NASA/DOE/DOD nuclear propulsion technology planning: Summary of FY 1991 interagency panel results
Interagency (NASA/DOE/DOD) technical panels worked in 1991 to evaluate critical nuclear propulsion issues, compare nuclear propulsion concepts for a manned Mars mission on a consistent basis, and to continue planning a technology development project for the Space Exploration Initiative (SEI). Panels were formed to address mission analysis, nuclear facilities, safety policy, nuclear fuels and materials, nuclear electric propulsion technology, and nuclear thermal propulsion technology. A summary of the results and recommendations of the panels is presented
A Field Comparison of Fresnel Zone and Ray-Based GPR Attenuation-Difference Tomography for Time-Lapse Imaging of Electrically Anomalous Tracer or Contaminant Plumes
Ground-penetrating radar (GPR) attenuation-difference tomography is a useful tool for imaging the migration of electrically anomalous tracer or contaminant plumes. Attenuation-difference tomography uses the difference in the trace amplitudes of tomographic data sets collected at different times to image the distribution of bulk-conductivity changes within the medium. The most common approach for computing the tomographic sensitivities uses ray theory, which is well understood and leads to efficient computations. However, ray theory requires the assumption that waves propagate at infinite frequency, and thus sensitivities are distributed along a line between the source and receiver. The infinite-frequency assumption in ray theory leads to a significant loss of resolution (both spatially and in terms of amplitude) of the recovered image. We use scattering theory to approximate the sensitivity of electromagnetic (EM) wave amplitude to changes in bulk conductivity within the medium. These sensitivities occupy the first Fresnel zone, account for the finite frequency nature of propagating EM waves, and are valid when velocity variations within the medium do not cause significant ray bending. We evaluate the scattering theory sensitivities by imaging a bromide tracer plume as it migrates through a coarse alluvial aquifer over two successive days. The scattering theory tomograms display a significant improvement in resolution over the ray-based counterparts, as shown by a direct comparison of the tomograms and also by a comparison of the vertical fluid conductivity distribution measured in a monitoring well, located within the tomographic plane. By improving resolution, the scattering theory sensitivities increase the utility of GPR attenuation- difference tomography for monitoring the movement of electrically anomalous plumes. The requirements of the No Child Left Behind Act of 2001 (NCLB) have presented special challenges and opportunities for rural schools (Reeves, 2003). Researchers have suggested that one way rural schools may be able to overcome these challenges is through an increase in the level of technology integration in their school (Collins &
Dewees, 2001). This case study reports on one schoolâs attempt to use grant resources funded through NCLB to integrate specific instructional technologies to facilitate increased student achievement. Through interviews and observations, the roles, attitudes, and difficulties of teachers and administrators in implementing a technology initiative in a rural middle school were observed, examined and discussed. Emerging themes included issues related to teacher
ownership of the technology, teacher feelings of power and participation, differing goals of teachers and
administrators, technical difficulties, school wide support, and changes in school culture

Can Reproductive Health Voucher Programs Improve Quality of Postnatal Care? A Quasi-Experimental Evaluation of Kenyaâs Safe Motherhood Voucher Scheme
This study tests the group-level causal relationship between the expansion of Kenyaâs Safe Motherhood voucher program and changes in quality of postnatal care (PNC) provided at voucher-contracted facilities. We compare facilities accredited since program inception in 2006 (phase I) and facilities accredited since 2010-2011 (phase II) relative to comparable non-voucher facilities. PNC quality is assessed using observed clinical content processes, as well as client-reported outcome measures. Two-tailed unpaired t-tests are used to identify differences in mean process quality scores and client-reported outcome measures, comparing changes between intervention and comparison groups at the 2010 and 2012 data collection periods. Difference-in-differences analysis is used to estimate the reproductive health (RH) voucher programâs causal effect on quality of care by exploiting group-level differences between voucher-accredited and non-accredited facilities in 2010 and 2012. Participation in the voucher scheme since 2006 significantly improves overall quality of postnatal care by 39% (p=0.02), where quality is defined as the observable processes or components of service provision that occur during a PNC consultation. Program participation since phase I is estimated to improve the quality of observed maternal postnatal care by 86% (p=0.02), with the largest quality improvements in counselling on family planning methods (IRR 5.0; p=0.01) and return to fertility (IRR 2.6; p=0.01). Despite improvements in maternal aspects of PNC, we find a high proportion of mothers who seek PNC are not being checked by any provider after delivery. Additional strategies will be necessary to standardize provision of packaged postnatal interventions to both mother and new-born. This study addresses an important gap in the existing RH literature by using a strong evaluation design to assess RH voucher program effectiveness on quality improvement
Polarization and relaxation of radon
Investigations of the polarization and relaxation of Rn by spin
exchange with laser optically pumped rubidium are reported. On the order of one
million atoms per shot were collected in coated and uncoated glass cells.
Gamma-ray anisotropies were measured as a signal of the alignment (second order
moment of the polarization) resulting from the combination of polarization and
quadrupole relaxation at the cell walls. The temperature dependence over the
range 130C to 220C shows the anisotropies increasing with
increasing temperature as the ratio of the spin exchange polarization rate to
the wall relaxation rate increases faster than the rubidium polarization
decreases. Polarization relaxation rates for coated and uncoated cells are
presented. In addition, improved limits on the multipole mixing ratios of some
of the main gamma-ray transitions have been extracted. These results are
promising for electric dipole moment measurements of octupole-deformed
Rn and other isotopes, provided sufficient quantities of the rare

Percutaneous Cell Delivery Into the Heart Using Hydrogels Polymerizing In Situ
Heart disease is the leading cause of death in the US. Following an acute myocardial infarction, a fibrous, noncontractile scar develops, and results in congestive heart failure in more than 500,000 patients in the US each year. Muscle regeneration and the induction of new vascular growth to treat ischemic disorders of the heart can have significant therapeutic implications. Early studies in patients with chronic ischemic systolic left ventricular dysfunction (SLVD) using skeletal myoblasts or bone marrow-derived cells report improvement in left ventricular ejection function (LVEF) and clinical status, without notable safety issues. Nonetheless, the efficacy of cell transfer for cardiovascular disease is not established, in part due to a lack of control over cell retention, survival, and function following delivery. We studied the use of biocompatible hydrogels polymerizable in situ as a cell delivery vehicle, to improve cell retention, survival, and function following delivery into the ischemic myocardium. The study was conducted using human bone marrow-derived mesenchymal stem cells and fibrin glue, but the methods are applicable to any human stem cells (adult or embryonic) and a wide range of hydrogels. We first evaluated the utility of several commercially available percutaneous catheters for delivery of viscous cell/hydrogel suspensions. Next we characterized the polymerization kinetics of fibrin glue solutions to define the ranges of concentrations compatible with catheter delivery. We then demonstrate the in vivo effectiveness of this preparation and its ability to increase cell retention and survival in a nude rat model of myocardial infarction
Exploring the effectiveness of the output-based aid voucher program to increase uptake of gender-based violence recovery services in Kenya: a qualitative evaluation

Methods: A qualitative study was conducted in 2010 and involved: (i) in-depth interviews (IDIs) with health managers, service providers, voucher management agency (VMA) managers and (ii) focus group discussions (FGDs) with voucher users, voucher non-users, voucher distributors and opinion leaders drawn from five program sites in Kenya. Results: The findings showed promising prospects for the uptake of OBA GBVR services among target population. However, a number of factors affect the uptake of the services. These include lack of general awareness of the GBVR services vouchers, lack of understanding of the benefit package, immediate financial needs of survivors, as well as stigma and cultural beliefs that undermine reporting of cases or seeking essential medical services. Moreover, accreditation of only hospitals to offer GBVR services undermines access to the services in rural areas. Poor responsiveness from law enforcement agencies and fear of reprisal from perpetrators also undermine treatment options and access to medical services. Low provider knowledge on GBVR services and lack of supplies also affect effective provision and management of GBVR services. Conclusions: The above findings suggest that there is a need to build the capacity of health care providers and police officers, strengthen the community strategy component of the OBA program to promote the GBVR services voucher, and conduct widespread community education programs aimed at prevention, ensuring survivors know how and where to access services and addressing stigma and cultural barriers.The Bill and Melinda Gates Foundatio
