    Studying small states : a review

    This essay provides an overview of the literature in the field of small states studies. It analyses the development of the discipline, and in particular how vulnerability and a lack of capacity – core concepts of the early small state literature – have dominated the discipline ever since. It also explores how realism, liberalism and constructivism respectively approach the study of small states. However, we also outline how the focus has over time slowly shifted from the challenges associated with smallness to opportunities. There is considerable literature across various disciplines that helps us to better understand small states in International Relations; but there remains a largely unexplored field of inquiry about small states which needs to be thoroughly examined and theorised. Studies of small states have never been as relevant as today, given the increasing number of small states and with many small territories that are potential candidates for independence.peer-reviewe

    Introduction. Iceland’s domestic politics and foreign affairs are undergoing drastic changes. After an economic crash, violent protests on the streets of Reykjavik for the first time in Iceland’s history contributed to the defeat of the government. The party system has been altered. A turn has been taken towards Europe after the United States left the island, first by closing its military base in 2006 and then by its clear stance not to assist the country in its economic difficulties. The former close relations with the superpower are unlikely ever to be restored. The EU membership application is placing severe constraints on political parties which are split on the issue and has put in jeopardy the unity of the first left majority in the Icelandic parliament, the Althingi. Society is in a state of flux after an unprecedented economic downscaling and the collapse of almost its entire financial sector – which had boomed rapidly beginning in the mid-1990s. The credibility of politicians, the parliament and the media is in ruins. Iceland’s smallness and its location on the geographical map – one could also say the geopolitical map – has had a profound influence on its domestic and foreign affairs. Iceland is closely associated with the other Nordic states and has adopted many of their domestic characteristics, with important exceptions. On the other hand, the country has come under American influence – geographically, it straddles the Mid-Atlantic rift – and has limited its participation in the European project. Its geographical location in the middle of the North Atlantic has led to a notion that the country’s culture is unique and should be protected by all available means. Politicians continue to play the ‘nationalistic uniqueness’ card with considerable success even though the country has been swept by globalization. Rapid modernization (which only really began in the Second World War with British and American occupations) and sudden engagement with the outside world (which only extended to the general public in the last quarter of the twentieth century) are still slowly but steadily making their mark on the country’s foreign policy. The country’s political discourse and foreign policy still bear the hallmark of the past, i.e. of a small and insular society This paper will address the political developments in Iceland since the 2008 economic crash and place it in a historical context. The aim is to understand Iceland’s present foreign policy and, in particular, the highly contested decision by its government in 2009 to apply for membership of the European Union. The paper is divided into five sections in addition to this introduction and the concluding remarks. First, it starts by explaining the importance in Iceland of a political discourse based on the concept of independence which dates back to the historical narrative of the settlement period. This section will also examine Iceland’s close relations with the other Nordic states – despite important differences between it and the others. Second, the paper will analyse the importance of the party system, i.e. the dominance of the centre-right in Icelandic politics, and the changed nature of the system. Third, it examines how Iceland further distinguishes itself from the other Nordic states in many important features. Fourthly, the paper analyses the country’s three main foreign policy priorities in the post-war period, i.e. extensions of the Exclusive Economic Zone, firm defence arrangements with the US and membership of NATO, and the drive for better market access for marine products – including a partial engagement in the European project. Fifthly, the paper examines how the country’s smallness, in terms of its central administrative capacity, has affected its domestic and foreign policy-making. The concluding section summarizes the main findings concerning the political and historical obstacles that the Social Democratic Alliance faces in its hard-fought battle to change the country’s European Policy

    A small state in world politics: Iceland’s search for shelter

    The aim of this paper is to determine Iceland’s foreign policy options in relation to shelter theory. Iceland has been seeking political and economic shelter ever since the United States deserted it in 2006, by closing its military base, and in 2008, by refusing to provide it with assistance following its economic collapse. Iceland has made several new security and defence arrangements with its neighbouring states, applied for membership of the European Union and was the first European country to make a free-trade agreement with China. Moreover, the president of Iceland pressed for closer political and economic ties with Russia. Prominent Icelandic politicians frequently claim that Brexit will create a number of opportunities for Iceland and lead to closer cooperation with Britain. However, Iceland has not yet secured shelter of an extent comparable to what it had enjoyed from the United States. In this paper, we will answer questions such as: What does shelter theory tell us about Iceland’s overseas relations with the US, NATO, the EU, Britain, Russia, China, and the Nordic states? Will Iceland receive more reliable shelter provided by multilateral organizations than by a single shelter provider?This paper is published with the support of the Erasmus+ programme of the European Union.     Nordic responses to Brexit:Making the best of a difficult situation

    This policy brief examines how the British decision to withdraw from the EU has influenced the political debates in and foreign policies of the five Nordic states – Denmark, Finland, Iceland, Norway and Sweden. With the exception of Iceland, all these countries had a stated preference for Britain to remain in the EU – not least due to historical ties and the tendency of Britain and the Nordic countries to have similar approaches to European integration. Three general findings can be highlighted: First, Brexit has featured prominently in political debates in all the Nordic countries since the British referendum, and the causes and consequences of the Brexit vote continue to be discussed with vigour. In all the Nordic countries, Brexit has also stirred debates about their current relationships with the EU, prompting EU critics to demand new privileges or opt-outs. Overall, however, the Nordic governments, supported by a stable majority among their populations, have signalled that they wish to preserve their EU membership or current forms of association models, with the access and benefits these provide. Second, for all the Nordic countries, securing good relations with Britain post-Brexit is a key priority, but they have generally indicated that maintaining good relations with the EU must come first. Finally, the Nordic governments are well aware that Brexit could create a vacuum in EU policy-making, perhaps tipping the balance among internal clusters. Britain has been a highly visible member of the ‘Northern’ grouping in the EU, and its absence is likely to be noticed. As the Nordic countries are about to lose what has at times been a powerful ally in EU decision-making, they may have to forge new coalitions to safeguard their interests

    Corrosion testing of materials in simulated superheated geothermal environment

    Publisher's version (útgefin grein)This paper reports the results of corrosion study for carbon steel, austenitic stainless steel, as well as titanium and nickel-based alloys which were tested in a simulated superheated geothermal environment (SSGE) in flow-through reactors to investigate the corrosion behaviour to aid in the future material selection for high temperature deep geothermal application. The testing fluid was superheated steam (T = 350 °C and P = 10 bars gauge) containing H2S, CO2 and HCl with condensate of pH = 3.     Life Cycle Assessment as a tool for resource optimisation of continuous basalt fibre production in Iceland

    Continuous Basalt Fibre (CBF) is a structural material formed from molten rocks and is analogous to glass fibre. The concept of using molten rock to form fibres dates back to the start of the last century. The inception of more comprehensive research took place in the 1970s, by former Soviet countries. The largest active mines today are located in Ukraine and Russia. The market is steadily developing as production becomes more economically viable, and CBF becomes more readily known and tested. Continuous basalt fibres are ideally suited for demanding applications that require high temperatures, chemical resistance, durability, mechanical strength and low water absorption. CBF therefore has a large potential within the construction industry. Greenbas is a project led by Innovation Centre Iceland and funded by NORDMIN. It investigates the extraction of volcanic basalt, for the optimised, sustainable production of CBF in Iceland. Life cycle assessment (LCA) is a useful tool for the assessment of environmental impacts, including greenhouse gas (GHG) emissions. LCA has been used to address every step of the future production chain of CBF in Iceland; from the mining and crushing of rocks, to the fibre production of CBF using various energy mixes. This future production chain has been compared to current CBF production in Russia, in order to optimise production in terms of consistency, quality, cost and GHG emissions.     Europeanisation should meet international constructivism: the Nordic Plus group and the internalisation of political conditionality by France and the United Kingdom

    This article is a plausibility probe for the significance of international constructivist ‘mediating factors’ to explain variation in Europeanisation outcomes. It applies a most similar systems design (or Mill's method of difference) to show that the UK has internalised political conditionality to a larger extent than France at least partially because it has been the object of stronger socialisation pressures within the ‘Nordic Plus’ group. The article contributes to the literature on Europeanisation and development cooperation in two important ways. First, it enlarges its scope of analysis, both geographically (beyond new European Union member states) and thematically (beyond simple measures of aid quality and/or quantity). Second, it emphasises the importance of international (versus domestic) mediating factors. The empirical analysis focusses on three cases of aid sanctions in response to human rights abuses and democratic setbacks: Zimbabwe 2002, Madagascar 2009 and Mozambique 2009
