    The ecology of Kazakhstan requires improvement with the involvement of both the population and specialistsfrom various organizations, including government officials. The purpose of this article was to assess knowledge,understanding of environmental problems in Kazakhstan by representatives of state authorities through a surveysystem.For this purpose, we surveyed 256 employees of state institutions of Kazakhstan in 2019. The survey questions relatedto the current system of state management of natural resources and the current environmental situation in Kazakhstan.The assessment of the readiness of public administration institutions in Kazakhstan showed the absence ofinterdepartmental communication and an integrated approach to improve the ecology of Kazakhstan.     The construction industry, traditionally considered quite conservative, is now going through a marked change. With competition intensifying, companies have begun to gradually adopt various digital technologies to reduce construction costs, such as the wireless concrete monitoring sensors, which implement a temperature-strength monitoring method for concrete. Each device has its technological features, which are considered in the development of the concepts. Enclosure design is the most important stage of product development. An enclosure made in-house has many advantages and disadvantages. The most important part of the design of an electronic device enclosure is the preliminary research stage. This article presents features of wireless monitoring sensor enclosure design. A data acquisition station (DAS), also referred to in the network topology as a “gateway”, will be used to collect data from the wireless monitoring sensor over the selected protocol. The server application was created based on HTML, PHP, CSS, JavaScript. Testing of the wireless monitoring sensor, SDS, and the server application working together showed full functionality. A study is also given on the determination of concrete strength using the developed sensor according to the ASTM method and using the IPS MG 4.0 by GOST

    CATLIFE (Complementary Arm for Target LIke FragmEnts): Spectrometer for Target like fragments at VAMOS++

    The multi-nucleon transfer reaction between 136Xe beam and 198Pt target at the beam energy 7 MeV/u was studied using the large acceptance spectrometer VAMOS++ coupled with the newly installed second arm time-of-flight and delayed γ\gamma-ray spectrometer CATLIFE (Complementary Arm for Target LIke FragmEnts). The CATLIFE detector is composed of a large area multi-wire proportional chamber and the EXOGAM HPGe clover detectors with an ion flight length of 1230 mm. Direct measurement of the target-like fragments (TLF) and the delayed γ\gamma-rays from the isomeric state helps to improve TLF identification. The use of the velocity of TLFs and the delayed γ\gamma-ray demonstrate the proof of principle and effectiveness of the new setup

    Paricle identification at VAMOS++ with machine learning techniques

    Multi-nucleon transfer reaction between 136Xe beam and 198Pt target was performed using the VAMOS++ spectrometer at GANIL to study the structure of n-rich nuclei around N=126. Unambiguous charge state identification was obtained by combining two supervised machine learning methods, deep neural network (DNN) and positional correction using a gradient-boosting decision tree (GBDT). The new method reduced the complexity of the kinetic energy calibration and outperformed the conventional method improving the charge state resolution by 8%

    Investigating the relationship between tax culture and tax communication in Kazakhstan

    The study demonstrated the level of tax culture as the basis for tax compliance. In turn, the formation of a strong tax culture depended on certain factors. Therefore, there were statements that the degree of such a culture depends on the level of tax communication. To show this connection, this paper analyzed the content of text arrays and products of communicative correspondence by keywords income and asset declaration in the Google search system (content analysis). Results of the analysis demonstrated more than 160 news articles and numerous social media posts. Moreover, the study contains the analytics of social media powered by YouScan artificial intelligence platform. This paper also presents the analysis and results of the sociological survey, in which more than a thousand people participated in the two biggest cities in Kazakhstan. The data of the survey were analyzed by the software Statistica 10 – the statistical data analysis system. The survey showed low tax awareness of citizens, almost 72% of respondents did not know about the introduction of the declaration of income and welfare. The results obviously demonstrated that there is a positive correlation between investigated issues, and poor utilization of information and communications technology by the government. In this way, this paper explored the relationship between tax culture and tax communication, where the awareness of citizens could be a huge step in the formation of honest taxpayers and increase confidence in government institutions

    THE ECONOMIC EVALUATION OF WATER ECOSYSTEM SERVICES IN URBAN PLANNING IN NUR SULTAN, KAZAKHSTAN

    With the positive and negative consequences of rapid global urbanization, the main task of the state is to ensure the long-term quality of life of its citizens. Currently, reforms undertaken by post-Soviet states aimed at environment-related projects are facing increasing resistance and protest from local populations. In 2020, the authors of this paper carried out a study on the Maly Taldykol lake group, located in the south-western planning region of Nur-Sultan. The purpose of this work was to conduct an assessment of ecosystem services to inform effective management decisions in urban planning. A strategy of combined research methods was applied. Because of the lack of data, the challenge was to explain, summarize, and verify the data obtained by one method through the application of another method. Analysis of the data showed that the annual costs associated with the creation of artificial “islands of nature” through the expansion of green areas is 20 times less than the losses associated with the development of the territory of Maloe Taldykol and the consequential loss of natural landscape. The results revealed that keeping these ecosystem services in their natural setting reduces the cost of providing these services in an alternative way, and avoids the negative impact of an ill-conceived decision. The uniqueness of this interdisciplinary study lies in the cost-benefit analysis of the findings of the assessment of ecosystem services, which result in the most effective management decisions in urban plannin

    MAIN TRENDS IN THE INSTITUTIONALIZATION OF SOCIAL MOVEMENTS CONCERNING SUSTAINABLE DEVELOPMENT IN KAZAKHSTAN

    One of the factors of discontent on the part of the urban population is the loss of natural landscapes, fragmentation, and destruction of habitat due to the sprawl of settlements and infrastructure. The determining role in conflict resolution belongs to local authorities, who mediate between actors with different social and economic interests. The purpose of this article is to study the prerequisites for the formation and development of the environmental protest movement, caused by the lack of proper communication between the authorities and the public around issues concerning urban landscaping in Kazakhstan. The object of the study is the factors that affect the emergence and development of civil environmental initiatives. The article uses protest event analysis, which allows the dynamics of civic mobilization and its key characteristics to be reconstructed on the basis of various textual sources from social networks. The Meta Corporation (Facebook, Instagram) played a defining role as a communication channel, with more than 200 posts, 132 photos, 74 videos, 188 pieces of textual information, and 165 links. At the same time, it was found that the greatest negative reaction and subsequent escalation of the conflict was caused by the withholding of information on the decisions made by official bodies in the public domain (+43%), while the imitation of dialogue by the authorities gives little hope of a positive resolution of the conflict (-12%). The results obtained with different scenarios underscore the need and responsibility of government agencies to develop and strengthen the capacity of local communities to play an active role in decision-making. Public participation and social partnership expand the number of participants, guaranteeing a new quality of management process in gathering information, setting priorities, making decisions, monitoring their implementation, and evaluating results
