    Digitally enabled service transformation in UK public sector: A case analysis of universal credit

    YesThe race against ‘Digital Darwinism’ in public sector had caused failures of several high profile large-scale Digitally Enabled Service Transformation (DEST) projects. While technical and managerial issues are often emphasised as the factors underpinning such failures, the vital role of key actors and the interplay between these actors and structures is underplayed when examining the causes of DEST failure. To enable a richer understanding of DEST, this paper proposes an analytical lens combining Institutional Theory (IT) and Structuration Theory (ST) to explore the case of ‘Universal Credit’, a very large and ambitious DEST project in the UK. Analysis reveals that the institutional actors and structures played significant roles in the transformation process. Albeit governing the actors’ actions, institutional structures are shaped through actions that are influenced by knowledge, power and norms. Hence, recognising and addressing these subliminal factors are critical to promote actions that can facilitate DEST success. The contributions of this case study are two-folds. Theoretically, it provides a distinctive conceptual approach to study DEST; and practically, the lessons help in signposting better managerial practices

    Fostering Smart Cities through ICT Driven Policy-Making: Expected Outcomes and Impacts of DAREED Project

    YesThe concept of smart city is emerging as a key strategy to tackle the problems generated by the urban population growth and rapid development. It is widely recognised that Information and Communications Technology (ICT) play a key role in addressing some of the urban societal challenges such as improving energy efficiency and reducing carbon emissions. Although there are various ICT tools providing intelligence and services relating to energy consumption and monitoring processes, they mostly tend to work in isolation. Therefore, this paper presents the outcomes and impacts of the concept of DAREED which aims to deliver an integrated ICT service platform to drive energy efficiency and low carbon activities at neighbourhood, city and district levels. Furthermore, the research highlights the need for ICT-driven policy making using platforms such as DAREED in the context of e-Government. This paper contributes to the current understandings of e-Government literature in terms of how ICT can help public authorities and stakeholders such as policy makers to achieve and drive energy efficiency. From a practical stance, the paper offers valuable insights to public administrations on how ICT can be used to address pressing societal challenges such as efficient energy use and facilitate better policy making

    The influence of transformed government on citizen trust: insights from Bahrain

    YesThe trust and confidence of citizens in their governments has been declining in recent decades. Electronic government (e-government) is seen as a means to reverse this trend. Despite conflicting conclusions in the literature, there is a consensus that e-government-led transformation can improve citizen confidence and trust in government. This research investigates the influence of e-government-led transformation on citizen trust and confidence in the context of a developing country, the Kingdom of Bahrain. A conceptual model is developed, tested and validated using an online survey targeting ordinary citizens of the country. Based on 313 responses, the findings suggest that citizen trust and confidence is positively influenced by a government transformation, and this relationship is mediated by both government performance and citizen satisfaction. In addition, the results show that key factors must be met to achieve transformed government through the use of e-government systems: transparency, accountability, and meeting citizens’ expectations

    A case analysis of E-government service delivery through a service chain dimension

    YesUnlike e-business few studies have examined how information is generated and exchanged between stakeholders in an e-government service chain to generate value for citizens. This case study applies the concept of service chains to empirically explore: a) how internal and external business activities in local government authorities (LGAs) contribute to electronic service delivery, and b) the impact that internal and external stakeholders have on these activities. The case study found that the diversity of stakeholders involved and lack of appropriate mechanisms for information exchange and collaboration are posing the biggest challenges for efficient local egovernment service delivery

    A User Satisfaction Study of London's Congestion Charge e-Service: A Citizen Perspective

    YesThe importance of evaluation and optimization of electronic government (e-government) services is imperative if the government organisations are to have an effective impact on the success and take-up of the services offered. Transport For London's (TFL) London Congestion Charging (LCC) is one of the innovative electronic services (e-services) introduced by the United Kingdom (UK) government to the citizens. While some studies have addressed the impact of the introduction of the congestion charge there has been a dearth of research performed to address user (citizen) satisfaction of the online LCC system. Therefore, this research seeks to measure the citizen satisfaction of using the LCC online payment system offered by TFL. The citizen satisfaction in this context is measured using the four dimensions from the COBRA framework that comprise the cost, opportunity, benefits and risk assessment constructs. This paper presents the findings of a survey of 500 users of the TFL LCC online payment system. It also reports the qualitative feedback obtained from the participants that can be used to determine the areas that need further improvement in the current LCC e-service and potential influences on user satisfaction

    Examining citizens' perceived value of internet of things technologies in facilitating public sector services engagement

    YesWith the advancement of disruptive new technologies, there has been a considerable focus on personalisation as an important component in nurturing users' engagement. In the context of smart cities, Internet of Things (IoT) offer a unique opportunity to help empower citizens and improve societies' engagement with their governments at both micro and macro levels. This study aims to examine the role of perceived value of IoT in improving citizens' engagement with public services. A survey of 313 citizens in the UK, engaging in various public services, enabled through IoT, found that the perceived value of IoT is strongly influenced by empowerment, perceived usefulness and privacy related issues resulting in significantly affecting their continuous use intentions. The study offers valuable insights into the importance of perceived value of IoT-enabled services, while at the same time, providing an intersectional perspective of UK citizens towards the use of disruptive new technologies in the public sector

    Blockchain for next generation services in banking and finance: cost, benefit, risk and opportunity analysis

    YesPurpose – The purpose of this paper is to help in providing a better understanding of the application of blockchain technology in the context of the banking and finance sectors. The aim is to outline blockchain’s benefits, opportunities, costs, risks as well as challenges of the technology in the context of banking and finance services Design/methodology/approach – Careful examination of the extant literature, including utilising relevant academic-based research databases has been carried out. It covered reviewing various research contributions published in peer-reviewed journals, academic reports, as well as technical reports to help in identifying related benefits, opportunities, costs, and risks. Findings – The findings reveal that there are limited contributions in utilising blockchain in the banking and finance sectors when compared with other sectors. As such, the study highlighted the relevant perspective of benefits, opportunities, costs, and risks within such sectors. Practical implications – This study helps in offering a focal point to banking and financial sector managers and decision-makers for realising the benefits of blockchain technology as well as developing strategies and programmes to overcome the identified challenges.     The impact of social networking sites on socialization and political engagement: Role of acculturation

    YesThis research examines the extent to which immigrant consumers' use of social networking sites affect their socialization and political engagement in the Netherlands. The study uses self-administered questionnaires to collect data from 514 Turkish-Dutch respondents of various ages, occupations, levels of education and locations in the Netherlands. The study finds that the propensity to share information, the intensity of use, and privacy concerns positively impact socialization on online social networking sites. In addition, a significant positive relationship between socialization and political involvement positively impacts voting intentions. The study also examines the interaction effects of enculturation and acculturation orientations on the relationship between socialization and political involvement. The study's findings point to a positive moderating role of acculturation in this relationship but a negative one for enculturation. The study is the first to investigate simultaneously the drivers of socialization on social networking sites in the context of immigrant consumers and the impact of their socialization on political involvement and voting intention. The research further contributes to the scholarly work by exploring the interaction effects of acculturation and enculturation orientation. Theoretical and practical implications are discussed

    Examining the influence of intermediaries in facilitating e-government adoption: an empirical investigation

    YesThe adoption and diffusion of electronic government is often impeded by many social and individual factors relating to citizens. In this respect, intermediaries have emerged as a new model for delivering e-government services to overcome such obstacles. This study aims to examine the role of intermediaries in facilitating e-government adoption and diffusion using a survey based empirical study of 502 participants in Madinah City in Saudi Arabia. An extended UTAUT model is used as the theoretical basis utlising trust in the Internet and Intermediaries. The results of this study show that there are significant relationships among the factors that influence intention to use e-government, namely, performance expectancy, effort expectancy, and trust of intermediary. In addition, the findings show that there is a significant relationship between facilitating conditions and usage behaviour proving that intermediaries can influence adoption of e-government services

    Balancing Digital-By-Default with Inclusion: A Study of the Factors Influencing E-Inclusion in the UK

    YesDigital inclusion research has been critically important in drawing an understanding of how policies, society, organisations, and information technologies can all come together within a national environment that aspires to be a digital nation. This research aims to examine the factors influencing e-Inclusion in the UK within a digital-by-default policy for government services. This study is pursued through combining the Decomposed Theory of Planned Behaviour (DTPB) with Use and Gratification Theory (U&G) and conducting a self-administered survey targeting 510 Internet users to study the level of citizens engagement with e-government services in the UK. By incorporating gratification, trust, risk and external factors (i.e. self-efficacy, accessibility, availability, affordability) within DTPB, the proposed model of e-Inclusion used in the paper demonstrates a considerable explanatory and predictive power and offers a frame of reference to study the acceptance and usage of e-government within a national context where nearly all government transactions are digital-by-default.
