The Education Quality Agency of Chile: A comprehensive evaluation policy?
Este artículo analiza el sistema de evaluación de la educación de Chile surgido a partir de la reforma de 2009. La hipótesis de este trabajo plantea que La Agencia de Calidad de la Educación no es un sistema de evaluación integral, como lo afirman sus documentos y leyes del país, sino una reforma basada en estándares que ha empobrecido el currículum nacional, influenciado negativamente el trabajo docente, donde predomina el carácter fiscalizador y el énfasis en los resultados de pruebas estandarizadas, subordinando la orientación para el logro de una formación integral de los estudiantes. The hypothesis of this work suggests that the Quality of Education Agency is not a system of integral evaluation, as it is affirmed by its documents and laws of the country, but rather it is a reform based on standards that have impoverished the national curriculum, negatively influenced the teaching profession, where the control character dominates and the emphasis is on the results of standardized tests, subordinating the orientation for the achievement of a comprehensive training of students. The IACHR’s Comprehensive Response To The Covid-19 Pandemic And Its Intersectional Impacts On Human Rights
The region of the Americas is facing unprecedented humanitarian and social challenges as a consequence of the Covid-19 pandemic. As such, the regional institutions need to deliver rapid and effective responses to the region’s inhabitants. In this way, the Inter-American Commission on Human Rights (hereinafter IACHR or the Commission) has aimed to deliver a timely answer so that States, the Civil Society, and stakeholders can assure individuals that the treatment of the pandemic incorporates a human rights approach from the Inter-American System’s framework. The purpose of this work will be to give a brief takeaway on how the IACHR has responded to those challenges and how it has assessed the differentiated, intersectional, and gender-unequal impacts this health crisis has had on human rights, particularly on economic, social, cultural and environmental rights (hereinafter ESCER). This paper will focus on the rights of people and groups who, because of the special state of vulnerability they are in, have been hit the hardest by the pandemic. It will discuss how the Commission—specially supported by the Office of the Special Rapporteur for Economic, Social, Cultural, and Environmental Rights (REDESCA)—has responded to the challenges and incidents brought on by the Covid-19 pandemic and how it has delivered recommendations to States regarding women, indigenous people, people living in poverty and extreme poverty, people of African descent, LGBTI people, older people, persons with disabilities, and people who are being deprived of liberty. Finally, the article will explore the future steps that need to be taken to increase the protection of human rights in other global crises

El sistema de escolarización chileno genera una importante segregación en la educación secundaria.
Gran parte de las universidades reciben estudiantes que provienen de contextos socioeducativos
desfavorecidos, por lo que es necesario entregar herramientas que permitan reducir la brecha que
existe entre el nivel de conocimiento observados al ingreso y aquellos requeridos para la educación
superior. El presente estudio tiene por objetivo presentar una propuesta basada en la articulación de
dos cursos de aprendizaje, insertos en un campo disciplinar específico, que favorecen la inducción y
apropiación del nuevo contexto académico: Lectura y Escritura Académica, que contempla el
aprendizaje del lenguaje y contexto disciplinar por un lado, y Estrategias de Estudio y Aprendizaje,
centrado en el desarrollo de estrategias cognitivas, metacognitivas y motivacionales. En sus dos
años de aplicación, el Programa ha alcanzado resultados positivos y estadísticamente significativos,
lo que sugiere una articulación favorable entre estos cursos como propuesta de aprendizaje y apoyo
al estudiante.The Chilean education system generates a significant segregation in secondary education. Much of
universities enroll students from disadvantaged socio-educational contexts, so it is necessary to
provide tools to reduce the current gap between the level of knowledge observed on admission and
that required for higher education. The present study aims to present a proposal based on the
articulation of two learning courses, inserted in a specific disciplinary field that favors the induction
and acquisition of the new academic context: academic reading and writing, which includes
learning the language and context discipline on the one hand, and study and learning
strategies, focusing on the development of cognitive, metacognitive, and motivational strategies, on
the other. In its two years of implementation, the program has achieved positive and statistically
significant results, suggesting a positive link between these courses as learning proposal and student

Radiative Neutralino Decay in Split Supersymmetry
Radiative neutralino decay is studied in a Split
Supersymmetric scenario, and compared with mSUGRA and MSSM. This 1-loop process
has a transition amplitude which is often quite small, but has the advantage of
providing a very clear and distinct signature: electromagnetic radiation plus
missing energy. In Split Supersymmetry this radiative decay is in direct
competition with the tree-level three-body decay , and we obtain large values for the branching ratio which can be close to unity in the region .
Furthermore, the value for the radiative neutralino decay branching ratio has a
strong dependence on the split supersymmetric scale , which is
otherwise very difficult to infer from experimental observables.Comment: 15 pages and 10 figure
Analysis of local Al-doped back surface fields for high efficiency screen-printed solar cells
AbstractIn this paper, we investigate the surface recombination of local screen-printed aluminum contacts applied to rear passivated solar cells. We measure the surface recombination velocity by microwave-detected photoconductance decay measurements on test wafers with various contact geometries and compare two different aluminum pastes. The aluminum paste which is optimized for local contacts shows a deep and uniform local back surface field that results in Smet=600cm/s on 1.5Ωcm p-type silicon. In contrast, a standard Al paste for full-area metallization shows a non-uniform back surface field and a Smet of 2000cm/s on the same material. We achieve an area-averaged rear surface recombination velocity Srear=(65±20) cm/s for line contacts with a pitch of 2mm. The application of the optimized paste to screen-printed solar cells with dielectric surface passivation results in efficiencies of up to 19.2% with a Voc=655mV and a Jsc=38.4mA/cm2 on 125×125 mm2 p-type Cz silicon wafers. The internal quantum efficiency analysis reveals Srear=(70±30) cm/s which is in agreement with our lifetime results. Applying fine line screen-printing, efficiencies up to 19.4% are demonstrated

En los sermones predicados en Nueva España en los siglos XVII y XVIII se menciona frecuentemente a los reyes y a la Virgen, a quienes se presenta en estrecha relación. Entre las advocaciones citadas, la Inmaculada Concepción tuvo un papel preponderante, sobre todo a partir del reinado de Felipe III. En este escrito se reflexiona en torno a dicho culto, vinculado a fines propagandísticos tanto de España como de la propia Nueva España.
