Raising level of flight safety during agricultural-air works

The article presents an analysis of the causes of a serious incident that occurred during the aircraft- chemical works on the An-2 plane. Objective: The aim of this work is to investigate the causes of aircraft collisions with electric power lines during the agricultural-air works and to develop preventive measures. Metods: Using the SHEL model recommended by ICAO, the main and additional causes of the aircraft collision with the electric power line are established. Results: The article contains the results of an analysis of data from investigations of accidents and incidents involving civil aircraft that occurred in Ukraine in 2013 - 2016. During this period, there were five collisions of aircraft with electric power lines, two of them with a fatal outcome. Since such cases are of a non-individual nature, the authors have developed appropriate preventive measures. Discussion: Aviation incident prevention during low-level flights consists of the implementation of the ICAO experience, namely flight crew training programs: cabin crew optimization (CRM) and flight training in conditions close to real (LOFT). The introduction of issues related to real aviation accidents and incidents, as well as the use of air stimulators for training pilots, are proposed in the training programs for small airline pilots. As a precautionary measure, it is proposed to mark the wires of electric power lines with plastic balls according to international practice. It is proposed in the cockpit of the An-2 airplane install the car restorer of the instrument panel to obtain objective information about the flight parameters and simultaneously to write the talks in the cockpit

Мировая библиотечная политика в области веб-аналитики: современное состояние и тенденции развития

The libraries’ web-outposts open up new opportunities, enable libraries to interact efficiently with their users and to promote their information products in the virtual space. The systematic assessment is integral to high performance of libraries’ web-divisions. The author explores the intensity of applying evaluation methods to the libraries’ web-sites. She examines the current state and popular trends in libraries’ representation in the virtual space using the relevant methods of web-analytics. The findings of the 2019 survey “Modern trends in the development of library resources in the web space”, comprising 387 Russian and foreign libraries of various organizational and legal status, are discussed. Particular attention is paid to the presence of libraries in the web space and resource management using web-analytic instruments. Based on her research findings, the author concludes that the major accomplishment for the libraries today is the very fact of their presence in the web space in the form of official websites and accounts in social media. Though the respondents confirmed that they used web-based analytical tools to evaluate their own web-based representation, the survey demonstrates that just a small part of the analytical tools potentiality is actually used.Веб-представительства открывают перед библиотеками новые возможности, позволяя активно взаимодействовать с пользователями и продвигать собственные информационные продукты в виртуальном пространстве. Предпосылкой для эффективного развития веб-представительств библиотек в виртуальном пространстве является их последовательная оценка. Цель статьи – изучить, как используются методы оценки эффективности деятельности библиотек в веб-пространстве. Автор рассматривает текущее состояние и популярные тенденции развития веб-представительств библиотек в виртуальном пространстве с применением современных методов веб-аналитики. В статье изложены результаты опроса «Современные тенденции развития ресурсов библиотек в веб-пространстве» 2019 г., в котором приняли участие 387 российских и зарубежных библиотек разных организационно-правовых форм. Особое внимание уделено присутствию библиотек в веб-пространстве и управлению ресурсами с использованием веб-аналитических инструментов. Результаты опроса позволили сделать вывод: сегодня главным достижением библиотек остаётся наличие официальных сайтов и аккаунтов в социальных медиа. Респонденты отметили, что они используют веб-аналитический инструментарий для оценки собственных веб-представительств. Однако результаты опроса показали: фактически используется только незначительная часть того потенциала, который предоставляют сегодня аналитические инструмент

Аналитические системы в оценке библиотечных сайтов

The article considers web representations of libraries as important modern information channels through which the libraries operate in the virtual space. The author provides conceptual rationale for improving the operational efficiency of the current level of library web sites based on the data analysis of modern web analytics systems. The article studies the analytical potential of tools for optimizing web resources in the information environment, substantiates scientific and applied interest in the methods of assessment of library web site using the capabilities of analytical systems, analysed from three angles: evaluation of web resources by means of key indicators, assessment of goal achievement and evaluation by means of visual analytical maps. To solve the set tasks there were used analytical tools: Google Analytics, Yandex.Metrics. The author carried out the study to determine the goal achievement and relevance of the web site sections using the example of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (GPNTB SB RAS) web site. To assess the efficiency of library web resources, it is important not only to obtain statistical data from analytical tools, but also to interpret them correctly. The article presents an attempt of qualitative assessment of some key performance indicators. Collection and analysis of webometric indicators of analytical tools are of practical value, being an impetus to action — reorganization of library web resources. Based on the data analysis of Yandex.Metrics visual heat maps, the corresponding changes have been made to the web site menu. The author conducted comparative analysis of the web site traffic data before and after the changes made. The study concluded that the use of modern analytical tools in the web site management has positive dynamics for its development on the web environment. The results of the use of modern analytical tools for evaluation of library sites demonstrate the importance of their use in analysis of the efficiency of library in the virtual space, which, in turn, will have a positive impact on improving the image and competitiveness in the information and library sphere as a whole.Веб-представительства библиотек рассматриваются как важные современные информационные каналы, через которые библиотека ведет деятельность в виртуальном пространстве. В статье дано концептуальное обоснование повышения эффективности текущего уровня библиотечных сайтов на основе анализа данных современных систем веб-аналитики. Изучается аналитический потенциал инструментов для их оптимизации в информационной среде. Обоснован научный и прикладной интерес в отношении использования методов оценки библиотечного сайта с помощью возможностей аналитических систем, проанализированных с трех точек зрения: оценки веб-ресурсов посредством ключевых показателей, оценки целедостижения и оценки с помощью визуальных карт аналитики. Для решения поставленных задач использовались аналитические инструменты: Google Analytics, Яндекс.Метрика. Выполнено исследование по определению целедостижения и востребованности разделов на примере сайта Государственной публичной научно-технической библиотеки Сибирского отделения Российской академии наук (ГПНТБ СО РАН). Для оценки эффективности библиотечных веб-ресурсов важно не только получать статистические данные аналитических инструментов, но и корректно их интерпретировать. Предпринята попытка качественной оценки некоторых ключевых показателей эффективности. Сбор и анализ вебометрических показателей аналитических инструментов представляют собой практическую ценность, являясь толчком к действию — реорганизации библиотечных сайтов. На основании анализа данных визуальных тепловых карт Яндекс.Метрики внесены соответствующие изменения в меню сайта. Проведен сравнительный анализ данных посещаемости сайта до и после внесенных изменений. В результате исследования сделан вывод: использование возможностей современных аналитических инструментов в управлении сайтом имеет положительную динамику для его развития в Интернете. Результаты применения современных аналитических инструментов для оценки библиотечных сайтов демонстрируют важность их использования при анализе эффективности деятельности библиотеки в виртуальном пространстве, что, в свою очередь, положительно скажется на повышении имиджа и конкурентоспособности в информационно-библиотечной сфере в целом

Виртуальная география посетителей библиотечных сайтов

The author generalizes the results of library user survey. The survey was held within the framework of the study “Webometric monitoring of libraries”. The study goal was to assess the virtual geography of library website users and to specify target audience. The user audience of 11 library websites was assessed by following criteria: geographical data (user location, probable user residence area); user demographic data (sex, age); loyalty indicators (bounce rate, visit depth, visit duration); website user desired actions (estimation of desired action conversion). Based on the findings, the author concludes that: library offline services impact website user geography; there is a close interdependence between library location and website traffic; users resident in the library region make the most loyal website users; women prevail in the library user audience. The target website user audience is identified; recommendations are offered for the further strategic development in the web-space. The study conclusions and recommendations would facilitate generated demanded content and efficient promotion of library information resources and services in the web-space.В статье обобщены результаты анализа пользовательской аудитории сайтов библиотек, принявших участие в исследовании «Вебометрический мониторинг библиотек». Цель – оценка виртуальной географии посетителей библиотечных сайтов и определение их целевой аудитории. Оценка пользовательской аудитории 11 библиотечных сайтов проводилась по следующим критериям: географические данные (местонахождение посетителя, возможное место проживания посетителя); демографическая информация о посетителях (пол, возраст); показатели лояльности (отказы, глубина просмотра, время, проведённое на сайте); целевые действия пользователей на сайте (оценка конверсии целевых действий). На основании полученных результатов сделаны важные выводы: функции офлайн-деятельности библиотеки влияют на географию посетителей сайта; существует тесная взаимозависимость территориального местонахождения библиотеки и посещаемости библиотечного сайта; посетители региона, в котором находится библиотека, наиболее лояльны к посещаемому сайту; аудитория библиотечных сайтов преимущественно женская и др. Определена целевая аудитория библиотечных сайтов, даны рекомендации по их дальнейшему стратегическому развитию в веб-пространстве. Выводы по итогам исследования и предлагаемые рекомендации по оптимизации библиотечных сайтов могут способствовать созданию востребованного контента и эффективному продвижению информационных ресурсов и услуг библиотеки в веб-пространстве

Научные процессы в вузах «Приоритета–2030»: системы управления и мониторинга данных

   Performance of organization’s scientific activities is assessed based on the analysis of research findings reflected in the employers’ publications. The author examines the prospects for Current Research Information Systems (CRIS).   The purpose is to analyze acquisition and structure of the research activities data for Russian universities and to reveal the trends in CRIS evolution.   The manage­ ment system for the universities participating in the “Priority-2030” Program is reviewed along with the results of theory scientific processes monitoring. The current problems of representing information on university’s scientific activi­ties are defined; CRIS information components are characterized in brief, e. g. information on research projects and research areas; researcher account; infor­mation on research units; research publications. A number of positive examples of acquiring research data is provided; important aspects of pages of university’s websites comprising data on intellectual activities are discussed. The analysis of the “Priority-2030” university websites demonstrates that in spite of many diffi­culties of arranging information on research activities, the universities have been gradually implementing CRIS into scientific and educational processes to provide efficient data management.   Оценка эффективности научной деятельности организации осуществляется на основании анализа результатов исследований, отражённых в публикациях её сотрудников. В статье особое внимание уделяется изучению современных тенденций развития Current Research Information Systems (CRIS).   Цель статьи - проанализировать существующий опыт сбора и организации дан­ных о результатах научной деятельности российских высших учебных заведений и определить существующие тенденции развития CRIS.   Представлен обзор си­стем управления и мониторинга данных научного процесса вузов - участников программы «Приоритет-2030». Определены текущие проблемы представления информации о результатах научной деятельности университета. Дана краткая характеристика информационных элементов CRIS: сведения о научных проектах и направлениях исследовательской работы; карточка научного сотрудника; ин­формация об исследовательских подразделениях; научные публикации. Приведён ряд положительных примеров формирования исследовательских данных, а также отмечены важные аспекты организации интернет-страниц сайта университета, содержащих данные о результатах интеллектуальной деятельности. Анализ мониторинга сайтов вузов «Приоритет-2030» показал, что, несмотря на существующие трудности упорядочивания информации о результатах исследовательской деятельности, университеты  постепенно  внедряют CRIS в научно-образовательный процесс для эффективного управления данными

Менеджмент библиотечных веб-ресурсов

Ongoing and methodologically rigorous management of resources in the information and library web-environment affects its efficient advance. The author examines the problems of the new stage of management in the area. She provides general characteristics and definition of the term “iManagement” (Internet-management), substantiates the scholarly and applied potential of analytical instruments of library web-resources. She also emphasizes that the competent use of the analytical instruments facilitates efficient analysis of web-resources in the digital environment. The selection of analytical instruments depends upon the resource type (official www-site, account, blog, conference www-site or library event web-page, etc.) and upon the target goals. Acquiring and analyzing webometrics with analytical instruments make one of the basic reorganization methods. The paper goal is to study ways of managing www-site contents with webometrical indicators and to design the generic cycle for managing library web-resources. The advantages of the single system of library web-resources management are identified. The stages of management cycle are characterized in brief, as well as their sequence, i. e. goal setting, monitoring, analysis, planning, control, and decision making.Оперативное и методологически правильное управление ресурсами в информационно-библиотечной веб-среде влияет на их эффективное развитие. В статье освещены проблемы нового этапа становления менеджмента. Даны общая характеристика и определение термина «iМенеджмент» (интернет-менеджмент). Обоснован научный и прикладной интерес к современным аналитическим инструментам управления веб-ресурсами библиотеки. Отмечено, что грамотное использование аналитических инструментов способствует качественному анализу различных веб-ресурсов в цифровой среде. Выбор аналитических инструментов зависит от вида ресурса (официальный сайт, аккаунт, блог, сайт конференции или библиотечного мероприятия и т.д.) и поставленных целей. Сбор и анализ вебометрических показателей при помощи аналитических инструментов – один из основных способов реорганизации библиотечных веб-ресурсов. Цель статьи – изучить современные способы управления содержанием сайта на основе вебометрических показателей и разработать общий цикл управления библиотечными веб-ресурсами. Определены преимущества единой системы управления ими. Кратко охарактеризованы все этапы управленческого цикла, приведена последовательность их выполнения: постановка целей, мониторинг, анализ, планирование, контроль, принятие решений. Отмечено, что разработанный цикл управления библиотечными веб-ресурсами может быть положен в основу единой управленческой методики эффективного развития библиотечных веб-ресурсов в цифровой среде посредством современных аналитических инструментов

Цель работы: исследовать причины столкновения самолетов с линиями электропередач во время проведения авиационно-химических работ и разработать меры профилактики. Методы: с использованием модели SHEL, рекомендованной ІКАО, установлены основная и дополнительные причины столкновения самолета с линией электропередач. Результаты: Статья содержит результаты анализа данных расследований авиационных происшествий и инцидентов с гражданскими воздушными суднами, произошедшими в Украине в 2013 – 2016 годах. На протяжении этого периода произошло пять столкновений летательных аппаратов с линиями электропередач, два из них со смертельным исходом. Поскольку подобные случаи имеют неодиночный характер, авторами разработаны соответствующие предупредительные мероприятия. Обсуждение результатов: Профилактика авиационных происшествий во время полетов на малых высотах состоит во внедрении опыта ИКАО, а именно программ подготовки летного экипажа: оптимизации работы экипажа в кабине (CRM) и летной подготовки в условиях, приближенных к реальным (LOFT). Предложены внесение в программы подготовки пилотов малых авиакомпаний вопросов, касающихся реальных авиационных происшествий и инцидентов, а также использование авиастимуляторов для тренировки пилотов. В качестве предупредительной меры предлагается маркировка проводов линий электропередач пластиковыми шарами согласно международной практике.У статті представлено аналіз причин серйозного інциденту, що стався при проведенні авіаційно-хімічних робіт на літаку АН-2. Мета роботи: дослідити причини зіткнення літаків з лініями електропередач під час виконання авіаційно-хімічних робіт та розробити засоби профілактики. Методи: з використанням моделі SHEL, рекомендованої ІКАО, встановлено основну та додаткові причини зіткнення літака з лінією електропередач. Результати: стаття містить результати аналізу даних розслідувань авіаційних подій та інцидентів з цивільними повітряними суднами, що сталися в Україні на протязі 2013 – 2016 років. На протязі цього періоду сталися п’ять зіткнень літальних апаратів з лініями електропередач, два з них зі смертельними наслідками. Оскільки подібні випадки мають непоодинокий характер, авторами розроблено відповідні попереджувальні заходи. Обговорення результатів: профілактика авіаційних подій під час польотів на малих висотах полягає у впровадженні досвіду ІКАО, а саме програм підготовки льотного екіпажу: оптимізації роботи екіпажу в кабіні (CRM) та льотної підготовки в умовах, наближених до реальних (LOFT). Запропоновано внесення до програм підготовки пілотів малих авіакомпаній питань, що стосуються реальних авіаційних подій та інцидентів, а також використання авіасимуляторів для тренування пілотів. В якості запобіжного заходу пропонується маркування проводів ліній електропередач пластиковими кулями згідно з міжнародною практикою
