    Pricing Plastics Pollution: Lessons from Three Decades of Climate Policy

    Plastic is now the most widely used human-made substance on the planet, and plastics pollution impacts marine and coastal ecosystems, local economies, and human health. Local and national governments are increasingly responding by banning plastic bags and other specific plastic products, taxing the use of certain plastics, and improving waste management and recycling. These are important steps, but alone they will not result in a meaningful reduction in cumulative plastics pollution or encourage development of sufficient alternatives to plastic. Additional policy measures are necessary. This Article argues that climate change and plastic pollution share numerous similarities, and these similarities allow policymakers to benefit from the three decades of climate policy experimentation when choosing plastics pollution policy instruments. Both are collective action problems with local, national, and global impacts. Unilateral policies will do little to address total accumulation of the pollutant. There are countless sources of plastics pollution and the plastics have different uses and characteristics. Technological breakthroughs are necessary to recycle and reuse large amounts of plastics or reduce carbon pollution. There are influential, established interests in value chains that produce and use plastics or fuels that emit greenhouse gases. The Article focuses on one key policy instrument in climate policies—pollution pricing—and identifies lessons from carbon pricing that can inform the design of plastics pollution policies. The Article begins by summarizing the global impacts of plastics pollution and the current international, national, and subnational plastics pollution policies. It then argues that broader market-based approaches can help address the global challenge of plastics pollution, identifies policy design choices for market-based pollution policies, elaborates on the similarities between plastics pollution and climate change, and then describes lessons from climate policy that can inform the design of plastics policies. The Article concludes by describing the applicability of these lessons from climate change to the emerging policy response to plastic pollution

    Toward a Blue Economy : A Pathway for Sustainable Growth in Bangladesh

    This report aims to synthesize the current theory and practice of the blue economy concept to govern economic activity linked to the ocean, and to provide a framework for the Government of Bangladesh to analyze its potential. With the peaceful resolution of maritime boundary disputes with its neighbors in 2012 and 2014, the Government has recently defined the ocean space under its jurisdiction and prioritized its use as a key source of future economic growth. The Government has prioritized the use of these spaces as a key source of future growth. However, a number of questions remain in embarking on a policy planning process to achieve Bangladesh’s blue economy aspirations, including measures of the current economic uses of the ocean space, the identification of clear targets for sustainable growth of the use of this space, and a policy pathway to get there. Described as an economic frontier, the term “ocean economy” applies collectively to ocean based industry activities and the assets, goods, and services of marine ecosystems. Ocean ecosystems provide the natural capital inputs that combine with produced and human capital to underpin the ocean economy.The concept of a “blue economy” emerged in 2012 as countries around the world have grappled with the twin trends of accelerating growth in the ocean economy and change in the underlying ecosystems. A “blue economy” aims for a balance between economic opportunities and the environmental limitations of using the ocean to generate wealth. Few documents exist to describe how countries can transition their ocean economies toward a blue economy, despite much discussion since 2012. This report fills that gap by offering a conceptual framework to guide policy-makers in Bangladesh in proposing specific reforms, by illustrating the economic activities of the ocean economy together with the underlying natural capital, as well as other types of capital. The framework suggests entry points for policy reforms to change the flow of inputs from ocean ecosystems to the ocean economy over time, or conversely to reduce outputs from economic activity (such as pollution) that may impact the functioning of ocean ecosystems. The report also synthesizes principles that may help guide such policy reforms. Most importantly, the report summarizes the information base needed for the Government of Bangladesh to set realistic targets for a blue economy development pathway and monitor progress

    Initial Measures of the Economic Activity Linked to Bangladesh’s Ocean Space, and Implications for the Country’s Blue Economy Policy Objectives

    The Government of Bangladesh resolved its maritime boundaries in 2014, resulting in jurisdiction over ocean space equivalent to 80 percent of the country’s terrestrial area. To encourage the development of this area and the resources it contains, the Government embraced the concept of a “blue economy” in its most recent development plan, as a broad label for all ocean-linked economic activities that are environmentally and socially sustainable. To support the Government’s effort to translate its blue economy aspirations into operational policies, an accounting exercise was conducted to provide initial measures of Bangladesh’s ocean-linked economic activity, as a baseline by which to set targets. The results suggest the contribution of ocean-linked economic activity in Bangladesh in 2014-2015 was just over 3% of national gross value added, derived relatively evenly from tourism and recreation, capture fisheries and aquaculture, transport and energy. The Government’s intention to design blue economy policies will need to be supported by extending the analysis in this study to a full ocean economy satellite account, eventually adding measures of the economic value of marine ecosystem services and the costs of environmental degradation, as well as the status of the underlying stocks of natural capital

    This report seeks to provide new perspectives on this historical controversy by presenting the most up-todate synthesis of available data and evidence on bottom trawling's extent, impacts, and solutions in order to inform constructive policy-making. Specifically, it uses novel data analysis from Sea Around Us to map the global extent of bottom trawling; a synthesis of peer-reviewed literature to elucidate environmental, social, and climate impacts; and insights from more than 40 global experts on what a constructive future might look like that manages or severely. limits the worst impacts of this practice, while also ensuring a just and equitable society and a healthy food system

    Illuminating Hidden Harvests – The contributions of small-scale fisheries to sustainable development

    Small-scale fisheries account for at least 40 percent of the global catch from capture fisheries and provide employment across the value chain for an estimated 60.2 million people, about 90 percent of the total number employed in fisheries globally. The economic value of these fisheries, however, is only a part of their importance: for example, nearly 53 million additional people were estimated to be engaged in subsistence activities in 2016. Rightly considered from a holistic and integrated perspective, small-scale fisheries define the livelihoods, nutrition and culture of a substantial and diverse segment of humankind. This study, Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter Illuminating Hidden Harvests, or IHH), uncovers the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries, and how this differs between different countries and fishery units. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities. The SSF Guidelines provide advice and direction for the enhancement of responsible and sustainable small-scale fisheries, through the development and implementation of participatory, ecosystem-friendly policies, strategies and legal frameworks

    Mapping the global distribution of locally-generated marine ecosystem services: The case of the West and Central Pacific Ocean tuna fisheries

    Ecosystem service (ES) maps are instrumental for the assessment and communication of the costs and benefits of human-nature interactions. Yet, despite the increased understanding that we live a globalized tele-coupled world where such interactions extend globally, ES maps are usually place-based and fail to depict the global flows of locally produced ES. We aim to shift the way ES maps are developed by bringing global value chains into ES assessments. We propose and apply a conceptual framework that integrates ES provision principles, with value chain analysis and human well-being assessment methods, while considering the spatial dimension of these components in ES mapping. We apply this framework to the case of seafood provision from purse seine tuna fishery in the Western and Central Pacific Ocean. The ES maps produced demonstrate the flow of a marine ES to a series of global beneficiaries via different trade and mobility pathways. We identify three types of flows - one to one, closed loop and open loop. We emphasize the need to consider a series of intermediate beneficiaries in ES mapping despite the lack of data. We highlight the need for a shift in ES mapping, to better include global commodity flows, across spatial scales
