    Recomendations For Authorized Administration Organization in the Mining Operation Permit Process in Turkey

    DergiPark: 533814trakyasobedIssuing permits needed to conduct mining activities in Turkey requires bureaucratic procedures involving many public institutions. In Turkey, even after obtaining the operation permit, the application of asking opinion to other institutions, except authorized ministries, is ongoing. This situation is not only legally contradictory to the Mining Law but also provides a status that the mining investors cannot start production even though they have received all the required permits. In addition, the elapsed time for mining operation permits leads to delay in mining production activities and even to a considerable loss of mining investments. In this table, a number of questions were asked to the mining enterprises using the "Survey Monkey" program to identify problems with authorized institutions on permitting processes. When the answers given to these questions are evaluated collectively, the majority of the mining enterprises think that having more than one institution in the permit process eliminates the predictability in the sector. In this direction, the management of all mining operation permit processes by an Authority to be established under a single roof will prevent the loss of mining investments and accelerate all the processes related to mining.Türkiye’de maden işletme faaliyetleri yapılabilmesi için gerekli izinlerin verilmesi birçok kamu kurumunu ilgilendiren bürokratik işlemleri gerektirmektedir. Türkiye’de, işletme izni alındıktan sonra dahi yetkili Bakanlıklar dışında diğer kurumlara görüş sorulması uygulaması devam etmektedir. Bu durum hukuken Maden Kanunu’na aykırılık teşkil etmekle kalmayıp, maden yatırımcılarının istenen izinlerin tümünü aldığı halde üretime başlayamadığı bir tablo ortaya çıkarmaktadır. Ayrıca maden işletme izni alınana kadar geçen süreler, maden üretim faaliyetlerinin gecikmesine ve hatta önemli derecede maden yatırımlarının kaybedilmesine yol açmaktadır. Oluşan bu tabloda, izin süreçleri konusunda yetkili kurumlar ile izin sürecindeki işleyiş hakkında sorunları tespit edebilmek amacıyla "Survey Monkey" anket programı kullanılarak maden işletmelerine birtakım sorular sorulmuştur. Bu sorulara verilen cevaplar toplu olarak değerlendirildiğinde, çoğunluğuyla maden işletmeleri, izin sürecinde birden fazla kurumun yetkili olmasının sektördeki öngörülebilirliği ortadan kaldırdığını düşünmektedir. Bu doğrultuda tüm maden işletme izin süreçlerinin tek çatı altında oluşturulacak bir Kurum tarafından yönetilmesi, maden yatırımlarının kaybedilmesini engelleyerek, madencilikle ilgili tüm süreçlerin hızlanmasını sağlayacaktır

    Evaluation of Behavioral Characteristics in Response to Visual Stimuli in Infants with Cerebral Visual Impairment

    Objectives:To evaluate the behavioral characteristics of infants with cerebral visual impairment (CVI) in response to visual stimuli and the frequency of these features.Materials and Methods:In this retrospective study, 32 infants aged 8-37 months who were referred to the low vision unit in 2019-2021 and diagnosed with CVI based on their demographic characteristics, systemic findings, and standard and functional visual examinations were evaluated. The frequency of ten behavioral characteristics exhibited by infants with CVI in response to visual stimuli as defined by Roman-Lantzy was examined in the patients.Results:The mean age was 23.46±11.45 months, the mean birth weight was 2,550±944 g, and the mean gestational age at birth was 35.39±4.68 weeks. There was hypoxic-ischemic encephalopathy in 22%, prematurity in 59%, periventricular leukomalacia in 16%, cerebral palsy in 25%, epilepsy in 50%, and strabismus in 68.7% of the patients. Color preference for fixation was observed in 40% and visual field preference was observed in 46% of the patients. The most preferred color was red (69%) and the most preferred visual field was right visual field (47%). Difficulty with distance viewing was observed in 84% of patients, visual latency in 72%, need for movement in 69%, absence of visually guided reach in 69%, difficulty with visual complexity in 66%, difficulty with visual novelty in 50%, light-gazing/nonpurposeful gaze in 50%, and atypical visual reflexes in 47%. There was no fixation in 25% of the patients.Conclusion:Behavioral characteristics in response to visual stimuli were observed in most infants with CVI. Knowing and recognizing these characteristic features by ophthalmologists will assist in early diagnosis, referral to visual habilitation, and planning habilitation techniques. These characteristic features are important in order to not miss this critical period in which the brain is still plastic and good responses to visual habilitation can be obtained

    A Vision for Cleaner Rivers: Harnessing Snapshot Hyperspectral Imaging to Detect Macro-Plastic Litter

    Plastic waste entering the riverine harms local ecosystems leading to negative ecological and economic impacts. Large parcels of plastic waste are transported from inland to oceans leading to a global scale problem of floating debris fields. In this context, efficient and automatized monitoring of mismanaged plastic waste is paramount. To address this problem, we analyze the feasibility of macro-plastic litter detection using computational imaging approaches in river-like scenarios. We enable near-real-time tracking of partially submerged plastics by using snapshot Visible-Shortwave Infrared hyperspectral imaging. Our experiments indicate that imaging strategies associated with machine learning classification approaches can lead to high detection accuracy even in challenging scenarios, especially when leveraging hyperspectral data and nonlinear classifiers.     A comparative ID migraine screener study in ophthalmology, ENT and neurology out-patient clinics

    Migraine is more likely to be misdiagnosed in patients with comorbid diseases. Not only primary care physicians, but also specialists might misdiagnose it due to the lack of diagnostic criteria awareness. The ID migraine test is a reliable screening instrument that may facilitate and accelerate migraine recognition. This study aimed to compare the prevalence and characteristics of migraine in a large sample of patients admitted to clinics of ophthalmology (OC), ear, nose and throat diseases (ENTC) and neurology (NC), as well as to validate the use of the ID migraine test in OC and ENTC settings. This was a multicentre (11 cites) study of out-patients admitting either to NC, ENTC or OC of the study sites during five consecutive working days within 1 week. From each of the clinics, 100 patients were planned to be recruited. All recruited patients were interviewed and those having a headache complaint received an ID migraine test and were examined for headache diagnosis by a neurologist, blinded to the ID migraine test result. A total of 2625 subjects were recruited. Only 1.3% of OC patients and 5.4% of ENTC patients have been admitted with a primary complaint of headache, whereas the percentage of NC patients suffering from headache was 37.6%. Whereas 138 patients (19.3%) in OC, 154 (17.3%) in ENTC and 347 (34%) in NC were found to be ID migraine test positive, 149 patients (20.8%) in OC, 142 (16%) in ENTC and 338 (33.1%) in NC were diagnosed with migraine. The sensitivity, specificity, and positive and negative predictive ratios of the ID migraine test were found to be similar in all clinics. An important fraction of the patients admitted to NC, as well as to OC and ENTC, for headache and/or other complaints were found out to have migraine by means of a simple screening test. This study validated the ID migraine test as a sensitive and specific tool in OC and ENTC, encouraging its use as a screening instrument.Pfizer-Türkiy

    The frequency of Duchenne muscular dystrophy/Becker muscular dystrophy and Pompe disease in children with isolated transaminase elevation: results from the observational VICTORIA study

    IntroductionElevated transaminases and/or creatine phosphokinase can indicate underlying muscle disease. Therefore, this study aims to determine the frequency of Duchenne muscular dystrophy/Becker muscular dystrophy (DMD/BMD) in male children and Pompe disease (PD) in male and female children with isolated hypertransaminasemia.MethodsThis multi-center, prospective study enrolled patients aged 3–216 months with serum alanine transaminase (ALT) and/or aspartate transaminase (AST) levels >2× the upper limit of normal (ULN) for ≥3 months. Patients with a known history of liver or muscle disease or physical examination findings suggestive of liver disease were excluded. Patients were screened for creatinine phosphokinase (CPK) levels, and molecular genetic tests for DMD/BMD in male patients and enzyme analysis for PD in male and female patients with elevated CPK levels were performed. Genetic analyses confirmed PD. Demographic, clinical, and laboratory characteristics of the patients were analyzed.ResultsOverall, 589 patients [66.8% male, mean age of 63.4 months (standard deviation: 60.5)] were included. In total, 251 patients (188 male and 63 female) had CPK levels above the ULN. Of the patients assessed, 47% (85/182) of male patients were diagnosed with DMD/BMD and 1% (3/228) of male and female patients were diagnosed with PD. The median ALT, AST, and CPK levels were statistically significantly higher, and the questioned neurological symptoms and previously unnoticed examination findings were more common in DMD/BMD patients than those without DMD/BMD or PD (p < 0.001).DiscussionQuestioning neurological symptoms, conducting a complete physical examination, and testing for CPK levels in patients with isolated hypertransaminasemia will prevent costly and time-consuming investigations for liver diseases and will lead to the diagnosis of occult neuromuscular diseases.     Bu araştırma Gemlik Askeri Veteriner Okulu ve Eğitim Merkezi Komutanlığı’ndaki konkur atlarında döl verimi, büyüme, hastalık insidansı ve yaşama gücü ile bu özellikleri etkileyen faktörleri belirlemek amacıyla yapılmıştır. Araştırmanın hayvan materyalini kurumda 2002-2009 yılları arasında konkur atı olarak yetiştirilen (KWPN, Belçika Sıcakkanlısı, Hanover, Holstein, İngiliz, İrlanda, Sell France ve Friesian) 42 baş kısrak ile bunların 118 baş tayına ait ölçüm ve kayıtları oluşturmuştur. KWPN, diğer ve Friesian ırkı atlarda gebelik süresi sırasıyla; 329,19 + 2,68; 333,54 + 2,54 ve 326,04 + 1,41 gün bulunmuştur. Gebelik süresine ırk, yaş, doğum ayı ve cinsiyetin etkisi önemsiz olmuştur (P0,05). KWPN, diğer ve Friesian ırkı atlarda gebelik oranı %90,9; 80,0 ve 85,7; doğum oranı ise aynı sıra ile 77,3; 60,0 ve 71,4 olarak tespit edilmiştir. Ayağa kalkma süresi; KWPN, diğer ve Friesian taylarda sırasıyla; 51,99 + 5,66; 47,82 + 6,14 ve 57,20 + 5,43 dk olarak hesaplanmış olup 15 yaş ve üzeri kısraklardan doğan taylarda ayağa kalkma süresi diğerlerine göre önemli düzeyde (P0,01) uzun bulunmuştur. KWPN taylarda doğum ağırlığı ortalaması 58,13 + 1,63 kg tespit edilmiştir. Taylarda büyümenin göstergesi olan canlı ağırlık ve vücut ölçülerine ait hesaplamalarda yılın ve cinsiyetin etkisi çeşitli dönemlerde farklı düzeylerde önemli bulunmuştur (P0,05; P0,01; P0,001). Hastalık insidansı 12 aylık yaşta KWPN, diğer ve Friesian tayların erkeklerinde sırasıyla %32,1; 77,8 ve 100,0; dişilerinde %81,5; 73,3 ve 53,8’dir. KWPN, diğer ve Friesian taylarda yaşama gücü erkeklerde sırasıyla; %96,4; 100,0 ve 82,4; dişilerde; %88,9; 86,7 ve 100,0’dür. Sonuç olarak kurumdaki konkur atlarının büyüme ve döl verim özelliklerinin iyi düzeyde olduğu söylenebilir. Taylarda hastalık insidansının azaltılması için bakım, besleme ve aşılama programları iyileştirilmelidir.The aim of this research was to determine factors effecting live weight, body measurements, disease incidence, liveability and fertility in sport horses at Gemlik Military Veterinary School. Gestation length of KWPN, others and the Friesian horses were 329,19 + 2,68; 333,54 + 2,54 and 326,04 + 1,41 days, respectively. Effects of breed, age and month of birth on gestation length were not significant. Pregnancy rates in KWPN, others and Friesian were 90,9; 80,0 and 85,7 %, foaling rates in KWPN, others and Friesian were 77,3; 60,0 and 71,4 %, respectively. Time of first standing were calculated as 51,99 + 5,66; 47,82 + 6,14 and 57,20 + 5,43 minutes for KWPN, other and the Friesian foals, respectively. Birth weight were determined as 58,13+1,63 kg for KWPN foals. The disease incidance were 32,1; 77,8 and 100,0 % for males and 81,5; 73,3 and 53,8’% for females in KWPN, others and Friesian foals until twelve months of age. Foals livability of KWPN, others and Friesian foals were 96,4; 100,0 and 82,4 % for male, 88,9; 86,7 and 100,0 for females at 12 months. As a result, growth and fertility parameters of sport horses maintained at the institution could be said to be in good level. The management, feeding and vaccination programs should be improved to reduce the incidence of disease
