    A Voucher Supplement To Existing Anti-Discrimination Programs In The Job Market

    This paper draws on literatures on vouchers and discrimination, and derives an optimal voucher scheme as a supplement to standard anti-discrimination policies, including affirmative action. Surveying current policy methods, it compares efficiency and distributional effects of vouchers to those of the standard enforcement policies. The motivation for vouchers is based on efficiency, equity, and on observed divergence of racial unemployment rates combined with convergence of wage rates.

    Predicting Black Bear Activity at Backcountry Campsites in Bryce Canyon National Park, Utah

    Developing the capacity to predict black bear (Ursus americanus; bear) activity in a diversity of habitats will help conserve bear populations and their habitats and minimize human–bear conflicts. This capacity will be particularly important in areas that provide bear habitat and offer backcountry hiking and camping experiences. Bryce Canyon National Park (BRCA), located on the edge of the Paunsaugunt Plateau in southern Utah, USA, provides important bear habitat and offers visitors 12 backcountry campsites. To effectively manage these areas to minimize human–bear conflicts, park managers will need better information about black bear use of these campsites and other anthropogenic features in the BRCA. From 2014–2016, we studied the nature and frequency of bear activity within BRCA, with an emphasis on bear–campsite relationships, by analyzing bear activity data using radio-collared bears, remote camera monitoring of areas containing features of interest, campsite assessments, and analysis of human–bear interaction reports. We further assessed and ranked each backcountry campsite regarding its bear habitat quality, bear displacement potential, and human–bear conflict potential. Model selection showed bear preference for campsites and springs and avoidance of trails and roads. During site assessments, we identified a number of modifications to existing campsites that may help minimize human– bear interactions. Foremost among these changes is the relocation of campsites farther off-trail to avoid bears using trails. Specifically, we recommend that campsites be no closer than 200 m to permanent water sources. Finally, while the park requires the use of bear-resistant food containers, we recommend backcountry visitors also be encouraged to carry bear spray

Variable frequency drives (VFDs) are electric controllers that vary the speed of the pump motor, allowing the pump to respond smoothly and efficiently to fluctuations in flow and/or pressure demand (Stover, 2019). They are also sometimes referred to as variable speed drives (VSD).     (Abridged) Galaxies form in hierarchically assembling dark matter halos. With cosmological three dimensional adaptive mesh refinement simulations, we explore in detail the virialization of baryons in the concordance cosmology, including optically thin primordial gas cooling. We focus on early protogalaxies with virial temperatures of 10^4 K and their progenitors. Without cooling, virial heating occurs in shocks close to the virial radius for material falling in from voids. Material in dense filaments penetrates deeper to about half that radius. With cooling the virial shock position shrinks and also the filaments reach scales as small as a third the virial radius. The temperatures in protogalaxies found in adiabatic simulations decrease by a factor of two from the center and show flat entropy cores. In cooling halos the gas reaches virial equilibrium with the dark matter potential through its turbulent velocities. We observe turbulent Mach numbers ranging from one to three in the cooling cases. This turbulence is driven by the large scale merging and interestingly remains supersonic in the centers of these early galaxies even in the absence of any feedback processes. The virial theorem is shown to approximately hold over 3 orders of magnitude in length scale with the turbulent pressure prevailing over the thermal energy. The turbulent velocity distributions are Maxwellian and by far dominate the small rotation velocities associated with the total angular momentum of the galaxies. Decomposing the velocity field using the Cauchy-Stokes theorem, we show that ample amounts of vorticity are present around shocks even at the very centers of these objects.Comment: 13 pages, 6 figures.
