    Manipulator arm design for the Extravehicular Teleoperator Assist Robot (ETAR): Applications on the space station

    The preliminary conceptual design of a new teleoperator robot manipulator system for space station maintenance missions has been completed. The system consists of a unique pair of arms that is part of a master-slave, force-reflecting servomanipulator. This design allows greater dexterity and greater volume coverage than that available in current designs and concepts. The teleoperator manipulator is specifically designed for space applications and is a valuable extension of the current state-of-the-art earthbound manipulators marketed today. The manipulator and its potential application on the space station are described

    Maintaining religious identity in hiring in faith-based schools: A comparative analysis of Australia and the United States

    Even as Australia and the United States (US) are becoming increasingly secularised, they retain a significant number of faith-based primary and secondary schools. Aware of the tension between changing societal norms and the freedoms associated with religious institutions, the main part of this paper is divided into two sections. The first part surveys the relevant constitutional and anti-discrimination laws in Australia and the US along with exemplary litigation on how these statutes are applied. The second section offers six suggestions for school administrators who are wrestling with the challenge of preserving the faith-based ethos in their schools in the face of pressures to change, particularly in light of changing attitudes with regard to matters of sexuality such as sexual preference and same-sex relationships as they may conflict with religious teachings. The article ends with a brief conclusion

    The State of the Judiciary: A Corporate Perspective

    The rule of law depends on highly talented, independent judges who conscientiously strive to ensure that the law is consistently applied in a principled and predictable manner. This Essay addresses two potential threats to judicial independence and the rule of law that we believe warrant special attention at this time. First, inadequate judicial salaries pose a threat to the quality and independence of the judiciary. Judges\u27 real pay has declined substantially over the past generation, even as the compensation of other callings within the legal profession has risen dramatically. This growing disparity in pay has prompted an increasing number of experienced judges to leave the bench and has discouraged many of our most talented and experienced lawyers from accepting judicial nomination. Furthermore, as judicial compensation has declined, judicial appointees have increasingly come to the bench from the public rather than the private sector. This trend likely does not bode well for a balanced judiciary. We believe that judicial compensation should be increased substantially at both the federal and state levels. Second, the central role the jury has come to play in American tort law undermines the consistency and predictability that are the hallmarks of the rule of law. When juries, rather than judges, determine basic issues of liability as opposed to resolving issues of fact, similarly situated litigants may receive widely varying results from different juries. In addition, empirical studies indicate that juries treat corporate defendants differently from similarly situated individual defendants, holding corporations to a higher standard of care and assessing significantly higher damages against corporations when they find liability. The direct and indirect costs of such inconsistent and discriminatory treatment harm not only corporations, but also employees, shareholders, and consumers. Judges can and should play a greater role in resolving liability questions in tort disputes in order to restore clarity, consistency, predictability, and accountability to this area of the law

    This software package processes Atmospheric Infrared Sounder (AIRS) Level 2 swath standard product geophysical parameters, and generates global, colorized, annotated maps. It automatically generates daily and multi-day averaged colorized and annotated maps of various AIRS Level 2 swath geophysical parameters. It also generates AIRS input data sets for Eyes on Earth, Puffer-sphere, and Magic Planet. This program is tailored to AIRS Level 2 data products. It re-projects data into 1/4-degree grids that can be combined and averaged for any number of days. The software scales and colorizes global grids utilizing AIRS-specific color tables, and annotates images with title and color bar. This software can be tailored for use with other swath data products for the purposes of visualization

    A Geoarcheological Survey of the Proposed Plainview Hike and Bike Trail, Hale County, Texas

    In March of 2005, the Texas Department of Transportation issued work authorization #575-01-SA005 to the Center for Archaeological Research (CAR) at the University of Texas at San Antonio to conduct a survey of areas affected by proposed improvements to the Plainview hike and bike trail in southern Plainview, Hale County, Texas. The survey was conduced under Texas Antiquities Permit #3707 between March 31 and April 7, 2005. Steve Tomka and Raymond Mauldin served as Principal Investigators. Trail construction included 2.0 miles of additional construction and 1.3 miles of improvements to existing trails. The Right-of-Way is 50 feet and extends from one to three feet below ground surface. Archeological services included a pedestrian survey, excavation of fifty-five auger tests placed no more than 100 m apart, and twenty-one Gradall trenches. Two of these trenches exposed the stratigraphy of Running Water Draw near the Plainview Site, 41HA1. Bulk samples were collected for OSL dating, diatoms analysis, and lithologic analysis for further examination of the age and stratigraphic context of the Plainview Site, which is a State Archeological Landmark, a National Landmark, and a National Register of Historic Places property. Site 41HA12 was re-examined with 10 mechanical auger tests and 1 trench, which found only recent alluvial and cultural deposition. No additional archeological sites were recorded. This report includes descriptions of the fieldwork, results of the special analyses performed on bulk sediment samples collected, and a discussion of the geomorphology of Running Water Draw with specific focus on the results from trenches excavated near the Plainview Site. The single artifact and all documents and photographs generated from this project are curated at the Center for Archaeological Research at The University of Texas at San Antonio
