The paper follows to offer the most efficient solutions for the attainment by Romania of the economic development level associated to the Western European countries. It proposes the division of the flexibility of labour market in three components, namely: internal flexibility, external flexibility and wage flexibility. The analysis performed within the present study will emphasize the wage flexibility. Wage flexibility can be classified in four components: a) plans of individual and group incentives; b) plans of assigning wages out of productivity; c) plans of distribution of profits and, respectively, d) plans of suggestions. The labour market flexibility, in general, and especially the wage flexibility contributes to the increase of employee motivation at the workplace, aspect which leeds to the growth of labour productivity, through this one being put the bases of the medium- and long-term economic development. Keywords: flexibility, security, incentives, efficiency, productivity.

The present article has as an objective to offer the most efficient solutions so that our country reach the level of economic development associated to the West European states. It proposes the division of flexibility in three components, namely: internal flexibility, external flexibility and wage flexibility. The analysis performed within the present study will emphasize the wage flexibility. Wage flexibility can be classified in four components: ¦S Plans of individual and group incentives; ¦S Plans of assigning wages out of productivity; ¦S Plans of distribution of profits and respectively ¦S Plans of suggestions. At the same time, the incentive plans are under the incidence of internal and external influence factors. The present study proposes to undertake an analysis of the two dimensions. To sum up, flexibility of labour market in general and flexibility of wages in special, contribute to the increase of employees’ motivation at the workplace, an aspect that reflects in the increase of labour efficiency, through this the bases of economic development on a medium and long term being put. It is necessary that the governmental strayegy, independently of its orientation, propose as its objective a budgetary policy intended to guarantee the continuous flexibilization of labour market, concomitantly with the ensurance of employees’ security irrespective of the company where they develop their activity.Flexibility, security, incentives, efficiency, productivity

INFLUENCE OF HUMAN RESOURCES INVESTMENTS UPON PUBLIC ADMINISTRATION EMPLOYEES PERFORMANCE STIMULATION

Investments in human resources are one of the important factors for improving public sector performance. The main hypothesis is that investments in human resources improve efficiency and effectiveness of public sector. Tax administration was chosen to test the hypothesis. The main obstacle is that not long-time series are used for better test of hypothesis. The results indicate a positive correlation between training and performance indicators and training and taxpayers’ satisfaction.public administration performance, human resources development, training, effectiveness, Slovenia

Tidal Volume Single Breath Washout of Two Tracer Gases - A Practical and Promising Lung Function Test

    Get PDF
Small airway disease frequently occurs in chronic lung diseases and may cause ventilation inhomogeneity (VI), which can be assessed by washout tests of inert tracer gas. Using two tracer gases with unequal molar mass (MM) and diffusivity increases specificity for VI in different lung zones. Currently washout tests are underutilised due to the time and effort required for measurements. The aim of this study was to develop and validate a simple technique for a new tidal single breath washout test (SBW) of sulfur hexafluoride (SF(6)) and helium (He) using an ultrasonic flowmeter (USFM)

Reproducibility of exhaled nitric oxide in smokers and non-smokers: relevance for longitudinal studies

<p>Abstract</p> <p>Background</p> <p>Currently, there is much interest in measuring fractional exhaled nitric oxide (<b>FENO</b>) in populations. We evaluated the reproducibility of <b>FENO </b>in healthy subjects and determined the number of subjects necessary to carry out a longitudinal survey of <b>FENO </b>in a population containing smokers and non-smokers, based on the assessed reproducibility.</p> <p>Methods</p> <p>The reproducibility of <b>FENO </b>was examined in 18 healthy smokers and 21 non-smokers. <b>FENO </b>was assessed once at 9 AM on five consecutive days; in the last day this measurement was repeated at 2 PM. Respiratory symptoms and medical history were assessed by questionnaire. The within- and between-session repeatability of <b>FENO </b>and log-transformed <b>FENO </b>was described. The power of a longitudinal study based on a relative increase in <b>FENO </b>was estimated using a bilateral t-test of the log-transformed <b>FENO </b>using the between-session variance of the assay.</p> <p>Results</p> <p><b>FENO </b>measurements were highly reproducible throughout the study. <b>FENO </b>was significantly higher in males than females regardless of smoking status. <b>FENO </b>was positively associated with height (p < 0.001), gender (p < 0.034), smoking (p < 0.0001) and percent FEV1/FVC (p < 0.001) but not with age (p = 0.987). The between-session standard deviation was roughly constant on the log scale. Assuming the between-session standard deviation is equal to its longitudinal equivalent, either 111 or 29 subjects would be necessary to achieve an 80% power in detecting a 3% or a 10% increase in <b>FENO </b>respectively.</p> <p>Conclusion</p> <p>The good reproducibility of <b>FENO </b>is not influenced by gender or smoking habits. In a well controlled, longitudinal study it should allow detecting even small increases in <b>FENO </b>with a reasonable population size.</p

Obstructive sleep apnea syndrome in children: Epidemiology, pathophysiology, diagnosis and sequelae

The prevalence of pediatric obstructive sleep apnea syndrome (OSAS) is approximately 3% in children. Adenotonsillar hypertrophy is the most common cause of OSAS in children, and obesity, hypotonic neuromuscular diseases, and craniofacial anomalies are other major risk factors. Snoring is the most common presenting complaint in children with OSAS, but the clinical presentation varies according to age. Agitated sleep with frequent postural changes, excessive sweating, or abnormal sleep positions such as hyperextension of neck or abnormal prone position may suggest a sleep-disordered breathing. Night terror, sleepwalking, and enuresis are frequently associated, during slow-wave sleep, with sleep-disordered breathing. Excessive daytime sleepiness becomes apparent in older children, whereas hyperactivity or inattention is usually predominant in younger children. Morning headache and poor appetite may also be present. As the cortical arousal threshold is higher in children, arousals are not easily developed and their sleep architectures are usually more conserved than those of adults. Untreated OSAS in children may result in various problems such as cognitive deficits, attention deficit/hyperactivity disorder, poor academic achievement, and emotional instability. Mild pulmonary hypertension is not uncommon. Rarely, cardiovascular complications such as cor pulmonale, heart failure, and systemic hypertension may develop in untreated cases. Failure to thrive and delayed development are serious problems in younger children with OSAS. Diagnosis of pediatric OSAS should be based on snoring, relevant history of sleep disruption, findings of any narrow or collapsible portions of upper airway, and confirmed by polysomnography. Early diagnosis of pediatric OSAS is critical to prevent complications with appropriate interventions
