Abrupt Rise of the Longitudinal Recoil Ion Momentum Distribution for Ionizing Collisions

We report on the experimental observation of an abrupt rise in the longitudinal momentum distribution of recoil ions created in proton helium collision. The details of this structure can be related to electrons traveling with the velocity of the projectile [electron capture to the continuum (ECC)]. The longitudinal as well as the transverse distribution of the recoil ions can be explained as a continuation of the momentum distribution from ions resulting from electron capture illustrating the smooth transition from the capture to bound states of the projectile to the ECC.Fil: Weber, Th.. Fully differential cross sections for photo-double-ionization of D2

We report the first kinematically complete study of the four-body fragmentation of the D2 molecule following absorption of a single photon. For equal energy sharing of the two electrons and a photon energy of 75.5 eV, we observed the relaxation of one of the selection rules valid for He photo-double-ionization and a strong dependence of the electron angular distribution on the orientation of the molecular axis. This effect is reproduced by a model in which a pair of photoionization amplitudes is introduced for the light polarization parallel and perpendicular to the molecular axis

Crowdsourcing: A new tool for policy-making?

Crowdsourcing is rapidly evolving and applied in situations where ideas, labour, opinion or expertise of large groups of people are used. Crowdsourcing is now used in various policy-making initiatives; however, this use has usually focused on open collaboration platforms and specific stages of the policy process, such as agenda-setting and policy evaluations. Other forms of crowdsourcing have been neglected in policy-making, with a few exceptions. This article examines crowdsourcing as a tool for policy-making, and explores the nuances of the technology and its use and implications for different stages of the policy process. The article addresses questions surrounding the role of crowdsourcing and whether it can be considered as a policy tool or as a technological enabler and investigates the current trends and future directions of crowdsourcing. Citizen-oriented digital transformation in the public sector

Digital transformation has emerged as a term that describes the departure from digitization efforts to a full stack revision of the policies, processes and services in order to create simpler user experiences for citizens and frontline workers. While previous waves of digitization focused on the transition from analog to (parallel) digital services to increase efficiency and effectiveness of government services, digital transformation aims to redesign and reengineer government services from the ground up to fulfill changing user needs. At the center of these efforts are users-both internal and external users-of digital services who are included in the digital transformation efforts. This panel therefore brings together four aspects of digital transformation: a) dynamic capabilities as a precondition for digital transformation; b) co-design of digital services with users; c) digital co-production and co-creation to increase legitimacy of digital services; and d) co-creation with open data to improve digital service delivery.status: publishe
