On the correlation between bibliometric indicators and peer review: reply to Opthof and Leydesdorff
Opthof and Leydesdorff (Scientometrics, 2011) reanalyze data reported by Van Raan (Scientometrics 67(3):491ā502, 2006) and conclude that there is no significant correlation between on the one hand average citation scores measured using the CPP/FCSm indicator and on the other hand the quality judgment of peers. We point out that Opthof and Leydesdorff draw their conclusions based on a very limited amount of data. We also criticize the statistical methodology used by Opthof and Leydesdorff. Using a larger amount of data and a more appropriate statistical methodology, we do find a significant correlation between the CPP/FCSm indicator and peer judgment
Towards a new crown indicator: an empirical analysis
We present an empirical comparison between two normalization mechanisms for citation-based indicators of research performance. These mechanisms aim to normalize citation counts for the field and the year in which a publication was published. One mechanism is applied in the current so-called crown indicator of our institute. The other mechanism is applied in the new crown indicator that our institute is currently exploring. We find that at high aggregation levels, such as at the level of large research institutions or at the level of countries, the differences between the two mechanisms are very small. At lower aggregation levels, such as at the level of research groups or at the level of journals, the differences between the two mechanisms are somewhat larger. We pay special attention to the way in which recent publications are handled. These publications typically have very low citation counts and should therefore be handled with special care
internationalization strategies and policies in second tier higher education institutions
This study addresses the major objectives and challenges in the internationalization processes of second-tier higher education institutions. We use the examples of universities of applied sciences in the Netherlands, academic colleges in Israel, and community colleges in Canada to offer a global perspective regarding the internationalization efforts in these types of institutions. Through comprehensive comparative analysis of secondary sources, we identify the trends taking place within these types of higher education institutions in these countries. We find that second-tier institutions tend not to have solidified for themselves tailored internationalization approaches and strategies that are uniquely fitting to their own missions, aims and student populations. This oversight creates a situation whereby such institutions, despite their culturally diverse student populations and the promise they hold to create a unique niche within internationalization discourse, fail to utilize the potential inherent in targeted internationalization strategies

Dear members of the Dutch academic community,
The rise of the Internet has radically changed scholarly communication. New
opportunities in ICT mean that everyone with access to the Internet can, in
principle, benefit from the latest scientific insights. Open Access wants to ensure
that the results of scientific research, particularly publicly funded research, are
freely available. The Dutch universities actively support this development and have
advocated it in various ways in the past few years.
Recently the subject of Open Access has also received the full attention of the Dutch
government. Significant steps are expected to be taken in the short term. These will
have consequences for your work as a researcher. This letter is intended to provide
you with further details. We are also appealing to you to continue to advocate free
access to your own scientific publications.

Geachte leden van de Nederlandse academische gemeenschap,
De opkomst van het internet heeft de mogelijkheden om wetenschappelijke kennis
te verspreiden radicaal veranderd. De digitalisering heeft ervoor gezorgd dat in
potentie iedereen met toegang tot het internet kan profiteren van de nieuwste
wetenschappelijke inzichten. Open access is de beweging die beoogt de uitkomsten
van wetenschappelijk onderzoek (zeker als dit met publieke middelen is
gefinancierd) vrij digitaal beschikbaar te maken. De Nederlandse universiteiten zijn
een groot voorstander van deze ontwikkeling en hebben zich hier de afgelopen
jaren op uiteenlopende manieren voor ingezet.
Recent heeft het onderwerp ook de volle aandacht gekregen van het Kabinet. De
verwachting is dat er komende tijd betekenisvolle stappen gezet zullen worden om
de omslag naar Open access te bereiken. Dat zal gevolgen hebben voor uw werk als
onderzoeker. Met deze brief willen wij u daarover nader informeren. Ook doen wij
graag een beroep op u om zich in te (blijven) zetten voor de vrije toegankelijkheid
van uw eigen wetenschappelijke werk.

Netherlands Code of Conduct for Research Integrity
Voor het goed functioneren van wetenschap is wetenschappelijke integriteit van essentieel belang. Dit geldt voor alle disciplines. Wetenschappelijk onderzoek ontleent zijn status immers aan het feit dat het gaat om een normatief gereguleerd proces, waarbij die normativiteit deels methodologisch en deels ethisch van aard is en gearticuleerd kan worden in een aantal leidende principes: eerlijkheid, zorgvuldigheid, transparantie, onafhankelijkheid, verantwoordelijkheid.
Het is van groot belang dat de principes van goede en integere wetenschapsbeoefening en de daaruit voortvloeiende normen voor goede onderzoekspraktijken helder geformuleerd zijn en breed onderwezen, gekend en toegepast worden. Deze gedragscode is daarop gericht en vervult een drieledige rol:
(i) Aan onderzoekers, onderzoekers in opleiding en studenten biedt hij een educatief en normatief kader (hoofdstukken 2 en 3) dat zij geacht worden te internaliseren en leidend te laten zijn bij hun onderzoeksactiviteiten.
(ii) Aan instellingsbesturen en commissies voor wetenschappelijke integriteit levert de code een toetsingskader bij de beoordeling van vermeende schendingen van de wetenschappelijke integriteit (hoofdstukken 3 en 5).
(iii) Voor de instellingen formuleert deze code bovendien een aantal zorgplichten (hoofdstuk 4)
