Concern about the Quality of EU Legislation: What Kind of Problem, by What Kind of Standards?

Over the last decade the interest in the quality of EU legislative instruments has surged due to serious threats to the effectiveness of the legislation. This contribution makes an inventory of the policies and instruments that have been put into place to improve quality of legislation and assesses their character, orientation and effectiveness. Any appraisal of these policies, so the paper argues, is dependent on a perception of the basic functions attributed to EU legislative instruments and the standards derived from it. The paper concludes that the present policies and instruments for Better lawmaking have the ability to promote regulatory quality, but not necessarily overall legislative quality

A Calculational Theory of Pers as Types

In the calculational approach to programming, programs are derived from specifications by algebraic reasoning. This report presents a calculational programming framework based upon the notion of binary relations as programs, and partial equivalence relations (pers) as types. Working with relations as programs generalises the functional paradigm, admiting non-determinism and the use of relation converse. Working with pers as types permits a natural treatment of types that are subject to laws and restrictions

Monitoring ClimecoVent-systeem in de praktijk - Technisch, teeltkundig en economisch onderzoek naar een energiezuinige kas bij kwekerij Grenspaal B.V.

De tomatentelers Noud en Roy Steegh zijn in januari 2009 op kwekerij Grenspaal te Wellerlooi (L) gestart met een nieuwe kas, voorzien van het ClimecoVent-systeem. Met het ClimecoVent-systeem wordt beoogd zodanig energie te besparen dat de warmtevraag bij een tomatenteelt neerkomt op een aardgasverbruik van 25 tot 30 m3/m2. De productiedoelen liggen gelijk aan die van een standaard tomatenteelt. Gezien het innovatieve en energiezuinige karakter van het ClimecoVent-systeem, heeft Wageningen UR in samenwerking met Climeco het systeem bij kwekerij Grenspaal over een tijdsspanne van ruim een jaar gemonitord in opdracht van het programma “Kas als Energiebron”. Doordat minder gas is gebruikt voor de verwarming van de kas is ook minder CO2 beschikbaar. In combinatie met de schaduwwerking van het extra scherm zou hiermee mogen worden verwacht dat het productieniveau achterblijft, maar dat is niet gebleken

Making Functionality More General

The definition for the notion of a "function" is not cast in stone, but depends upon what we adopt as types in our language. With partial equivalence relations (pers) as types in a relational language, we show that the functional relations are precisely those satisfying the simple equation f = f o fu o f, where "o" and "u" are respectively the composition and converse operators for relations. Refining patterns of joint hypermobility, habitus, and orthopedic traits in joint hypermobility syndrome and Ehlers–Danlos syndrome, hypermobility type

Joint hypermobility syndrome (JHS) and Ehlers-Danlos syndrome, hypermobility type (EDS-HT) are two overlapping heritable disorders (JHS/EDS-HT) recognized by separated sets of diagnostic criteria and still lack a confirmatory test. This descriptive research was aimed at better characterizing the clinical phenotype of JHS/EDS-HT with focus on available diagnostic criteria, and in order to propose novel features and assessment strategies. One hundred and eighty-nine (163 females, 26 males; age: 2-73 years) patients from two Italian reference centers were investigated for Beighton score, range of motion in 21 additional joints, rate and sites of dislocations and sprains, recurrent soft-tissue injuries, tendon and muscle ruptures, body mass index, arm span/height ratio, wrist and thumb signs, and 12 additional orthopedic features. Rough rates were compared by age, sex, and handedness with a series of parametric and non-parametric tools. Multiple correspondence analysis was carried out for possible co-segregations of features. Beighton score and hypermobility at other joints were influenced by age at diagnosis. Rate and sites of joint instability complications did not vary according to age at diagnosis except for soft-tissue injuries. No major difference was registered by sex and dominant versus non-dominant body side. At multiple correspondence analysis, selected features tend to co-segregate in a dichotomous distribution. Dolichostenomelia and arachnodactyly segregated independently. This study pointed out a more protean musculoskeletal phenotype than previously considered according to available diagnostic criteria for JHS/EDS-HT. Het boek 'De uitgever aan het woord 2009' gaat over de trends en ontwikkelingen in de Nederlandse uitgeefsector. Het is een jaarlijks repeterend onderzoek dat in 2003 is opgezet door Theo Huibers (Thaesis). Allereerst komen de algemene trends en ontwikkelingen aan bod. Hierbij wordt gekeken naar de ontwikkelingen binnen de verscheidene uitgeefsegmenten, van algemene boeken, kranten en tijdschriften tot educatieve, vakspecifieke en wetenschappelijke uitgaven. Daarnaast wordt middels een jaarlijkse enquête onder uitgevers in Nederland in kaart gebracht wat uitgeverijen in 2009 zien en wat zij verwachten in 2011. De belangrijkste uitkomsten zijn: . Uitgevers zien zichzelf ook in de toekomst nog steeds als dominante winstgevende actoren in de mediaketen. . Uitgevers verwachten een grote doorbraak van informatiediensten voor mobiele telefonie. . Uitgevers gaan naar een breed pallet van online verdienmodellen. . Gepersonaliseerd uitgeven breekt niet door. . Ondanks de internationale doorbraak van e-books behouden Nederlandse uitgevers hun ambivalente houding ten opzichte van e-books. Het onderzoek geeft tevens inzicht in trends en ontwikkelingen in de uitgeefwereld op het gebied van businessmodellen, uitgeefstrategieën, product- en diensteninnovaties en inkomstenmodellen. Duidelijk wordt dat diversificatie van productfolio en de transitie van papier naar digitaal onverminderd verder gaan, maar dat de zoektocht naar het ideale inkomstenmodel voorlopig nog niet is afgerond
