    Local Government Risk Management Handbook

    This handbook originated in a series of risk management workshops developed by the authors in 1980 as part of a special project in local government technology innovation at the University of Tennessee\u27s Municipal Technical Advisory Service. The workshops, funded in part by a grant from the National Science Foundation, were sufficiently well-received that the authors decided to expand workshop materials into a practical guide to assist local governments to establish and operate risk management programs. Initially, each of the three authors drafted specific chapters or sections for the Handbook. Dr. Dotterweich was responsible for writing sections on the concepts and principles of risk management, Dr. Sinclair for sections on insurance and departmental exposures and for many of the items in the Appendices, and Dr. Norris for sections on local government functions and departmental exposures. Dr. Norris also had overall responsibility for compiling and editing all sections into a single, hopefully coherent, manuscript. The manuscript was then reviewed by the authors with changes made where required. The result is a fully cooperative product which bears the imprimatur of all three authors, regardless of initial assignment

    A Systematic Review of How Multiple Stressors from an Extreme Event Drove Ecosystem-Wide Loss of Resilience in an Iconic Seagrass Community

    A central question in contemporary ecology is how climate change will alter ecosystem structure and function across scales of space and time. Climate change has been shown to alter ecological patterns from individuals to ecosystems, often with negative implications for ecosystem functions and services. Furthermore, as climate change fuels more frequent and severe extreme climate events (ECEs) like marine heatwaves (MHWs), such acute events become increasingly important drivers of rapid ecosystem change. However, our understanding of ECE impacts is hampered by limited collection of broad scale in situ data where such events occur. In 2011, a MHW known as the Ningaloo Niño bathed the west coast of Australia in waters up to 4°C warmer than normal summer temperatures for almost 2 months over 1000s of kilometres of coastline. We revisit published and unpublished data on the effects of the Ningaloo Niño in the seagrass ecosystem of Shark Bay, Western Australia (24.6 – 26.6o S), at the transition zone between temperate and tropical seagrasses. Therein we focus on resilience, including resistance to and recovery from disturbance across local, regional and ecosystem-wide spatial scales and over the past 8 yearsThermal effects on temperate seagrass health were severe and exacerbated by simultaneous reduced light conditions associated with sediment inputs from record floods in the south-eastern embayment and from increased detrital loads and sediment destabilisation. Initial extensive defoliation of Amphibolis antarctica, the dominant seagrass, was followed by rhizome death that occurred in 60-80% of the bay’s meadows, equating to decline of over 1000 km2 of meadows. This loss, driven by direct abiotic forcing, has persisted, while indirect biotic effects (e.g. dominant seagrass loss) have allowed colonisation of some areas by small fast-growing tropical species (e.g. Halodule uninervis). Those biotic effects also impacted multiple consumer populations including turtles and dugongs, with implications for species dynamics, food web structure, and ecosystem recovery. We show multiple stressors can combine to evoke extreme ecological responses by pushing ecosystems beyond their tolerance. Finally, both direct abiotic and indirect biotic effects need to be explicitly considered when attempting to understand and predict how ECEs will alter marine ecosystem dynamics

    Broadband velocity modulation spectroscopy of HfF^+: towards a measurement of the electron electric dipole moment

    Precision spectroscopy of trapped HfF^+ will be used in a search for the permanent electric dipole moment of the electron (eEDM). While this dipole moment has yet to be observed, various extensions to the standard model of particle physics (such as supersymmetry) predict values that are close to the current limit. We present extensive survey spectroscopy of 19 bands covering nearly 5000 cm^(-1) using both frequency-comb and single-frequency laser velocity-modulation spectroscopy. We obtain high-precision rovibrational constants for eight electronic states including those that will be necessary for state preparation and readout in an actual eEDM experiment.Comment: 13 pages, 7 figures, 3 table

    A High Statistics Search for Ultra-High Energy Gamma-Ray Emission from Cygnus X-3 and Hercules X-1

    We have carried out a high statistics (2 Billion events) search for ultra-high energy gamma-ray emission from the X-ray binary sources Cygnus X-3 and Hercules X-1. Using data taken with the CASA-MIA detector over a five year period (1990-1995), we find no evidence for steady emission from either source at energies above 115 TeV. The derived upper limits on such emission are more than two orders of magnitude lower than earlier claimed detections. We also find no evidence for neutral particle or gamma-ray emission from either source on time scales of one day and 0.5 hr. For Cygnus X-3, there is no evidence for emission correlated with the 4.8 hr X-ray periodicity or with the occurrence of large radio flares. Unless one postulates that these sources were very active earlier and are now dormant, the limits presented here put into question the earlier results, and highlight the difficulties that possible future experiments will have in detecting gamma-ray signals at ultra-high energies.Comment: 26 LaTeX pages, 16 PostScript figures, uses psfig.sty to be published in Physical Review

    What happens when employees are furloughed? A resource loss perspective

    Furloughs refer to placing employees on a temporary leave with no pay for the period of the leave. The current study draws from conservation of resources (COR) theory to examine how furloughs affect employees’ experiences of burnout, work–family conflict, and life satisfaction. Results gathered from 212 individuals show that being furloughed during the 2013 U.S. federal government shutdown was associated with perceived personal resource loss, which was related to decreased life satisfaction and increased work–family conflict and physical, cognitive, and emotional burnout 5 weeks after the shutdown ended. The relationships between furlough status and all outcomes were fully mediated by perceived resource loss. Our findings show that furloughs can and do negatively affect employees and that these effects last long after the furlough has ended

    Discovery of a Sub-Parsec Radio Counterjet in the Nucleus of Centaurus A

    A sub-parsec scale radio counterjet has been detected in the nucleus of the closest radio galaxy, Centaurus A (NGC 5128), with VLBI imaging at 2.3 and 8.4 GHz. This is one of the first detections of a VLBI counterjet and provides new constraints on the kinematics of the radio jets emerging from the nucleus of Cen A. A bright, compact core is seen at 8.4 GHz, along with a jet extending along P.A. 51 degrees. The core is completely absorbed at 2.3 GHz. Our images show a much wider gap between the base of the main jet and the counterjet at 2.3 GHz than at 8.4 GHz and also that the core has an extraordinarily inverted spectrum. These observations provide evidence that the innermost 0.4-0.8 pc of the source is seen through a disk or torus of ionized gas which is opaque at low frequencies due to free-free absorption.Comment: 3 pages, 2 postscript figures, scheduled for publication in August 1, 1996 issue of Ap.J.     Australia's Dengue Risk Driven by Human Adaptation to Climate Change

    Current and projected rainfall reduction in southeast Australia has seen the installation of large numbers of government-subsidised and ad hoc domestic water storage containers that could create the possibility of the mosquito Ae. aegypti expanding out of Queensland into southern Australian's urban regions. By assessing the past and current distribution of Ae. aegypti in Australia, we construct distributional models for this dengue vector for our current climate and projected climates for 2030 and 2050. The resulting mosquito distribution maps are compared to published theoretical temperature limits for Ae. aegypti and some differences are identified. Nonetheless, synthesising our mosquito distribution maps with dengue transmission climate limits derived from historical dengue epidemics in Australia suggests that the current proliferation of domestic water storage tanks could easily result in another range expansion of Ae. aegypti along with the associated dengue risk were the virus to be introduced
