Modelo construtivista para apoiar o processo de gestão da Universidade Federal de Tocantins

Higher education institutions have a direct impact in promoting economic growth and social development. Specially of the environment on which they operate. Their results are expected by governments, businesses and society. For this reason, there is a need for management tools that can support decision-making processes. In this context, this present study main question is how a Performance Assessment Model can contribute to Araguina Campus management process of the Federal University of Tocantins (UFT)? To answer the question, the goal is to structure a performance evaluation multicriteria model to support the management of Araguaína campus of the Federal University of Tocantins. The developed case study has exploratory character with qualitative and quantitative approach, collecting primary and secondary data. The intervention instrument used was the Multicriteria Decision-Aid Methodology – Constructivist (MCDA-C). Methodology that meets the foundations of performance evaluation as a decision support tool. We identified 8 strategic objectives, operationalized by 134 performance indicators. Among these, 33 are in compromising performance, highlighting the need for intervention. The model facilitated the overview of this situation and provided a process for proposing improvement actions. Thus, enabling the monitoring and improvement of the current situation.As instituições de ensino superior possuem impacto direto na promoção do crescimento econômico e desenvolvimento social do ambiente em que se inserem, seus resultados são esperados por governos, empresários e sociedade, surgindo assim a necessidade de ferramentas de gestão capazes de apoiar os processos decisórios. Para responder ao questionamento tem-se como objetivo a estruturação de um modelo multicritério de avaliação de desempenho para apoiar a gestão do Campus Araguaína da Universidade Federal de Tocantins. O estudo de caso desenvolvido possui caráter exploratório de abordagem quali-quantitativa com coleta de dados primários e secundários. O instrumento de intervenção utilizado foi a Metodologia Multicritério de Apoio à Decisão Construtivista (MCDA-C), que atende os fundamentos da avaliação de desempenho como instrumento de apoio à decisão. Foram identificados 8 objetivos estratégicos, operacionalizados por 134 indicadores de desempenho, destes 33 encontram-se em desempenho comprometedor, evidenciando a necessidade de intervenção. O modelo facilitou a visualização desta situação e disponibilizou processo para a proposição de ações de melhorias, permitindo o monitoramento e o aperfeiçoamento da situação atual

Construction of knowledge about the theme performance evaluation of communication in public organs: an analysis of international literature

O objetivo deste estudo é analisar as características das pesquisas cientificas internacionais que abordam o fragmento da literatura referente ao tema Avaliação de Desempenho da Comunicação em órgãos públicos. A metodologia utilizada é exploratória descritiva, quali-quanti e utiliza o instrumento Knowledge Development Process–Constructivist (ProKnow-C) para definição do Portifólio Bibliográfico e Análise Bibliométrica. Os resultados da pesquisa evidenciam: (i) A seleção de um Portifólio Bibliográfico composto por 29 artigos; (ii) Os periódicos de maior destaque “Public Performance & Management Review” e “Public Administration Review”; (iii) Dentre os artigos 63% utilizam sistemas de mensuração de desempenho e 37% de gestão de desempenho; e, (iv) a maior parte  (55%) encontram-se em um estágio evolutivo de “transição de operações para as orientações estratégicas”, percebe-se a adoção de modelos de avaliação realistas, obtidos de forma genérica, sem levar em conta as particularidades dos contextos avaliados e dos atores inseridos no processo decisório. The goal of this study is to analyze the characteristics of the international scientific researches that approach the fragment of the literature on the subject of Evaluation of Performance Communication in public agencies. The methodology is exploratory, descriptive and quali-quantitative approach and uses as instrument the Knowledge Development Process–Constructivist (ProKnow-C) to define the Bibliographic Portfolio and Bibliometric Analysis. The results highlight: (i) The selection of a Bibliographic Portfolio composed of 29 articles; (ii) The most prominent journals are “Public Performance & Management Review” and “Public Administration Review”; (iii) Among the papers, 63% use performance measurement systems and 37% performance management systems; and, (iv) The majority (55%) is in an evolutionary stage of "transition from operations to the strategic orientations". The adoption of realistic evaluation models is noticeable, obtained in a generic form, without taking into consideration the particularities of the contexts and the actors involved in the decision process

Modelo construtivista para apoiar a gestão

O mercado bancário é caracterizado pelas constantes evoluções na prestação de serviços, que se devem aos avanços tecnológicos, as novas necessidades dos clientes ou a volatilidade político - econômica a que os bancos estão expostos. A partir deste texto foi obtido o tema da presente pesquisa, que propõe a estruturação do processo de atendimento a clientes pessoa física de um banco, utilizando um modelo de apoio à decisão. Para evidenciar a contribuição cientifica deste viés da avaliação de desempenho na gestão bancária, este estudo valeu-se de dois instrumentos ProKnow-C (Knowledge Development Process-Constructivist) e MCDA-C (Metodologia Multicritério de Apoio à Decisão - Construtivista). O primeiro foi utilizado na seleção de um referencial bibliográfico relevante, alinhado ao tema de pesquisa e que apresentou periódicos, artigos, autores, e palavras-chave de destaque, além de promover a realização da análise sistêmica da literatura, que identificou lacunas de conhecimento e oportunidades de contribuição científica em seis lentes de análise: Abordagem, Singularidade, Identificação dos Objetivos, Mensuração, Integração e Gestão. O outro instrumento MCDA-C, foi utilizado no desenvolvimento de um estudo de caso, em uma agência da Caixa Econômica Federal. Os resultados apresentados ressaltam as contribuições dos seis princípios da avaliação de desempenho, como um instrumento de apoio à decisão, no processo de gestão do atendimento a clientes pessoa física de um banco. Destacando a identificação de 28 critérios com perfil de desempenho em nível comprometedor, gerando assim uma pontuação do modelo, em sua avaliação global, de 1,57. Para todos os descritores em nível comprometedor foram sugeridas ações de melhoria, que tem como finalidade atingir a meta traçada, elevando por consequência o desempenho do modelo para 33,98 pontos, destacando assim, o potencial que a abordagem construtivista e processo estruturado de gestão desenvolvido possuem em relação ao contexto apresentadoThe banking market is characterized by constant changes in service delivery, which are due to technological advances, new customer needs or political- economic volatility to which banks are exposed. From this text the subject of this research, which proposes structuring the process of care to individual customers of a bank, using a decision support model, was obtained. To highlight the scientific contribution of this performance evaluation bias in bank management, this study drew on two ProKnow-C instruments (Knowledge Development Process-Constructivist) and MCDA-C (Multi Criteria Methodology Decision Support - Constructivist). The first was used in the selection of a relevant bibliographic reference in line with the research topic and presenting periodicals, articles, authors, and highlight keywords, and promoting the realization of systemic literature review, which identified knowledge gaps and scientific contribution opportunities in six analytical lenses: Approach, Singularity, and Identification of the goals, Measurement, Integration and Management. The other MCDA-C instrument was used in the development of a study case in an agency of Caixa Economica Federal (a federal bank). The results presented highlight the contributions of the six principles of performance evaluation, as a tool for decision support in the management process of individual customers of a bank. The results highlighted the identification of 28 criteria on the performance profile of compromising level, thereby generating a model of scores in their overall assessment of 1.57. Management support for agricultural enterprises: a case study for a fruit-producing company

Over the last few decades, agricultural production has improved its productivity significantly. This improvement has notably focused on the genetic development of plants and on equipment technology. Nevertheless, its managers have not monitored this growth in the competitiveness of the sector. Based on this context, this study has a central question: how can performance evaluation, from its decision-making support perspective, improve the management process of an agricultural company? In order to answer this, the purpose of creating a decision-making model to support the management decisions of an agricultural company is taken into consideration. Seven strategic objectives were identified, operationalized by 57 performance indicators, for the levels of reference set by the decision maker; fourteen performance indicators are at a compromising level, showing the need for intervention. With the model created, it was possible to have a picture of this situation and provide a process to propose improvement actions

Knowledge construction about port performance evaluation: An international literature analysis

Purpose: This study aims to identify and analyze the characteristics of international scientific research that addresses the segment of literature referring to port performance evaluation, in order to identify the existence of a theoretical alignment between the concept of performance evaluation, as an area of knowledge, and the practical application of port performance evaluation. Design/methodology: For the approach to the problem, this paper makes use of qualitative research, analyzing bibliographical portfolio characteristics related to port performance evaluation. An action research strategy was adopted, according to which the authors selected the bibliographical portfolio based on analysis and interpretation. Findings: From the segment of literature analyzed, it was possible to identify a certain degree of misalignment among what has been pointed out in the literature regarding the management practices in the port sector. Specifically, this discrepancy refers to management practices that are ignored by port managers, which lead to lost opportunities and may even come to jeopardize the organization's performance. Research limitations/implications: The literature search was restricted to articles written in English, published in indexed scientific journals in the selected databases, according to the following criteria: (i) articles published after the year 2000; (ii) the generation of knowledge based on characteristics selected by the researchers and (iii) the analysis of BP articles based on the judgment and interpretation of the research authors. For future work, it is suggested to expand this research to other databases, in other languages and according to other features, and to continue this investigation by carrying outthe “systemic analysis” and “identifying research opportunities” stages using ProKnow-C. Originality/value: Although two similar works have been carried out in the same area of research in 2015, the results achieved have contributed to the advancement of research in port performance evaluation, as they have extended the time horizon, the databases used for research and the variables
