    Part I—Influence on starters and of air air supply, temperature of incubation, and rates of ripening

    Altho starters made with selected cultures have been used for many years, their satisfactory preparation in quantities still remains one of the big problems of the butter-making industry. Data recently reported have proven that starters contain at least two organisms instead of only the common acid producing type, Streptococcus lactis, and while this information has shown that it is necessary to keep a proper balance between the organisms and has indicated the reason for some of the unsatisfactory results in the carrying of starters, it has not provided methods that enable the butter manufacturer to prepare uniformly good starters. The results herein reported were obtained to determine the influence of such factors as air supply, temperature of incubation, and rate of ripening on the quality of starters

    The political economy of high skills:Higher Education in knowledge-based labour markets

    <p>A successful transition into the knowledge economy depends upon higher level skills, creating unprecedented pressure on university systems to provide labour markets with the skills needed. But what are the political economy dynamics underlying national patterns of high skill formation? The article proposes a framework to theorize the relationship between higher education systems and knowledge-based labour markets based on two dimensions: the type of knowledge economy predominant in a given country and the extent of inter-university competition. It is argued that the former explains what type of higher level skills will be sought by employers and cultivated by governments, while the latter helps us understanding why some higher education systems are more open to satisfying labour market demands compared to others. A set of diverse country case studies (Britain, Germany, South Korea and the Netherlands) is employed to illustrate the theory.</p

    Die Sorbonne-Deklaration. Hintergründe und Bedeutung für den Bologna-Prozess

    Die Autorin stellt sich die Frage, wie der Prozess überhaupt begann, der mit dem Treffen von vier Bildungsministern in Paris an der Sorbonne-Universität 1998 seinen Anfang nahm und dann gleich einem Urknall eine Kette von Reaktionen und Entwicklungen in Gang setzte, die - im Nachhinein betrachtet - unaufhaltsam gewesen zu sein scheint. Mittlerweile ist fast das ganze geografische Europa beteiligt; insgesamt sind es derzeit 46 Staaten. Welche - raffiniert kalkulierte oder auch strategisch unbeabsichtigte? - Mechanismen oder Konstellationen riefen diese Kettenreaktionen hervor? Aus deutscher Perspektive interessiert hier insbesondere das Wechselspiel zwischen Bund und Ländern. An der Entstehung der Sorbonne-Erklärung selbst waren die Bundesländer nicht involviert. War dies das Kalkül des Bundes, um hier - vielleicht zermürbt von den komplizierten föderalen Abstimmungsprozessen - das Gesetz des Handelns wieder zu erlangen und wichtige Weichen in der Hochschulpolitik zu stellen?     Lobbying for Justice? Organized Welfare in Germany under the Impact of Europeanization

    The paper explores the impact of European integration on German welfare associations and their lobbying activities on behalf of the poor. The first part describes the restrictions of lobbying in German welfare corporatism. It argues that the use of the lobbying function is diminished due to the role of welfare associations to pacify rather than fuel political conflict. Based on the assumption that European integration contributes to the weakening of welfare corporatism, the second part analyses the effects of Europeanization on ´welfare lobbying´. The application of a conceptual framework, derived from recent Europeanization debates, leads to the distinction of three time periods, during which the impact of European policy on the lobbying behaviour of welfare associations has gradually increased. During the first two periods, a change in the welfare associations´ political strategy towards the EU had a strengthening influence on their lobbying function. In the third period the political decision making process on the EU Services Directive provided a ´window of opportunity´ for the welfare associations to further consolidate the use of their lobbying function.interest representation; civil society; Europeanization; governance; lobbying; NGOs; corporatism; political science
