National counter-terrorism (C-T) policies and challenges to human rights and civil liberties: Case study of United Kingdom
In the UK the rise post-2005 in âhome-grownâ terrorism, relying to a significant extent on strikes on soft targets by âself-starters,â means that the search for effective preventive measures remains a continuing concern. Below a number of the preventive counter-terror measures adopted post-9/11, and incrementally strengthened in response to the current threat, are found to fall into three categories and represent interventions at the stages in the path toward attacks. This chapter focuses on selected examples of these preventive measures. In terms of three key stages, firstly, there is the attempt to prevent radicalization, under the âPreventâ strategy. A second strategy relies on taking certain measures to control the activities of those considered likely â on the balance of probabilities â to engage in terrorist-related activity. A third preventive strategy relies on the special terrorism offences under the Terrorism Acts 2000 and 2006, as amended, intended to allow for intervention at a very early stage in terrorist plots and in preparing or instigating terrorist acts (âprecursorâ offences)
Development of acoustically lined ejector technology for multitube jet noise suppressor nozzles by model and engine tests over a wide range of jet pressure ratios and temperatures
An experimental program comprising model nozzle and full-scale engine tests was undertaken to acquire parametric data for acoustically lined ejectors applied to primary jet noise suppression. Ejector lining design technology and acoustical scaling of lined ejector configurations were the major objectives. Ground static tests were run with a J-75 turbojet engine fitted with a 37-tube, area ratio 3.3 suppressor nozzle and two lengths of ejector shroud (L/D = 1 and 2). Seven ejector lining configurations were tested over the engine pressure ratio range of 1.40 to 2.40 with corresponding jet velocities between 305 and 610 M/sec. One-fourth scale model nozzles were tested over a pressure ratio range of 1.40 to 4.0 with jet total temperatures between ambient and 1088 K. Scaling of multielement nozzle ejector configurations was also studied using a single element of the nozzle array with identical ejector lengths and lining materials. Magnetic and electrical properties of dhcp NpPd3 and U(1-x)Np(x)Pd3
We have made an extensive study of the magnetic and electrical properties of
double-hexagonal closepacked NpPd3 and a range of U(1-x)Np(x)Pd3 compounds with
x=0.01, 0.02, 0.05, and 0.50 using magnetization, magnetic susceptibility,
electrical resistivity, and heat capacity measurements on polycrystalline
samples, performed in the temperature range 2-300 K and in magnetic fields up
to 9 T. Two transitions are observed in NpPd3 at T=10 and 30 K. Dilute Np
samples (x<0.05) exhibit quadrupolar transitions, with the transition
temperatures reduced from those of pure UPd3.Comment: 10 pages, 18 figure
The night-sky at the Calar Alto Observatory
We present a characterization of the main properties of the night-sky at the
Calar Alto observatory for the time period between 2004 and 2007. We use
optical spectrophotometric data, photometric calibrated images taken in
moonless observing periods, together with the observing conditions regularly
monitored at the observatory, such as atmospheric extinction and seeing. We
derive, for the first time, the typical moonless night-sky optical spectrum for
the observatory. The spectrum shows a strong contamination by different
pollution lines, in particular from Mercury lines, which contribution to the
sky-brightness in the different bands is of the order of ~0.09 mag, ~0.16 mag
and ~0.10 mag in B, V and R respectively. The zenith-corrected values of the
moonless night-sky surface brightness are 22.39, 22.86, 22.01, 21.36 and 19.25
mag arcsec^-2 in U, B, V, R and I, which indicates that Calar Alto is a
particularly dark site for optical observations up to the I-band. The fraction
of astronomical useful nights at the observatory is ~70%, with a ~30% of
photometric nights. The typical extinction at the observatory is k_V~0.15 mag
in the Winter season, with little dispersion. In summer the extinction has a
wider range of values, although it does not reach the extreme peaks observed at
other sites. The median seeing for the last two years (2005-6) was ~0.90",
being smaller in the Summer (~0.87") than in the Winter (~0.96"). We conclude
in general that after 26 years of operations Calar Alto is still a good
astronomical site, being a natural candidate for future large aperture optical

Nonperturbative Vertices in Supersymmetric Quantum Electrodynamics
We derive the complete set of supersymmetric Ward identities involving only
two- and three- point proper vertices in supersymmetric QED. We also present
the most general form of the proper vertices consistent with both the
supersymmetric and U(1) gauge Ward identities. These vertices are the
supersymmetric equivalent of the non supersymmetric Ball-Chiu vertices.Comment: seventeen pages late
A Statistical Description of AGN Jet Evolution from the VLBA Imaging and Polarimetry Survey (VIPS)
A detailed analysis of the evolution of the properties of core-jet systems
within the VLBA Imaging and Polarimetry Survey (VIPS) is presented. We find a
power-law relationship between jet intensity and width that suggests for the
typical jet, little if any energy is lost as it moves away from its core. Using
VLA images at 1.5 GHz, we have found evidence that parsec-scale jets tend to be
aligned with the the direction of emission on kiloparsec scales. We also found
that this alignment improves as the jets move farther from their cores on
projected scales as small as ~50-100 pc. This suggests that realignment of jets
on these projected scales is relatively common. We typically find a modest
amount of bending (a change in jet position angle of ~5 deg.) on these scales,
suggesting that this realignment may typically occur relatively gradually.Comment: Accepted to ApJ, 20 pages, 8 figure
Nonparametric Regression Analysis of Cyclist Waiting Times across Three Behavioral Typologies
This paper seeks to predict the average waiting time, defined as the time spent moving at 1 msâ1 or less, of urban bicyclists during rush hours while performing different maneuvers at intersections. Individual predictive models are built for the three cyclist typologies previously identified on a large database of GPS traces recorded in the city of Bologna, Italy. Individual models are built for the three cyclist typologies and bootstrapping has confirmed the validity and robustness of the results. The results allow the integration of waiting times in route choice models for cyclists, thus improving the rational bases by which cyclists makes their decisions. Moreover, the modeling allows transportation engineers to understand how different cyclist typologies perceive different variables that affect their waiting times. Future work should focus on testing the model transferability to other case studies
