    Korean Wave Issue as A Soft Power Strategy in Taiwanese Presidential Election 2016

    AbstractBoth state and non-state actors need the power to influence others to achieve their desired goals. Soft power isoften used by state or non-state actors to attracts the attention of others without using coercive actions to achievethe desired goals. This strategy has been widely used in various cases, including in the issue of China and Taiwan,especially in the "Taiwan Flag" incident involving Tzuyu, a K-Pop artist who declared herself a Taiwanese andcarried the Taiwan flag on a South Korean television program. This incident was later brought up by Tsai Ingwen, a politician from Democratic Progressive Party (DPP) to cooperate with the Taiwanese people against Chinain the 2016 Taiwan Presidential Election. This article will discuss how Tsai Ing-wen and the people of Taiwan usedKorean wave as a soft power strategy in the 2016 Taiwan Presidential Election to “fight” against China. Implementasi strategitersebut telah banyak dimanfaatkan dalam berbagai kasus, salah satunya dalam isu China dan Taiwan dalam the“Waving Taiwan Flag” incident yang melibatkan Tzuyu yang merupakan artis K-Pop yang mendeklarasikan dirisebagai warga negara Taiwan serta membawa bendera Taiwan dalam salah satu program televisi di KoreaSelatan. Insiden tersebut kemudian diangkat oleh Tsai Ing-wen, seorang politisi dari Democratic ProgressiveParty (DPP) untuk bekerja sama dengan masyarakat Taiwan untuk melawan China dalam Taiwan PresidentialElection 2016. Artikel ini membahas bagaimana Tsai Ing-wen dan masyarakat Taiwan memanfaatkan isu Koreanwave sebagai strategi soft power dalam Taiwan Presidential Election 2016 untuk “melawan” kampanye pro Chinayang disuarakan oleh KMT.     Pada penelitian ini yang berjudul “Respon Taiwan di Bawah Pemerintahan Tsai Ing-Wen Terhadap Kebangkitan Cina (2016-2019)” dianalisa dengan menggunakan konsep securitydilemma. Penelitian ini bertujuan untuk mengetahui respon Taiwan terhadap ancaman daripeningkatan kapabilitas militer Cina setiap tahunnya, terutama setelah Tsai Ing-wen terpilihmenjadi presiden Taiwan pada tahun 2016. Tsai Ing-Wen yang terpilih dari DemocraticProgressive Party (DPP) mendukung kemerdekaan Taiwan dan tidak mau bergantung kepada Cinadalam hal ekonomi.     Kebijakan luar negeri suatu negara merupakan instrumen terbesar dalam mencerminkan kepentingan nasional sebuah negara. Untuk memahami mengapa kebijakan luar negeri tertentu diambil, maka harus ada pemahaman mengenai proses pembuatan kebijakan luar negeri. Kebijakan luar negeri tidak bisa hanya dijelaskan dengan menggunakan faktor internasional, domestik maupun birokrat tetapi juga harus mempertimbangkan kepercayaan dan nilai dari pembuat keputusan (Jerviss, 2017:28). Penelitian dengan judul “Kebijakan Luar Negeri Taiwan Terhadap Cina dibawah Kepemimpinan Tsai Ing Wen tahun 2016-2019” ini menganalisa latar belakang kebijakan luar negeri Taiwan terhadap Cina dibawah kepemimpinan Tsai Ing Wen menggunakan teori idisinkretik. Analisa kebijakan luar negeri yang dilihat melalui persepsi individu merupakan fokus utama dari penelitian ini. Terdapat 5 indikator yang berpengaruh terhadap keputusan kebijakan luar negeri oleh individu menurut Alex Mintz dan Karl DeRouen yaitu gaya kepemimpinan, kesehatan mental dan fisik, ego dan ambisi, latar belakang politik dan pribadi, persepsi dan realitas operasional. Dengan menggunakan teori idiosinkretik, penelitian ini menjelaskan latar belakang kebijakan luar negeri Taiwan terhadap Cina dilihat dari faktor individu Tsai Ing Wen.     THE REPRESENTATIONS OF TAIWAN'S FIRST FEMALE PRESIDENT IN THE MEDIA

    As the first female president in Taiwan, Tsai Ing-wen’s actions and words are crucial to the advancement of gender equality within the Chinese patriarchal society. Likewise, the media also have a role in shaping gender discourse which may or may not support the president’s attempt at empowering women in politics and other sectors of life. This paper examined the linguistic strategy used by President Tsai to represent herself as a strong female leader through her official statements and how the media represented her in their reports. The data were collected from local news reports and international news portals, and from her speeches as quoted by the media, starting from the year she was elected in 2016 to 2018. Using Fairclough’s Critical Discourse Analysis, it was apparent that President Tsai struggled with her role as a female leader in politics, with critics from persisting patriarchal society and pressure from emerging new values in Taiwan. The media, on the other hand, was divided in making representations for and against Tsai. The conclusion of this research is hoped to give a general description of gender and political dynamics under the new era of Tsai Ing-wen

    Ever since Tsai Ing-wen came to power, the relations between People’s Republic of China and Taiwan, also known as the Republic of China, has been hitting a new low point. Now, China’s domineering stance towards the small island across the strait is stronger than ever. Before Tsai Ing-wen, under the rule of Kuomintang (KMT) the situation was not like this, it was calmer and more cooperative. The regime change brought about major changes towards Taiwan’s stance and opinion towards China. It is very important to understand what the main cause of this turning point is. This article looks back at the history between KMT and the now reigning party, Democratic Progressive Party (DPP) to explain this phenomenon and has found that there is a fundamental difference between the two. Using the Social Identity Theory, this article tries to explain the difference between KMT’s and the DPP’s point of view on the Cross-Strait Relations. DPP has long viewed Taiwan as an independent nation, dating back to 1999 when the ‘Resolution on Taiwan’s Future’ was written.     A Critical Discourse Analysis of Tsai Ing-Wen’s Political Speeches on Cross-Strait Relations

    The growth of cross-strait relations has garnered lots of concern for a very long time. However, it is noticeable that since Tsai Ing-wen was elected “president” of Taiwan in 2016, cross-strait relations have progressively reached an impasse. Tsai’s political speeches since then have had a great impact on both the public and the development of cross-Strait ties. This paper chooses Tsai’s political speeches to conduct a critical discourse analysis based on the Martin’s Attitude System (2005). Nine political speeches that Tsai addressed publicly during her first term, from 2016 to 2021, are selected as study data. The goals of the study are to explore the features and functions of the attitudinal resources in these speeches as well as how these resources are realized to construe meanings, as well as what ideology Tsai implied behind the discourse. Throughout Tsai’s appraisal resources, it is found that her evaluation of mainland China mainly involved implicit strategies, and most of them were negative, while her evaluation of Taiwan authorities mainly used explicit strategies, and most of them were positive. As a result, Tsai constructed different images of both sides of the Taiwan Strait
