Online procurement. Technology thinking and technology neutrality of computer systems
frente al avance de las TIC.Legal transactions carried out through online applications are currently a mass phenomenon that requires individualized study. The issue is often approached from a strictly legal perspective, without
taking into consideration the extraordinary impact that the underlying technology has on the legislative framework that regulates online contracting. The aim of this paper is to propose reasonable
legal answers to several of the major dogmas concerning computational thinking. The vast majority
of applications for online contracting are based on traditional algorithms optimized to increase maximum revenue for service providers. Taking this statement as a point of reference, it is appropriate to
review the concept of technological neutrality and reconsider the position to be adopted by lawmakers in the face of the advance of ICTs

Hybrid computation of the aerodynamic noise radiated by the wake of a subsonic cylinder
The noise radiated by the flow around a cylinder in the subcritical regime at =1×104 and at a subsonic Mach number of =0.5 is here studied. The aerodynamic sound radiated by a cylinder has been studied with a wide range of Reynolds numbers, but there are no studies about how the Mach number affects the acoustic field in the subsonic regime. The flow field is resolved by means of large-eddy simulations of the compressible Navier–Stokes equations. For the study of the noise propagation, formulation 1C of the Ffowcs Williams–Hawkings analogy is used. The fluid flow results show good agreement when comparing the surface pressure coefficient, the recirculation length, the vortex shedding frequency and the force coefficients against other studies performed under similar conditions. The dynamic mode decomposition of the pressure fluctuations is used to relate them with the far-field noise. It is shown that, in contrast to what happens for low Mach numbers, quadrupoles have a significant impact mainly in the observers located in the streamwise direction. This effect leads to a global monopole directivity pattern as the shear fluctuations compensate for the lower value of the aeolian tone away from the cross-stream direction. This work was partially financially supported by the Ministerio de EconomÃa, Industria y Competitividad, SecretarÃa de Estado de Investigación, Desarrollo e Innovación, Spain (refs PID2020-116937RB-C21 and PID2020-116937RB-C22). Fretting fatigue life prediction using the extended finite element method
In this work, fretting fatigue tests available in the literature are modeled using the extended finite element method (XFEM). The aim is to numerically evaluate the stress intensity factors (SIFs) for cracks of different lengths emanating at the end of the contact zone and to estimate the propagation life corresponding to each of the tests. This propagation life is combined with the initiation life calculated analytically using a multiaxial fatigue criterion (Fatemi-Socie), following a initiation-propagation approach for life estimation. The predicted lives are then compared with the reported experimental lives. It is shown that the consideration of the crack-contact interaction through the numerical models tends to improve the life estimation when compared with a fully analytical approach for the calculation of both initiation and propagation lives.Ministerio de Ciencia y TecnologÃa DPI2007-66995-C0301Ministerio de Ciencia y TecnologÃa DPI2007-66995-C03-02
Suppression Trial through an Integrated Vector Management of Aedes albopictus (Skuse) Based on the Sterile Insect Technique in a Non-Isolated Area in Spain
In recent years, Aedes albopictus (Skuse, 1984) has expanded its distribution globally due to its high ecological plasticity. This expansion has increased the population’s susceptibility to contracting diseases such as dengue, Zika, and chikungunya, among others, which are transmitted by this mosquito species. In the absence of effective control methods, the application of the sterile insect technique (SIT) is proposed as part of an integrated vector management (IVM) program. From 2007 to 2020, this strategy has been tested in a non-isolated mosquito population urban area of 45 ha, representative of the municipalities of the Valencian region (Spain). The population levels of adult females and eggs collected in the traps have been reduced by 70–80% compared to the control area, demonstrating its efficacy in reducing mosquito populations. This work analyzes the impact of the migration of the wild mosquito population from the peri-urban area to the urban core. This research was funded by La Conselleria de Agricultura, Desarrollo Rural, Emergencia Climática of the Valencian region (Spain).Ciencias Experimentale
Sterile Insect Technique in an Integrated Vector Management Program against Tiger Mosquito Aedes albopictus in the Valencia Region (Spain): Operating Procedures and Quality Control Parameters
The Asian tiger mosquito Aedes albopictus (Skuse, 1894) is an invasive species
responsible for the transmission of arboviruses such as dengue, Zika and chikungunya. The rapid
expansion of this species globally is the result of a lack of effective control methods. In this context,
the sterile insect technique (SIT) is an emerging tool for controlling mosquito populations. The Agriculture Department of the Valencian Region (Spain) is promoting a pilot project to evaluate the
efficacy of the sterile insect technique as part of an integrated vector management program against
Ae. albopictus. From 2018 to 2020, sterile male releases were carried out in two pilot sites, releasing
more than 15 million sterile males over 80 ha. The present work describes the laboratory studies
carried out to evaluate the performance of irradiated males to assess the feasibility of the SIT before
release in the field, as well as the production and quality control parameters obtained in rearing
activities. The obtained values in terms of production and quality control and the proposed rearing
methodology can be useful for designing a medium-scale mosquito-rearing pipeline.Ciencias Experimentale
Compressibility effects on the wake dynamics of a circular cylinder
Compressible large-eddy simulations of the flow past a circular cylinder at Reynolds numbers Re = 104 and Mach numbers in the range M = 0.2-1.2 are performed. Changes in the wake dynamics, coherent structures and flow topology brought about compressibility effects are discussed and analysed in detail. This work has been partially financially supported by the Ministerio de EconomÃa y Competitividad, SecretarÃa de Estado de Investigación, Desarrollo e Innovación, Spain (ref.
