of the Climate Policy of the European Union on the Competitiveness of Pollution-generating Sectors of the Polish Economy in the Context of Sustainable Development

The businesses surveyed represent industries which are pollution generators by their nature and even ecologically-oriented technological progress is incapable of ensuring considerable emission reductions without general switching of the economy to renewable energy sources.W tekście przedmiotem analizy jest wpływ polityki klimatycznej UE na konkurencyjność polutogennych sektorów polskiej gospodarki. Analiza literatury i wyniki badań przeprowadzonych w 2008 r. w zlokalizowanych na terenie Polski przedsiębiorstwach reprezentujących hutnictwo żelaza, szkła, aluminium oraz przemysł cementowy stanowią podstawę do sformułowania wniosków dotyczących konsekwencji już prowadzonej i planowanej po 2012 r. polityki klimatycznej UE. Polityka klimatyczna UE, zwłaszcza wspólnotowy system handlu pozwoleniami do emisji, stwarzają dla przedsiębiorstw nowe bariery rozwoju. Oczekiwany wzrost kosztów produkcji, może nie tylko spowolnić dynamikę produkcji, ale także obniżyć konkurencyjność polskich przedsiębiorstw w stosunku do przedsiębiorstw spoza UE, które nie muszą dostosowywać się do redukcji emisji gazów cieplarnianych. Pod uwagę należy brać także konsekwencje dla zatrudnienia i rozwoju regionalnego. Jeśli wystąpiłby również wyciek emisji poza UE osiągnięcie globalnych celów polityki klimatycznej stałoby się bardzo wątpliwe. Branże uwzględnione w badaniu są ze swej natury polutogenne i nawet proekologiczne przemiany technologiczne nie są w stanie zapewnić redukcji emisji bez generalnego przestawienia się gospodarki na odnawialne źródła energii

Review of applications of the Laboratory for Electromagnetic Compatibility infrastructure

This article provides a thorough description of a range of non-standard application cases in which EMC laboratories can be used other than those traditionally associated with this kind of facilities. The areas covered here include investigations of: wireless and radio systems (such as IoT and broadband radio systems) also that require ultra-high operational dynamic range, emulation of interference-free and/or heavily-multipath propagation environment, shielding effectiveness of cabinets and materials (i.e. thin, light and flexible as textiles as well as heavy and thick such as building construction elements)

Identification of weights in multi-cteria decision problems based on stochastic optimization

Many scientific papers are devoted to solving multi-criteria problems using methods that find discrete solutions. However, the main challenge addressed by our work is the case when new decision-making variants have emerged which have not been assessed. Unfortunately, discrete identification makes it impossible to determine the preferences for new alternatives if we do not know the whole set of parameters, such as criteria weights. This paper proposes a new approach to identifying a multi-criteria decision model to address this challenge. The novelty of this work is using a discretization in the space of the problem to identify a continuous decisional model. We present a hybrid approach where the new alternative can be assessed based on stochastic optimization and the TOPSIS technique. The stochastic methods are used to find criteria weights used in the TOPSIS method. In that way, we get assessed easily each new alternative based only on the initial set of evaluated alternatives

Wykorzystanie turystyczne budynków przeciętych granicami państw – trzy studia przypadków: Wolna Biblioteka i Opera Haskell, Hotel Arbez oraz schronisko Purtschellerhaus

The aim of the paper is to show the meaning and symbolism of the state border crossing individual buildings. To achieve this goal, three facilities were selected, located in different parts of the world: two in Europe (including one on the internal EU border – the Purtschellerhaus mountain hut, and the other on a specific, external border – the Arbez Hotel) and one in North America (the Haskell Free Library and Opera House). The main two methods used in the study were literature analysis and field research (in 2017–2019, at least one unstructured in-depth interview was conducted in each of the facilities). An additional element was also the analysis of the content of websites of the researched objects and available marketing materials. It was found that among many objects – of a different scale and importance – crossing the state border, small point objects have local significance. Their belonging to two countries shows the specificity of international relations on a microscale. These facilities are of great importance in shaping cross-border relations, they are important centers of local culture and important tourist attractions.Celem artykułu jest ukazanie znaczenia i symboliki granicy państwa przecinającej pojedyncze budynki. Dla realizacji tego celu wybrano trzy obiekty, położone w różnych miejscach świata: dwa w Europie (w tym jeden na granicy wewnętrznej Unii Europejskiej – schronisko Purtschellerhaus, a drugi na specyficznej, zewnętrznej granicy – Hotel Arbez) oraz jeden w Ameryce Północnej (Wolna Biblioteka i Opera Haskell). Głównymi dwiema metodami zastosowanymi w pracy były analiza literatury oraz badania terenowe (w latach 2017–2019 przeprowadzono po minimum jednym niestrukturalizowanym wywiadzie pogłębionym w każdym z obiektów). Dodatkowym elementem była też analiza treści stron internetowych badanych obiektów oraz dostępnych materiałów marketingowych. Stwierdzono, że spośród wielu obiektów – o różnej skali i znaczeniu – przecinających granicę państwa małe obiekty punktowe mają znaczenie lokalne, a ich przynależność do dwóch państw ukazuje specyfikę relacji międzynarodowych w mikroskali. Obiekty te mają duże znaczenie w kształtowaniu relacji transgranicznych, są istotnymi ośrodkami lokalnej kultury i ważnymi atrakcjami turystycznymi

The article discusses the impact of this program on the fertility rate and on the sex ratio. Additionally, it describes risks and threads that may occur in the future, as a result of the implementation of this policy
