Biodiversity, Governance, and the Allocation of International Aid for Conservation
There is little systematic knowledge about the magnitude and allocation of international funding flows to support biodiversity conservation in the developing world. Using the newly released AidData compilation, we present a comprehensive assessment of official donor assistance for biodiversity during 1980–2008. We find that biodiversity aid increased markedly in the early 1990s, but that estimates of current aid are likely overstated and donor commitments at the 1992 Rio Earth Summit have not been met. Aid has been well targeted, however, in that the allocation of biodiversity aid is positively associated with the number of threatened species in recipient countries after controlling for country size, national population, and wealth. Biodiversity aid is also positively associated with indicators of good governance. Our results provide an empirical measure of progress toward international conservation funding targets, a baseline against which future flows can be compared, and information necessary to assess the effectiveness of biodiversity aid.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/96771/1/j.1755-263X.2012.00270.x.pd
The future of the Amazon: new perspectives from climate, ecosystem and social sciences
The potential loss or large-scale degradation of the tropical rainforests has become one of the iconic images of the impacts of twenty-first century environmental change and may be one of our century's most profound legacies. In the Amazon region, the direct threat of deforestation and degradation is now strongly intertwined with an indirect challenge we are just beginning to understand: the possibility of substantial regional drought driven by global climate change. The Amazon region hosts more than half of the world's remaining tropical forests, and some parts have among the greatest concentrations of biodiversity found anywhere on Earth. Overall, the region is estimated to host about a quarter of all global biodiversity. It acts as one of the major ‘flywheels’ of global climate, transpiring water and generating clouds, affecting atmospheric circulation across continents and hemispheres, and storing substantial reserves of biomass and soil carbon. Hence, the ongoing degradation of Amazonia is a threat to local climate stability and a contributor to the global atmospheric climate change crisis. Conversely, the stabilization of Amazonian deforestation and degradation would be an opportunity for local adaptation to climate change, as well as a potential global contributor towards mitigation of climate change. However, addressing deforestation in the Amazon raises substantial challenges in policy, governance, sustainability and economic science. This paper introduces a theme issue dedicated to a multidisciplinary analysis of these challenges

Environmental and climate finance in a new world: How past environmental aid allocation impacts future climate aid
In this paper we update previous work that categorizes foreign aid projects in terms of their likely impact on the natural environment. We then document trends in the global distribution of environmental aid over time and show that environmental aid has increasingly focussed on global environmental issues (especially climate change), rather than local issues in recipient countries. Somewhat surprisingly, we also find that environmental aid is increasingly allocated through bilateral aid agencies rather than through the increasing number of multilateral channels created for this purpose. After providing these descriptive statistics and demonstrating trends, we offer a tentative explanation for this puzzling pattern. We argue that each individual aid project represents a negotiation between donor and recipient. This additional level of bargaining significantly conditions the costs and benefits of multilateralism for donors, especially as recipients have multiple outside options for obtaining development finance. Reflecting the growing political salience of global environmental threats, donors are providing increasing levels of environmental aid, and especially climate finance. However, at the same time, donors are increasingly failing to co-ordinate their allocation of climate finance (and other environmental aid) within multilateral institutions. At a practical level, this raises the question whether the effect of increasing levels of funding will be undercut by decreasing co-ordination and efficiency
Environmental policy-making networks and the future of the Amazon
This article examines four periods of environmental policy-making in the Amazon region of Brazil. It specifically analyses the role of pro-environment and pro-development policy networks in affecting policy design and implementation. It argues that the efforts of environmentalist networks trying to advocate or block relative developmentalist policies in the Amazon depend on three critical factors—whether they are able to attract the support of elites (or at least block their developmentalist policy initiatives); the type and level of international support they have; and the organizational and financial resources that they are able to mobilize. In analysing the four periods, this article finds that while international influences and resources have been substantial in enabling environmentalist networks to flourish and influence the policy, their effectiveness has been nearly always outweighed by Brazilian developmentalist interests. The outcome in each phase has been a different form of stalemate on environmental protection, and the deforestation continued each time, albeit at slower rates. These findings suggest that the key for significantly lower rates of deforestation on the Amazon may be in the ability of pro-environment networks to neutralize opposition by creating an incentive structure that ‘compensates’ potential losers of policies that promote conservation
The development of the nursing profession in a globalised context: a qualitative case study in Kerala, India
In the paper, we are looking at the relationship between globalisation and the professional project, using nursing in Kerala as an exemplar. Our focus is on the intersection of the professional project, gender and globalisation processes. Included in our analysis are the ways in which gender affects the professional project in the global south, and the development of a professional project which it is closely tied to global markets and global migration, revealing the political-economic, historical, and cultural factors that influence the shape and consequences of nurse migration.
The phenomenon that enabled our analysis, by showing these forces at work in a particular time and place, was an outbreak of strikes by nurses working in private hospitals in Kerala in 2011–2012
Performance analysis of AlGaAs/GaAs tunnel junctions for ultra-high concentration photovoltaics
An n(++)-GaAs/p(++)-AlGaAs tunnel junction with a peak current density of 10 100Acm(-2) is developed. This device is a tunnel junction for multijunction solar cells, grown lattice-matched on standard GaAs or Ge substrates, with the highest peak current density ever reported. The voltage drop for a current density equivalent to the operation of the multijunction solar cell up to 10 000 suns is below 5 mV. Trap-assisted tunnelling is proposed to be behind this performance, which cannot be justified by simple band-to-band tunnelling. The metal-organic vapour-phase epitaxy growth conditions, which are in the limits of the transport-limited regime, and the heavy tellurium doping levels are the proposed origins of the defects enabling trap-assisted tunnelling. The hypothesis of trap-assisted tunnelling is supported by the observed annealing behaviour of the tunnel junctions, which cannot be explained in terms of dopant diffusion or passivation. For the integration of these tunnel junctions into a triple-junction solar cell, AlGaAs barrier layers are introduced to suppress the formation of parasitic junctions, but this is found to significantly degrade the performance of the tunnel junctions. However, the annealed tunnel junctions with barrier layers still exhibit a peak current density higher than 2500Acm(-2) and a voltage drop at 10 000 suns of around 20 mV, which are excellent properties for tunnel junctions and mean they can serve as low-loss interconnections in multijunction solar cells working at ultra-high concentrations
