    G20 2014: perspectives from business, civil society, labour, think tanks and youth

    This paper brings together policy contributions from a wide cross-section of society interested in feeding into the G20 process. Summary G20 engagement partners from Business (B20), Civil Society (C20), Labour (L20), Think Tanks (T20) and Youth (Y20) have each provided a contribution for this issue of the Monitor. Each address how the groups are organising their contribution to the G20 process in 2014, their priorities for the G20, and thoughts on what would constitute ‘success’ in terms of possible outcomes from the Brisbane Summit. The Australian G20 Sherpa, Heather Smith, has provided an opening comment. Key points One characteristic that all engagement partners share is their recognition of the importance of strengthening the G20. Through their engagement with the G20 presidency, the G20 engagement partners have an important role to play in communicating the G20’s work to the wider public for greater understanding. The engagement partners can use their networks to help convey what the G20 is doing, and why the involvement of the non-government sector is important

    Can Zipf's law be adapted to normalize microarrays?

    BACKGROUND: Normalization is the process of removing non-biological sources of variation between array experiments. Recent investigations of data in gene expression databases for varying organisms and tissues have shown that the majority of expressed genes exhibit a power-law distribution with an exponent close to -1 (i.e. obey Zipf's law). Based on the observation that our single channel and two channel microarray data sets also followed a power-law distribution, we were motivated to develop a normalization method based on this law, and examine how it compares with existing published techniques. A computationally simple and intuitively appealing technique based on this observation is presented. RESULTS: Using pairwise comparisons using MA plots (log ratio vs. log intensity), we compared this novel method to previously published normalization techniques, namely global normalization to the mean, the quantile method, and a variation on the loess normalization method designed specifically for boutique microarrays. Results indicated that, for single channel microarrays, the quantile method was superior with regard to eliminating intensity-dependent effects (banana curves), but Zipf's law normalization does minimize this effect by rotating the data distribution such that the maximal number of data points lie on the zero of the log ratio axis. For two channel boutique microarrays, the Zipf's law normalizations performed as well as, or better than existing techniques. CONCLUSION: Zipf's law normalization is a useful tool where the Quantile method cannot be applied, as is the case with microarrays containing functionally specific gene sets (boutique arrays)

    A vision for global monitoring of biological invasions

    Managing biological invasions relies on good global coverage of species distributions. Accurate information on alien species distributions, obtained from international policy and cross-border co-operation, is required to evaluate trans-boundary and trading partnership risks. However, a standardized approach for systematically monitoring alien species and tracking biological invasions is still lacking. This Perspective presents a vision for global observation and monitoring of biological invasions. We show how the architecture for tracking biological invasions is provided by a minimum information set of Essential Variables, global collaboration on data sharing and infrastructure, and strategic contributions by countries. We show how this novel, synthetic approach to an observation system for alien species provides a tangible and attainable solution to delivering the information needed to slow the rate of new incursions and reduce the impacts of invaders. We identify three Essential Variables for Invasion Monitoring; alien species occurrence, species alien status and alien species impact. We outline how delivery of this minimum information set by joint, complementary contributions from countries and global community initiatives is possible. Country contributions are made feasible using a modular approach where all countries are able to participate and strategically build their contributions to a global information set over time. The vision we outline will deliver wide-ranging benefits to countries and international efforts to slow the rate of biological invasions and minimize their environmental impacts. These benefits will accrue over time as global coverage and information on alien species increases

    Mortality and its risk factors in Malawian children admitted to hospital with clinical pneumonia, 2001–12: a retrospective observational study

    Background Few studies have reported long-term data on mortality rates for children admitted to hospital with pneumonia in Africa. We examined trends in case fatality rates for all-cause clinical pneumonia and its risk factors in Malawian children between 2001 and 2012. Methods Individual patient data for children (<5 years) with clinical pneumonia who were admitted to hospitals participating in Malawi’s Child Lung Health Programme between 2001 and 2012 were recorded prospectively on a standardised medical form. We analysed trends in pneumonia mortality and children’s clinical characteristics, and we estimated the association of risk factors with case fatality for children younger than 2 months, 2–11 months of age, and 12–59 months of age using separate multivariable mixed eff ects logistic regression models. Findings Between November, 2012, and May, 2013, we retrospectively collected all available hard copies of yellow forms from 40 of 41 participating hospitals. We examined 113 154 pneumonia cases, 104 932 (92∧7%) of whom had mortality data and 6903 of whom died, and calculated an overall case fatality rate of 6·6% (95% CI 6·4–6·7). The case fatality rate signifi cantly decreased between 2001 (15·2% [13·4–17·1]) and 2012 (4·5% [4·1–4·9]; ptrend<0·0001). Univariable analyses indicated that the decrease in case fatality rate was consistent across most subgroups. In multivariable analyses, the risk factors signifi cantly associated with increased odds of mortality were female sex, young age, very severe pneumonia, clinically suspected Pneumocystis jirovecii infection, moderate or severe underweight, severe acute malnutrition, disease duration of more than 21 days, and referral from a health centre. Increasing year between 2001 and 2012 and increasing age (in months) were associated with reduced odds of mortality. Fast breathing was associated with reduced odds of mortality in children 2–11 months of age. However, case fatality rate in 2012 remained high for children with very severe pneumonia (11·8%), severe undernutrition (15·4%), severe acute malnutrition (34·8%), and symptom duration of more than 21 days (9·0%). Interpretation Pneumonia mortality and its risk factors have steadily improved in the past decade in Malawi; however, mortality remains high in specifi c subgroups. Improvements in hospital care may have reduced case fatality rates though a lack of suffi cient data on quality of care indicators and the potential of socioeconomic and other improvements outside the hospital precludes adequate assessment of why case-fatality rates fell. Results from this study emphasise the importance of eff ective national systems for data collection. Further work combining this with data on trends in the incidence of pneumonia in the community are needed to estimate trends in the overall risk of mortality from pneumonia in children in Malawi

    Estimation of Sustainable Mortality Thresholds for Grizzly Bears in the Northern Continental Divide Ecosystem

    Habitat management and limits on mortality have led to population growth and sizable range expansion for the federally-listed grizzly bear population in the Northern Continental Divide Ecosystem (NCDE), Montana.  Human-caused mortality has coincidentally increased, but it is not clear what level of human-caused mortality would cause the population to decline. A record of annual documented mortalities of independent (?2 years old) bears is maintained for the NCDE, from which an estimate of the total number of mortalities is generated.  Our goal was to estimate sustainable survival rates for independent bears and to develop realistic thresholds for sustainable mortality, which could be applied to these annual estimates.  We estimated survival and recruitment rates using 662 bear-years of telemetry data, performed stochastic modeling, and estimated the annual growth rate as 1.023 and annual population size as 765–960 during 2004–2014.  We then evaluated minimum independent survival rates consistent with a stable to increasing trend, and integrated these sustainable rates with model-estimated population size and mean estimates of total annual independent bear mortality to establish mortality thresholds.  During 2004–2014, estimates of total annual mortality were highly variable, but averaged 13.8 for females and 16.4 for males.  For females and males, respectively, these estimates accounted for only 69% (range 28–168%) and 62% (28–121%) of sustainable mortality thresholds, indicating that approximately 6 and 10 additional annual mortalities could have been sustained without the population declining.  Application and periodic reevaluation of mortality thresholds will help managers reach or maintain a target population size for grizzly bears in the NCDE

    Dual Action Additives for Jet A-1: Fuel Dehydrating Icing Inhibitors

    © 2016 American Chemical Society. A novel approach for protecting jet fuel against the effects of water contamination based upon Fuel Dehydrating Icing Inhibitors (FDII) is presented. This dual-action strategy is predicated on the addition of a fuel-soluble water scavenger that undergoes a kinetically fast hydrolysis reaction with free water to produce a hydrophilic ice inhibitor, thereby further militating against the effects of water crystallization. Criteria for an optimum FDII were identified and then used to screen a range of potential water-scavenging agents, which led to a closer examination of systems based upon exo/endo-cyclic ketals and both endo- and exo-cyclic ortho esters. The ice inhibition properties of the subsequent products of the hydrolysis reaction in Jet A-1 were screened by differential scanning calorimetry. The hydrolysis products of 2-methoxy-2-methyl-1,3-dioxolane demonstrate similar ice inhibition performance to DiEGME over a range of blend levels. The calorific values for the products of hydrolysis were also investigated, and it is clear that there would be a significant fuel saving on use of the additive over current fuel system icing inhibitors. Finally, three promising candidates, 2-methoxy-2-methyl-1,3-dioxolane, 2-methoxy-2-methyl-1,3-dioxane, and 2-methoxy-2,4,5-trimethyl-1,3-dioxolane, were shown to effectively dehydrate Jet A-1 at room temperature over a 2 h period
