    Laboratory Focus on Improving the Culture of Biosafety: Statewide Risk Assessment of Clinical Laboratories That Process Specimens for Microbiologic Analysis

    The Wisconsin State Laboratory of Hygiene challenged Wisconsin laboratories to examine their biosafety practices and improve their culture of biosafety. One hundred three clinical and public health laboratories completed a questionnaire-based, microbiology-focused biosafety risk assessment. Greater than 96% of the respondents performed activities related to specimen processing, direct microscopic examination, and rapid nonmolecular testing, while approximately 60% performed culture interpretation. Although they are important to the assessment of risk, data specific to patient occupation, symptoms, and travel history were often unavailable to the laboratory and, therefore, less contributory to a microbiology-focused biosafety risk assessment than information on the specimen source and test requisition. Over 88% of the respondents complied with more than three-quarters of the mitigation control measures listed in the survey. Facility assessment revealed that subsets of laboratories that claim biosafety level 1, 2, or 3 status did not possess all of the biosafety elements considered minimally standard for their respective classifications. Many laboratories reported being able to quickly correct the minor deficiencies identified. Task assessment identified deficiencies that trended higher within the general (not microbiology-specific) laboratory for core activities, such as packaging and shipping, direct microscopic examination, and culture modalities solely involving screens for organism growth. For traditional microbiology departments, opportunities for improvement in the cultivation and management of highly infectious agents, such as acid-fast bacilli and systemic fungi, were revealed. These results derived from a survey of a large cohort of small- and large-scale laboratories suggest the necessity for continued microbiology-based understanding of biosafety practices, vigilance toward biosafety, and enforcement of biosafety practices throughout the laboratory setting

    The distribution, impact and potential management of the introdued vine Passiflora mollissima (Passifloraceae) in Hawai'i

    Reports were scanned in black and white at a resolution of 600 dots per inch and were converted to text using Adobe Paper Capture Plug-in.Passiflora mollissima, a weedy vine introduced to Hawai'i, infests significant portions of two of the major islands, Hawai'i and Kaua'i. It grows between 600 and 2200 m elevation in areas where the rainfall does not exceed 5100 mm. The vine is distributed continuously over a total of 190 km² and in more widely scattered populations over an additional 330 km². Man has been the principle agent of introduction for this species. However, intermediate-distance dispersal may be affected by introduced gallincaeous birds and cattle. Locally feral pigs are the major dispersal agent. Passiflora mollissima inhabits many of the major upland vegetation types in Hawaii but is most successful in mesic Acacia koa - Metrosideros polymorpha forests. Although over much of its current range its foliage cover is less than 25%, in some areas it is so dense that it smothers large tracts of native forest. Potential impacts of the infestation on depleted and endangered endemic organisms are also discussed. It is concluded that P. mollissima has become too widespread for successful mechanical or chemical control except in are as of recent local introduction.     The CCP strongly opposes a formal declaration of independence from Taiwan, and has threatened military force should Taiwan take that step. This paper seeks to explain the underlying reasons for the CCP’s aggressive policy. To do so, it uses a two-part methodology composed of a comprehensive engagement with existing secondary sources from the academic literature and four new interviews with experts in the field. The paper considers three main explanations for China’s opposition to independence: nationalism, international geostrategic factors, and factors of domestic politics. It concludes that domestic politics, and specifically the CCP’s perception that independence threatens its claim to legitimacy, constitutes the main driver of China’s foreign policy toward Taiwan

    Some classes of graphs that are nearly cycle-free

    A graph is almost series-parallel if there is some edge that one can add to the graph and then contract out to leave a series-parallel graph, that is, a graph with no K4-minor. In this dissertation, we find the full list of excluded minors for the class of graphs that are almost series-parallel. We also obtain the corresponding result for the class of graphs such that uncontracting an edge and then deleting the uncontracted edge produces a series-parallel graph. A notable feature of a 3-connected almost series-parallel graph is that it has two vertices whose removal leaves a tree. This motivates consideration of those graphs for which there are two vertices whose removal is cycle-free. We find the full list of excluded minors for the class of graphs that have a set of at most two vertices whose removal is cycle-free
