The economic activity of the countries which make up the European Union (EU) is being profoundly affected by the advance in the process of integration. The consolidation of the Single European Market (SEM) and the process of transition towards Economic and Monetary Union (EMU) are two elements which affect the economic evolution of all of teh countries and regions of the EU. The impact of this greater economic integration is expected to be reflected with different intensity in each of them, according to their own economic structures and their capacity of adaptation to the necessary convergence. The effect of this process on the development of the regions, in itself already unequal, has caused growing concern about the reinforcement of economic and social cohesion within the EU, as was reflected in the Treaty of the European Union. In this way, the steps taken towards a growing integration are complemented by a greater development of structural policies. The reinforcement of these policies, and in particular of regional policy, confers special importance to the analysis of its instruments, above all, to that of the programs for regional economic incentives. Economic incentive programs constitute one of the most widely used tools of regional policy among the member nations of the EU. Given the fact that this assistance is aimed at companies, it is subject to meet Community regulations on competition and, at the same time, as a measure for regional development, play a role in the attainment of economic and social cohesion. In this paper the most important aspects of this last component will be analyzed in terms of regional assistance in order to then proceed to the study of its effects on the correction of interregional inequality.

The distribution of ultra-narrow linewidth laser radiation is an integral part of many challenging metrological applications. Changes in the optical pathlength induced by environmental disturbances compromise the stability and accuracy of optical fibre networks distributing the laser light and call for active phase noise cancellation. Here we present a laboratory scale optical (at 578 nm) fibre network featuring all polarisation maintaining fibres in a setup with low optical powers available and tracking voltage-controlled oscillators implemented. The stability and accuracy of this system reach performance levels below 1 * 10^(-19) after 10 000 s of averagingComment: This article may be downloaded for personal use only. Selection of microalgae species for the treatment of marine aquaculture effluents: the SUNRAS project

Fisheries and aquaculture are a major source of employment and income on which the livelihoods of 10-12% of the world's population are based. However, the production process has to be improved in order to increase the sustainability. The ratio of Kg of wild fish needed to produce one kilogram of fish called Fish In Fish Out (FIFO), the carbon and water footprint and the discharge of nitrogen and phosphorus into the environment are certain points that must be resolved to increase the sustainability of this industry. Microalgae and aquaculture have traditionally been grown in both freshwater and seawater, two activities that have always been linked due to microalgae are part of the food chain as primary producers and feed different species in larval stages. They are now playing an increasingly important role in the world of wastewater treatment but in the field of aquaculture, this technology is less technologically advanced and often linked to extensive systems. Since the main problem of alternative sources of proteins and fatty acids of terrestrial origin do not have adequate profiles, some authors propose the use of microalgae as a potential substitute for fishmeal and fish oil

Genetic ablation of ryanodine receptor 2 phosphorylation at Ser‐2808 aggravates Ca 2+ ‐dependent cardiomyopathy by exacerbating diastolic Ca 2+ release

Phosphorylation of the cardiac ryanodine receptor (RyR2) by protein kinase A (PKA) at Ser‐2808 is suggested to mediate the physiological ‘fight or flight’ response and contribute to heart failure by rendering the sarcoplasmic reticulum (SR) leaky for Ca 2+ . In the present study, we examined the potential role of RyR2 phosphorylation at Ser‐2808 in the progression of Ca 2+ ‐dependent cardiomyopathy (CCM) by using mice genetically modified to feature elevated SR Ca 2+ leak while expressing RyR2s that cannot be phosphorylated at this site (S2808A). Surprisingly, rather than alleviating the disease phenotype, constitutive dephosphorylation of Ser‐2808 aggravated CCM as manifested by shortened survival, deteriorated in vivo cardiac function, exacerbated SR Ca 2+ leak and mitochondrial injury. Notably, the deteriorations of cardiac function, myocyte Ca 2+ handling, and mitochondria integrity were consistently worse in mice with heterozygous ablation of Ser‐2808 than in mice with complete ablation. Wild‐type (WT) and CCM myocytes expressing unmutated RyR2s exhibited a high level of baseline phosphorylation at Ser‐2808. Exposure of these CCM cells to protein phosphatase 1 caused a transitory increase in Ca 2+ leak attributable to partial dephosphorylation of RyR2 tetramers at Ser‐2808 from more fully phosphorylated state. Thus, exacerbated Ca 2+ leak through partially dephosphorylated RyR2s accounts for the prevalence of the disease phenotype in the heterozygous S2808A CCM mice. These results do not support the importance of RyR2 hyperphosphorylation in Ca 2+ ‐dependent heart disease, and rather suggest roles for the opposite process, the RyR2 dephosphorylation at this residue in physiological and pathophysiological Ca 2+ signalling.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/106986/1/tjp6067.pd

Sensor-as-a-Service: Convergence of Sensor Analytic Point Solutions (SNAPS) and Pay-A-Penny-Per-Use (PAPPU) Paradigm as a Catalyst for Democratization of Healthcare in Underserved Communities

    Get PDF
In this manuscript, we discuss relevant socioeconomic factors for developing and implementing sensor analytic point solutions (SNAPS) as point-of-care tools to serve impoverished communities. The distinct economic, environmental, cultural, and ethical paradigms that affect economically disadvantaged users add complexity to the process of technology development and deployment beyond the science and engineering issues. We begin by contextualizing the environmental burden of disease in select low-income regions around the world, including environmental hazards at work, home, and the broader community environment, where SNAPS may be helpful in the prevention and mitigation of human exposure to harmful biological vectors and chemical agents. We offer examples of SNAPS designed for economically disadvantaged users, specifically for supporting decision-making in cases of tuberculosis (TB) infection and mercury exposure. We follow-up by discussing the economic challenges that are involved in the phased implementation of diagnostic tools in low-income markets and describe a micropayment-based systems-as-a-service approach (pay-a-penny-per-use—PAPPU), which may be catalytic for the adoption of low-end, low-margin, low-research, and the development SNAPS. Finally, we provide some insights into the social and ethical considerations for the assimilation of SNAPS to improve health outcomes in marginalized communities
