    ONLINE LEARNING RESOURCES ENSURING THE QUALITY OF HIGHER EDUCATION

    In this article, we consistently analyze some aspects of higher education related to each other by the desire to determine the availability of online learning resources (with the potential to ensure the quality of higher education). This issue is actualized by the transfer of a certain part of the higher education process to the online form. All that causes some concerns that the new form of higher education will not allow maintaining the quality of higher education. The theoretical framework of this article is based on the methodology of the neo-institutional approach. The empirical baseline is based on the mass sociological survey conducted among High School students. The results of this study showed that the online learning form lacks the necessary resources to maintain the quality of higher education at the expected high level. The conclusion is partially consistent with the established discourse on the quality of higher education since a considerable part of researchers is convinced that online learning has a great potential for the development of higher education at the proper teaching level

    HISTORICAL MEMORY IN PRESERVING ETHNO-RELIGIOUS IDENTITY: FOREIGN EXPERIENCE IN MANAGING MIGRATION AND CULTURAL SECURITY

    Purpose: The object of this paper is to develop the concept of historical memory as a resource for preserving the ethnoreligious identity and cultural security. Design/methodology/approach: The methodological apparatus of research is based on civilizational and constructivist approaches that allow us to understand the specifics and role of identity in the modern world, as well as the concept of civilizational confrontation in modern migration processes. As a part of the study, we used the concept of "cultural trauma" to understand the influence of historical events on modern relations between Muslims and Europeans. Result: It was found that the low level of Muslim migrants' integration into Western society is determined by social-psychological and cultural-historical factors. The social-psychological factor is associated with an individual's need for group identity, which creates a zone of comfort and security. Muslim migrants' integration into European society is difficult because their ethnoreligious identity is exacerbated in conditions of migration. The cultural-historical factor is associated with discrepancies in civilizational models (Islamic and Western), the relations between them being conflict-ridden for a long period of time. Application: This suggests that historical memory has a significant impact on the relations of modern Islamic and European cultures. Historical memory, preserving the plots of eternal rivalry and confrontation of Islamic and Western civilizations, affects the process of their rapprochement: firstly because the injuries of past are very difficult to get rid of; secondly, memory, as a collective past or as knowledge of this past, is the basis of social identity. Originality/value: The study proves that the negative stereotypes prevailing in people's historical memory determine their perception of the present and the future. Consolidation of the "image of the enemy" in historical memory promotes the spread of Islamophobia in European society and radical Islamism in the Muslim world. The anti-Western ideology of radical Islamism undermines the historically present process of cultural interaction in the development of Western and Islamic civilizations

    This paper problematizes the current state of historical memory and cultural immunity as a cross-development trend in the field of education, noting that sociocultural thought has focused on understanding of historical memory and cultural immunity as parallel processes, and the transformation of the culture of education is described in relation to a new information reality, which gives rise to the dehistorization of the field of education. The author of the paper believes that the adoption of social and resource methodological schemes brings hope to get the answers for the two important aspects: first, cultural space of the educational society in the analysis of the effects of the wearable information technologies, and, in this regard, the degree of influence of historical memory and cultural immunity, second, the aspect that can be described as “specific” in the educational culture of Russian society, in which the “language” of globalization is translated into the culture-historical context of national education

    The paper considers the problems of modern economic activities in the socio-cultural context. We study the differences of methodological approaches to the specific understanding of the socio-economic development (in the face of a materialist method of Marx and the method of interpretive sociology M. Weber). The conclusion is that at the present time there is awareness of the need for cultural, ethical and religious institutions in shaping economic behavior in the context of the methodology of Max Weber. The specific character of philosophical concepts which should underlie modern economic activity. It is noted that such philosophical categories as morality, human-dimension, socio-cultural specificity should be the basis of a modern economy. economic development philosophy appears as a philosophy of social wealth, access to, and use of the population for the development of human capital.     Energy Saving Projects as Energy Security Factors

    National economic development, its effectiveness and competitiveness in domestic and foreign markets are directly determined by the country's economic resilience, which is able to ensure protection of its interests at the international level, promote economic growth and address public needs. One of the most important components of the country's national security is its energy security. In this regard, implementation of energy resource-saving technologies and enhancement of energy efficiency is of prime importance; in particular, solving heat related problems, i.e. heat transfer challenges while reforming and reorganizing Russian regional heat supply system. The main purpose of the paper is to study the issues connected with development and implementation of investment projects in the sphere of heat conservation and efficiency as one of the essential components contributing to energy efficiency programs in cities, regions, country. The survey methodology includes a quantitative method used to assess the effectiveness of an investment project which is based on the concept of discounting, the grouping technique, and tabular and graphical methods of data visualization. The paper presents result of evaluating the effectiveness of an investment project aimed at energy-saving, and energy efficient technologies in the field of heat saving. The projects implemented contribute to improvement and further development of the energy infrastructure of social-and-economic assets in order to improve their energy efficiency. The authors draw conclusions on the projects' effectiveness and urgency. Paper materials are of practical value for professionals involved in the study of investment projects in the field of energy and heat saving in order to ensure energy security of the country.
