New Mexico: Round 1 - State-Level Field Network Study of the Implementation of the Affordable Care Act

This report is part of a series of 21 state and regional studies examining the rollout of the ACA. The national network -- with 36 states and 61 researchers -- is led by the Rockefeller Institute of Government, the public policy research arm of the State University of New York, the Brookings Institution, and the Fels Institute of Government at the University of Pennsylvania.New Mexico is no longer one of the key battleground states as it has moved more Democratic in recent presidential races, a trend driven by Latino population growth and a shift to the Democratic Party among that population. During the 2013 legislative session, Senate Bill 221 passed and authorized the establishment of a state-run New Mexico Health Insurance Exchange (NMHIX). On March 28, 2013, the governor signed Senate Bill 221 into law. Another major ACA-related decision involved Medicaid. Given the aggressive opposition from other Republican governors to the ACA, Martínez surprised some observers when she announced in early 2013 that New Mexico would expand Medicaid as long as the federal government provided the funding for the initial expansion

Side forces on a tangent ogive forebody with a fineness ratio of 2.5 at high angles of attack and low speed

A wind tunnel study to determine the subsonic aerodynamic characteristics, at high angles of attack, of a tangent ogive forebody with a fineness ratio of 2.5, is reported. Static longitudinal and lateral-directional stability data were obtained at Reynolds numbers ranging from 0.4 x 1 million to 3.7 x 1 million (based on base diameter) at a Mach number of 0.25. Angle of attack was varied from 36 deg to 88 deg at zero sideslip. It was found that at low Reynolds numbers the forebody does not have a side force att high angles of attack; however, at Reynolds numbers above about 2 x 1 million, a side force occurs in the angle of attack range from 45 deg to 80 deg. The maximum side force is as large as the maximum normal force. The maximum normal force coefficient varies between 1.0 and 2.0 over the Reynolds number range tested and occurs at angles of attack near 65 deg

The Effects of Overprotective Parenting on Academic Self-esteem: The Moderating Role of Teachers

Overprotective parenting, or helicopter parenting as it is known in the media, is characterized by high levels of behavioral and psychological control, and has been found by previous empirical studies to be linked to several maladaptive child outcomes (Wood, McLeod, Sigman, Hwang, & Chu, 2003). These outcomes include increased levels of anxiety, depression (Bayer, Sanson, & Hemphill, 2006; LeMoyne & Buchanan, 2011; Schiffrin, Liss, Miles-McLean, Geary, & Erchull 2013), and shyness (Bayer, et al., 2006; Rubin, Coplan, & Bowker, 2009) as well as decreased academic outcomes (Bernstein & Triger, 2010; Padilla-Walker & Nelson, 2012). However, much of the research regarding parental overprotection and academic outcomes has focused on older children (Padilla-Walker & Nelson, 2012; Cutrona, Cole, Colangelo, Assouline, & Russell, 1994). For this reason, the current study investigated the effects of parental overprotection on preschool aged children\u27s academic self-esteem. The current study also investigated teacher-child relationships. Specifically, the effects of teacher closeness on children\u27s academic self-esteem were examined. Previous empirical studies have found that positive teacher-child relationships have positive academic outcomes (Rudasill & Rimm-Kaufman, 2009; Birch & Ladd, 1997). The interaction between parental overprotection and teacher closeness was also examined in relation to children\u27s academic self-esteem. This was done in order to investigate whether close teacher-child relationships moderate the effects of overprotective parenting on academic outcomes. The results revealed that parental overprotection was negatively associated with children\u27s academic self-esteem. Teacher closeness was positively associated with children\u27s academic self-esteem. Finally, no significant relationship between the interaction of parental overprotection and teacher closeness and children\u27s academic self-esteem was found

Men\u27s violence against women: A comparative review of which programs work best

One in four women have been a victims of Domestic Violence (DV) in their lifetime by an intimate partner. Men\u27s violence against women is a public health issue that continues to persist today. Much of the larger conversations remains in finding the best solutions and allocating resources in order to reduce men\u27s violence against women. Men\u27s violence against women has impacted various families\u27 and allowed a cycle of violence to persist. There are a variety of treatment options for men who batter women in the literature. The most prominent ones include anger management, incarceration, couples counseling and batterer interventions programs. Through an analysis of these programs we will be able to see the advantages and disadvantages of these programs for batterers and under what circumstances these would work

Controversies in Batterer Intervention Programs: Doing Good, Well

One in four women has been a victim of domestic violence perpetrated by an intimate partner. Instead of holding the abusers accountable, many victims will be questioned and ostracized for not leaving an unhealthy relationship, which shifts the blame from the abuser to the victim. A variety of Batterer Intervention Programs are available to abusers, including anger management, therapy, and counseling. One such program is the Duluth Model, which focuses on the transformation of batterers through a social change framework. This research will examine the Duluth Model as it is being implemented in Ann Arbor, Michigan

Disclosure of Depression in Primary Care: A Qualitative Study of Women’s Perceptions

Background Health care providers are better able to diagnose depression and initiate treatment when patients disclose symptoms. However, many women are reluctant to disclose depressive symptoms. Little is known about the experience of disclosing depression symptoms in primary care among racially and ethnically diverse women across the life course. We qualitatively explore experiences of disclosure of depressive symptoms to primary care providers among self-identified African American, Hispanic and non-Hispanic White women. Methods Twenty-four women with depression were recruited for open-ended interviews. We recorded, transcribed, and coded interviews using inductive content analysis. Findings Two distinct domains emerged: participant factors that hinder and facilitate disclosure and provider cues that encourage and dissuade discussing depression. Participants described perceptions about primary care not being the appropriate place, fear of not having a choice in treatment decisions, and the emotional cost of retelling as impediments to disclosure; perceiving an increased likelihood of getting help was described as a facilitator. Women identified provider behaviors of asking about depression and showing concern as facilitators, and provider time constraints as a barrier to disclosure. Conclusions Women perceive that primary care is not the appropriate place to disclose depression symptoms. Increased public education about behavioral health management in primary care, as well as more robust integration of the two, is needed. Efforts to improve depression disclosure in primary care must also encompass systematic use of depression screening tools and implementation of targeted interventions to cultivate provider empathy

IR-doped ruthenium oxide catalyst for oxygen evolution

    Get PDF
A method for preparing a metal-doped ruthenium oxide material by heating a mixture of a doping metal and a source of ruthenium under an inert atmosphere. In some embodiments, the doping metal is in the form of iridium black or lead powder, and the source of ruthenium is a powdered ruthenium oxide. An iridium-doped or lead-doped ruthenium oxide material can perform as an oxygen evolution catalyst and can be fabricated into electrodes for electrolysis cells
