Tele-autonomous systems: New methods for projecting and coordinating intelligent action at a distance
There is a growing need for humans to perform complex remote operations and to extend the intelligence and experience of experts to distant applications. It is asserted that a blending of human intelligence, modern information technology, remote control, and intelligent autonomous systems is required, and have coined the term tele-autonomous technology, or tele-automation, for methods producing intelligent action at a distance. Tele-automation goes beyond autonomous control by blending in human intelligence. It goes beyond tele-operation by incorporating as much autonomy as possible and/or reasonable. A new approach is discussed for solving one of the fundamental problems facing tele-autonomous systems: The need to overcome time delays due to telemetry and signal propagation. New concepts are introduced called time and position clutches, that allow the time and position frames between the local user control and the remote device being controlled, to be desynchronized respectively. The design and implementation of these mechanisms are described in detail. It is demonstrated that these mechanisms lead to substantial telemanipulation performance improvements, including the result of improvements even in the absence of time delays. The new controls also yield a simple protocol for control handoffs of manipulation tasks between local operators and remote systems
Tele-Autonomous control involving contact
Object localization and its application in tele-autonomous systems are studied. Two object localization algorithms are presented together with the methods of extracting several important types of object features. The first algorithm is based on line-segment to line-segment matching. Line range sensors are used to extract line-segment features from an object. The extracted features are matched to corresponding model features to compute the location of the object. The inputs of the second algorithm are not limited only to the line features. Featured points (point to point matching) and featured unit direction vectors (vector to vector matching) can also be used as the inputs of the algorithm, and there is no upper limit on the number of the features inputed. The algorithm will allow the use of redundant features to find a better solution. The algorithm uses dual number quaternions to represent the position and orientation of an object and uses the least squares optimization method to find an optimal solution for the object's location. The advantage of using this representation is that the method solves for the location estimation by minimizing a single cost function associated with the sum of the orientation and position errors and thus has a better performance on the estimation, both in accuracy and speed, than that of other similar algorithms. The difficulties when the operator is controlling a remote robot to perform manipulation tasks are also discussed. The main problems facing the operator are time delays on the signal transmission and the uncertainties of the remote environment. How object localization techniques can be used together with other techniques such as predictor display and time desynchronization to help to overcome these difficulties are then discussed

Evidence on the Validity of Management Education
The authors feel that more attention should be given to the empirical validation of management education. In order to determine what effect a college degree and the academic major have on promotability, 3,202 marketing personnel of a major petroleum corporation were analyzed.
What effect does a college education have on executive success? Does the major area of study make any difference? Does any kind of management education or development yield tangible returns to an employing organization? In other words, have management formal education and development been empirically validated? Many organizations are seriously beginning to ask these questions. The current body of management knowledge has not given a satisfactory answer
'We call it the shaking illness': perceptions and experiences of Parkinson's disease in rural northern Tanzania
Parkinson disease (PD) causes physical disability that negatively affects the quality of life of the sufferer's and their families. There are no Parkinson's disease (PD) social science studies published from Africa. This paper presents findings from a qualitative research study on how PD is perceived and treated in a population of approximately 161,000 within a demographic surveillance site in rural Tanzania. We conducted in-depth interviews with 28 PD sufferers, 28 carers, 4 health workers and 2 traditional healers. In addition, 6 focus group discussions were conducted in 3 villages to investigate wider community views of PD. PD sufferers expressed frustration with the physical, psychological, social and economic consequences of the illness. Feelings of a diminished quality of life characterised by dependency, stigma and social isolation were common. Additionally, a handful of male sufferers related their sexual incompetence to the illness. Carers complained of lost income opportunities and social isolation resulting from caring for sufferers. Misconceptions about the cause, symptoms and appropriated PD treatment were widespread. Only 2 PD sufferers had commenced western type treatment through outsourcing drugs from other parts of the country and outside of Tanzania. This study highlights the urgent need for PD awareness and treatment interventions in such settings. Such interventions need to address the concerns and needs of sufferers, their carers and the wider community, including the health care system
Determining effects of an all weather logging road on winter woodland caribou habitat use in south-eastern Manitoba
The Owl Lake boreal woodland caribou population is the most southerly population in Manitoba. It is provincially ranked as a High Conservation Concern Population. Forestry operations exist in the area and there are plans for further forest harvest and renewal. The Happy Lake logging road is the only main access through the Owl Lake winter range. This logging road is currently closed to the public and access is limited to forestry operations during specific times of the year. An integrated forestry/caribou management strategy for the area provides for the maintenance of minimum areas of functional habitat. Habitat quality along the road was compared to habitat quality in the winter core use areas, within the winter range and outside the winter range. To evaluate the extent of functional habitat near the road, we conducted animal location and movement analysis using GPS data collected from January 2002 to March 2006. Habitat quality in the winter range, core use areas and along the road were assessed and found to be similar. Analysis of caribou locations and movement illustrate less use of high quality habitat adjacent to the Happy Lake Road. Loss of functional habitat is suggested to occur within 1 kilometre of the road. This potential loss of functional habitat should be incorporated into integrated forestry and caribou conservation strategies. Road management is recommended to minimize the potential sensory disturbance and associated impacts of all weather access on boreal woodland caribou
The Uneasy Case Against Discriminatory Excise Taxation: Soft Drink Taxes in Ireland
This study uses an empirical case study to investigate the revenue implications of reducing a discriminatory excise tax. The case study is Ireland, which provides a natural experiment because it has both imposed and removed such a discriminatory tax (on soft drinks) in the past two decades. The authors find that soft drink consumption is price elastic, income elastic, and sensitive to weather. They estimate that 30% of the amount of surrendered excise tax revenue is recaptured by the value-added tax and income tax. The remaining 70% loss is further reduced by a small reduction in welfare costs, elimination of administration costs, and reduced compliance costs. The rate-revenue curve has a negative slope, even though demand is price elastic, presumably because marginal costs are rising and the tax reduction is not fully captured in the price reduction. In effect, the authors find undershifting and no evidence of a Laffer effect
Ordering our world: the quest for traces of temporal organization in autobiographical memory
An experiment examined the idea, derived from the Self Memory System model (Conway & Pleydell-Pearce, 2000), that autobiographical events are sometimes tagged in memory with labels reflecting the life era in which an event occurred. The presence of such labels should affect the ease of judgments of the order in which life events occurred. Accordingly, 39 participants judged the order of two autobiographical events. Latency data consistently showed that between-era judgments were faster than within-era judgments, when the eras were defined in terms of either: (a) college versus high school, (b) academic quarter within year, or (c) academic year within school. The accuracy data similarly supported the presence of a between-era judgment effect for the college versus high school dichotomy
