    Authorised Translations of Electronic Documents

    A concept is proposed to extend authorised translations of documents to electronically signed, digital documents. Central element of the solution is an electronic seal, embodied as an XML data structure, which attests to the correctness of the translation and the authorisation of the translator. The seal contains a digital signature binding together original and translated document, thus enabling forensic inspection and therefore legal security in the appropriation of the translation.     Sacred Necroresistance in India-Administered Kashmir

    As a population is subject to necropolitics, what are the ways in which they resist the exposure to this systematic, deliberately inflicted death? Encompassing the case of India-administered Kashmir region, this article seeks to understand and examine this question. As the Indian state continues to enact insidious and expansive forms of necropolitics in Kashmir, the population has also turned death into a form of counter-conduct – a necroresistance to subvert the state’s necropolitics. Exploring this enactment of necroresistance, this article seeks to reveal the forms that it takes in India-administered Kashmir as well as the transformations that it brings to the socio-political milieu.     A South African review of harmonic emission level assessment as per IEC61000-3-6

    Large-scale renewable power producing plants are being integrated into South African networks. Network operators need to ensure that Renewable Power Plants (RPP) do not negatively affect the power quality levels of their networks, as harmonics amongst others could become a concern. IEC 61000-3-6 details a method for allocating voltage harmonic emission limits for distorting loads. This method works well for the allocation of emission limits; however it does not address the management of harmonic emissions once a plant is connected to the network. The management of harmonic emissions requires that network operators measure or quantify the emissions from loads and generators to determine compliance. Post-connection quantification of harmonic levels and compliance is a challenge for network operators. The question asked is “How should a network operator measure/quantify the harmonic emissions of a load/generator to establish compliance with the calculated limits as per IEC 61000-3-6”. This paper reviews within a South African context methods of assessing harmonic emission levels and then evaluates these methods by means of field data.     Variational matrix product state approach to quantum impurity models

    We present a unified framework for renormalization group methods, including Wilson's numerical renormalization group (NRG) and White's density-matrix renormalization group (DMRG), within the language of matrix product states. This allows improvements over Wilson's NRG for quantum impurity models, as we illustrate for the one-channel Kondo model. Moreover, we use a variational method for evaluating Green's functions. The proposed method is more flexible in its description of spectral properties at finite frequencies, opening the way to time-dependent, out-of-equilibrium impurity problems. It also substantially improves computational efficiency for one-channel impurity problems, suggesting potentially \emph{linear} scaling of complexity for nn-channel problems.Comment: revised version with application to Kondo model at large magnetic field (5 pages, 2 figures

    Renormalization group flows for gauge theories in axial gauges

    Gauge theories in axial gauges are studied using Exact Renormalisation Group flows. We introduce a background field in the infrared regulator, but not in the gauge fixing, in contrast to the usual background field gauge. It is shown how heat-kernel methods can be used to obtain approximate solutions to the flow and the corresponding Ward identities. Expansion schemes are discussed, which are not applicable in covariant gauges. As an application, we derive the one-loop effective action for covariantly constant field strength, and the one-loop beta-function for arbitrary regulator

    Long-Term Efficacy and Safety of Chronic Globus Pallidus Internus Stimulation in Different Types of Primary Dystonia

    Background: Deep brain stimulation (DBS) of the globus pallidus internus (GPi) offers a very promising therapy for medically intractable dystonia. However, little is known about the long-term benefit and safety of this procedure. We therefore performed a retrospective long-term analysis of 18 patients (age 12-78 years) suffering from primary generalized (9), segmental (6) or focal (3) dystonia (minimum follow-up: 36 months). Methods: Outcome was assessed using the Burke-Fahn-Marsden (BFM) scores (generalized dystonia) and the Tsui score (focal/segmental dystonia). Follow-up ranged between 37 and 90 months (mean 60 months). Results: Patients with generalized dystonia showed a mean improvement in the BFM movement score of 39.4% (range 0 68.8%), 42.5% (range -16.0 to 81.3%) and 46.8% (range-2.7 to 83.1%) at the 3- and 12-month, and long-term follow-up, respectively. In focal/ segmental dystonia, the mean reduction in the Tsui score was 36.8% (range 0-100%), 65.1% (range 16.7-100%) and 59.8% (range 16.7-100%) at the 3- and 12-month, and long-term follow-up, respectively. Local infections were noted in 2 patients and hardware problems (electrode dislocation and breakage of the extension cable) in 1 patient. Conclusion: Our data showed Gpi-DBS to offer a very effective and safe therapy for different kinds of primary dystonia, with a significant long-term benefit in the majority of cases.     Decoherence without dissipation?

    In a recent article, Ford, Lewis and O'Connell (PRA 64, 032101 (2001)) discuss a thought experiment in which a Brownian particle is subjected to a double-slit measurement. Analyzing the decay of the emerging interference pattern, they derive a decoherence rate that is much faster than previous results and even persists in the limit of vanishing dissipation. This result is based on the definition of a certain attenuation factor, which they analyze for short times. In this note, we point out that this attenuation factor captures the physics of decoherence only for times larger than a certain time t_mix, which is the time it takes until the two emerging wave packets begin to overlap. Therefore, the strategy of Ford et al of extracting the decoherence time from the regime t < t_mix is in our opinion not meaningful. If one analyzes the attenuation factor for t > t_mix, one recovers familiar behaviour for the decoherence time; in particular, no decoherence is seen in the absence of dissipation. The latter conclusion is confirmed with a simple calculation of the off-diagonal elements of the reduced density matrix.Comment: 8 pages, 4 figure
