    Impact of a mass vaccination campaign against a meningitis epidemic in a refugee camp.

    Serogroup A meningococcus epidemics occurred in refugee populations in Zaire in August 1994. The paper analyses the public health impact of a mass vaccination campaign implemented in a large refugee camp. We compared meningitis incidence rates from 2 similar camps. In Kibumba camp, vaccination was implemented early in the course of the epidemic whilst in the control camp (Katale), vaccination was delayed. At a threshold of 15 cases per 100 000 population per week an immunization campaign was implemented. Attack rates were 94 and 134 per 100,000 in Kibumba and Katale respectively over 2 months. In Kibumba, one week after crossing the threshold, 121,588 doses of vaccine were administered covering 76% of all refugees. Vaccination may have prevented 68 cases (30% of the expected cases). Despite its rapid institution and the high coverage achieved, the vaccination campaign had a limited impact on morbidity due to meningitis. In the early phase in refugee camps, the relative priorities of meningitis vaccination and case management need to be better defined

    Automated ice-tethered profilers for seawater observations under pack ice in all seasons

The definitive version was published in Journal of Atmospheric and Oceanic Technology 25 (2008): 2091-2105, doi:10.1175/2008JTECHO587.1.An automated, easily deployed Ice-Tethered Profiler (ITP) instrument system, developed for deployment on perennial sea ice in the polar oceans to measure changes in upper ocean water properties in all seasons, is described, and representative data from prototype instruments are presented. The ITP instrument consists of three components: a surface subsystem that sits atop an ice floe; a weighted, plastic-jacketed wire-rope tether of arbitrary length (up to 800 m) suspended from the surface element; and an instrumented underwater unit that employs a traction drive to profile up and down the wire tether. ITPs profile the water column at a programmed sampling interval; after each profile, the underwater unit transfers two files holding oceanographic and engineering data to the surface unit using an inductive modem and from the surface instrument to a shore-based data server using an Iridium transmitter. The surface instrument also accumulates battery voltage readings, buoy temperature data, and locations from a GPS receiver at a specified interval (usually every hour) and transmits those data daily. Oceanographic and engineering data are processed, displayed, and made available in near–real time (available online at http://www.whoi.edu/itp). Six ITPs were deployed in the Arctic Ocean between 2004 and 2006 in the Beaufort gyre with various programmed sampling schedules of two to six one-way traverses per day between 10- and 750–760-m depth, providing more than 5300 profiles in all seasons (as of July 2007). The acquired CTD profile data document interesting spatial variations in the major water masses of the Canada Basin, show the double-diffusive thermohaline staircase that lies above the warm, salty Atlantic layer, measure seasonal surface mixed layer deepening, and document several mesoscale eddies. Augmenting the systems already deployed and to replace expiring systems, an international array of more than one dozen ITPs will be deployed as part of the Arctic Observing Network during the International Polar Year (IPY) period (2007–08) holding promise for more valuable real-time upper ocean observations for operational needs, to support studies of ocean processes, and to facilitate numerical model initialization and validation.Initial development of the ITP concept was supported by the Cecil H. and Ida M.     The present and future system for measuring the Atlantic meridional overturning circulation and heat transport

    of the global combined atmosphere-ocean heat flux and so is important for the mean climate of the Atlantic sector of the Northern Hemisphere. This meridional heat flux is accomplished by both the Atlantic Meridional Overturning Circulation (AMOC) and by basin-wide horizontal gyre circulations. In the North Atlantic subtropical latitudes the AMOC dominates the meridional heat flux, while in subpolar latitudes and in the subtropical South Atlantic the gyre circulations are also important. Climate models suggest the AMOC will slow over the coming decades as the earth warms, causing widespread cooling in the Northern hemisphere and additional sea-level rise. Monitoring systems for selected components of the AMOC have been in place in some areas for decades, nevertheless the present observational network provides only a partial view of the AMOC, and does not unambiguously resolve the full variability of the circulation. Additional observations, building on existing measurements, are required to more completely quantify the Atlantic meridional heat transport. A basin-wide monitoring array along 26.5°N has been continuously measuring the strength and vertical structure of the AMOC and meridional heat transport since March 31, 2004. The array has demonstrated its ability to observe the AMOC variability at that latitude and also a variety of surprising variability that will require substantially longer time series to understand fully. Here we propose monitoring the Atlantic meridional heat transport throughout the Atlantic at selected critical latitudes that have already been identified as regions of interest for the study of deep water formation and the strength of the subpolar gyre, transport variability of the Deep Western Boundary Current (DWBC) as well as the upper limb of the AMOC, and inter-ocean and intrabasin exchanges with the ultimate goal of determining regional and global controls for the AMOC in the North and South Atlantic Oceans. These new arrays will continuously measure the full depth, basin-wide or choke-point circulation and heat transport at a number of latitudes, to establish the dynamics and variability at each latitude and then their meridional connectivity. Modeling studies indicate that adaptations of the 26.5°N type of array may provide successful AMOC monitoring at other latitudes. However, further analysis and the development of new technologies will be needed to optimize cost effective systems for providing long term monitoring and data recovery at climate time scales. These arrays will provide benchmark observations of the AMOC that are fundamental for assimilation, initialization, and the verification of coupled hindcast/forecast climate models

    Grazing Behaviour of Dorper Sheep and Farmed Goats and Their Implications for Natural Resource Management in Western NSW

    The introduction of exotic herbivores into the semi-arid and arid zones of Australia resulted in dramatic change in the native vegetation (e.g. Noble and Tongway 1986; Friedel et al. 1990). Overgrazing and trampling reduced ground cover and changed species composition from dominance by perennial grasses and shrubs to dominance by annual species over extensive areas (e.g. Gunn 1986), or assisted the encroachment of woody species (Wilcox and Cunningham 1994). It is particularly in this context that the recent introduction of new sheep breeds, reputedly hardier than traditional Merinos, and the increasing trend to farming or re-domestication of feral goats, poses serious questions for the ecological sustainability of the region. This ongoing project aims to combine information from laboratory experiments, field studies and producer experience to develop practical management strategies that are supportive of regional and national ground cover targets aimed at reducing wind erosion and maintaining biodiversity values. We report the preliminary results and recommend management strategies

    Vertical kinetic energy and turbulent dissipation in the ocean

Here a relationship between vertical wave number (kz) spectra of fine-scale vertical kinetic energy (VKE) and turbulent dissipation ε is presented using more than 250 joint profiles from five diverse dynamic regimes, spanning latitudes between the equator and 60°. In the majority of the spectra VKE varies as inline image. Scaling VKE with inline image collapses the off-equatorial spectra to within inline image but underestimates the equatorial spectrum. The simple empirical relationship between VKE and ε fits the data better than a common shear-and-strain fine-scale parameterization, which significantly underestimates ε in the two data sets that are least consistent with the Garrett-Munk (GM) model.     Multienzymatic immobilization of laccases on polymeric microspheres:A strategy to expand the maximum catalytic efficiency

    Laccase enzymes of were covalently coimmobilized on poly(glycidyl methacrylate) microspheres. The objective of this work was to create a biocatalyst that works efficiently in a wide range of pH. The coimmobilization was performed using two different strategies to compare the most efficient. The results showed that by correctly selecting the enzymes and concentrations involved in the commobilization, it is possible to obtain a biocatalyst that works efficiently at a wide pH range (2.0-7.0). The maximum activity values reached per gram of support for the obtained biocatalyst were 41.90 U (pH 3.0), 40.89 U (pH 4.0), and 39.54 U (pH 6.0). Moreover, the thermal, storage, and mechanical stabilities were improved compared to the free and single-immobilized laccases. It was concluded that enzymatic coimmobilization is an excellent alternative to obtain a robust biocatalyst that works in a wide pH range, with potential environmental and industrial applications

The definitive version was published in Journal of Geophysical Research: Oceans 122 (2017): 4539–4553, doi:10.1002/2016JC012549.Biogenic matter characteristics and radiocarbon contents of organic carbon (OC) were examined on sinking particle samples intercepted at three nominal depths of 1000 m, 2000 m, and 3000 m (∼50 m above the seafloor) during a 3 year sediment trap program on the New England slope in the Northwest Atlantic. We have sought to characterize the sources of sinking particles in the context of vertical export of biogenic particles from the overlying water column and lateral supply of resuspended sediment particles from adjacent margin sediments. High aluminum (Al) abundances and low OC radiocarbon contents indicated contributions from resuspended sediment which was greatest at 3000 m but also significant at shallower depths. The benthic source (i.e., laterally supplied resuspended sediment) of opal appears negligible based on the absence of a correlation with Al fluxes. In comparison, CaCO3 fluxes at 3000 m showed a positive correlation with Al fluxes. Benthic sources accounted for 42 ∼ 63% of the sinking particle flux based on radiocarbon mass balance and the relationship between Al flux and CaCO3 flux. Episodic pulses of Al at 3000 m were significantly correlated with the near-bottom current at a nearby hydrographic mooring site, implying the importance of current variability in lateral particle transport.     Preventing the Selection of "Deaf Embryos" Under the Human Fertilisation and Embryology Act 2008:Problematizing Disability?

    Section 14(4) of the Human Fertilisation and Embryology Act 2008 imposes – within the general licensing conditions listed in the Human Fertilisation and Embryology Act 1990 – a prohibition to prevent the selection and implantation of embryos for the purpose of creating a child who will be born with a “serious disability.” This article offers a perspective that demonstrates the problematic nature of the consultation, review, and legislative reform process surrounding s 14(4). The term “serious disability” is not defined within the legislation, but we highlight the fact that s 14(4) was passed with the case of selecting deaf children in mind. We consider some of the literature on the topic of disability and deafness, which, we think, casts some doubt on the view that deafness is a “serious disability.” The main position we advance is that the lack of serious engagement with alternative viewpoints during the legislative process was unsatisfactory. We argue that the contested nature of deafness necessitates a more robust consultation process and a clearer explanation and defence of the normative position that underpins s 14(4)
