Relationship between petal abscission and programmed cell death in Prunus yedoensis and Delphinium belladonna
Depending on the species, the end of flower life span is characterized by petal wilting or by abscission of petals that are still fully turgid. Wilting at the end of petal life is due to programmed cell death (PCD). It is not known whether the abscission of turgid petals is preceded by PCD. We studied some parameters that indicate PCD: chromatin condensation, a decrease in nuclear diameter, DNA fragmentation, and DNA content per nucleus, using Prunus yedoensis and Delphiniumbelladonna which both show abscission of turgid petals at the end of floral life. No DNA degradation, no chromatin condensation, and no change in nuclear volume was observed in P. yedoensis petals, prior to abscission. In abscising D.belladonna petals, in contrast, considerable DNA degradation was found, chromatin was condensed and the nuclear volume considerably reduced. Following abscission, the nuclear area in both species drastically increased, and the chromatin became unevenly distributed. Similar chromatin changes were observed after dehydration (24 h at 60°C) of petals severed at the time of flower opening, and in dehydrated petals of Ipomoea nil and Petunia hybrida, severed at the time of flower opening. In these flowers the petal life span is terminated by wilting rather than abscission. It is concluded that the abscission of turgid petals in D. belladonna was preceded by a number of PCD indicators, whereas no such evidence for PCD was found at the time of P. yedoensis petal abscission. Dehydration of the petal cells, after abscission, was associated with a remarkable nuclear morphology which was also found in younger petals subjected to dehydration. Dealing with flood damages: will prevention, mitigation and ex-post compensation provide for a resilient triangle?
There is a wealth of literature on the design of ex-post compensation mechanisms for natural disasters. However, more research needs to be done on the manner in which these mechanisms could steer citizens toward adopting individual level preventive and protection measures in the face of flood risks. This paper provides a comparative legal analysis of the financial compensation mechanisms following floods, be it through insurance, public funds or a combination of both, with an empirical focus on Belgium, the Netherlands, England and France. Similarities and differences between the methods in which these compensation mechanisms for flood damages enhance resilience are analyzed. The comparative analysis especially focuses on the link between the recovery strategy on the one hand and prevention and mitigation strategies on the other. There is great potential within the recovery strategy for promoting preventive action, for example in terms of discouraging citizens from living in high-risk areas, or encouraging the uptake of mitigation measures, such as adaptive building. However, this large potential is yet to be realized, in part due to insufficient consideration and promotion of these connections within existing legal frameworks. Recommendations are made about how the linkages between strategies can be further improved. These recommendations relate to, amongst others, the promotion of resilient reinstatement through recovery mechanisms and the removal of legal barriers preventing the establishment of link-inducing measures
Dealing with change and uncertainty within the regulatory frameworks for flood defense infrastructure in selected European countries
Whereas existing literature on the interactions between law, adaptive governance and resilience in the water sector often focuses on quality or supply issues, this paper addresses adaptation in national water laws in relation to increasing flood risks. In particular, this paper analyzes the extent to which legal rules governing flood defense infrastructure in a selection of European countries (Sweden, France, England and the Netherlands) allow for response and adaptation to change and uncertainty. While there is evidence that the legal rules on the development of new infrastructure require that changing conditions be considered, the adaptation of existing infrastructure is a more complicated matter. Liability rules fail to adequately address damages resulting from causes external to the action or inaction of owners and managers, in particular extreme events. A trend towards clearer, and in some cases, increased public powers to ensure the safety of flood defense infrastructure is observed. The paper concludes that legal rules should ensure not only that decisions to build flood defenses are based on holistic and future-oriented assessments, but also that this is reflected in the implementation and operation of these structures
De Bergsche Maasveren anno 2001. Maatschappelijke betekenis en effecten van door Rijkswaterstaat voorgestelde maatregelen
Eind negentiende eeuw is in het Noorden van de provincie Noord-Brabant ten behoeve van een betere waterafvoer de Bergsche Maas gegraven. Omdat hierdoor het Land van Heusden en Altena in tweeën werd gesplitst, heeft Rijkswaterstaat ter compensatie van de nadelen een aantal veerponten in de vaart gebracht. Later zijn ook twee bruggen aangelegd. Rijkswaterstaat (directie Noord-Brabant) wil nu in het kader van bezuinigingen de pontveren afstoten. De Vereniging De Bergse Maasveren heeft aan de Wetenschapswinkel van Wageningen UR gevraagd om een onderzoek te bemiddelen dat inzicht verschaft in de maatschappelijke betekenis van de Bergsche Maasveren en mogelijke verkeerskundige, economische, duurzaamheids- en leefbaarheidseffecten van de voorgestelde maatregelen. De Vereniging De Bergse Maasveren wil het onderzoek gebruiken om bezwaren tegen het besluit van Rijkswaterstaat te onderbouwen. Het onderzoek wordt als afstudeerstudie verricht bij de Leerstoelgroep Landgebruiksplanning van Wageningen Universiteit
On the use of Kodak CR film for quality assurance of needle loading in I-125 seed prostate brachytherapy

All rights reserved.The document attached has been archived with permission from the publisher.Low dose rate brachytherapy using implanted I-125 seeds as a monotherapy for prostate cancer is now in use in many hospitals. In contrast to fractionated brachytherapy treatments, where the effect of incorrect positioning of the source in one treatment raction can be diminished by correcting the position in subsequent fractions, the I-125 seed implant is permanent, making correct positioning of the seeds in the prostate essential. The seeds are inserted into the prostate using needles. Correct configuration of seeds in the needles is essential in order to deliver the planned treatment. A comparison of an autoradiograph obtained by exposing film to the seed-loaded needles with the patient treatment plan is a valuable quality assurance tool. However, the time required to sufficiently expose Kodak XOMAT V film, currently used in this department is significant. This technical note presents the use of Kodak CR film for acquisition of the radiograph. The digital radiograph can be acquired significantly faster, has superior signal-to-noise ratio and contrast and has the usual benefits of digital film, e.g. a processing time which is shorter than that required for non-digital film, the possibility of image manipulation, possibility of paper printing and electronic storage.Lotte S. Developmental Changes in Conflict Resolution Styles in Parent–Adolescent Relationships: A Four-Wave Longitudinal Study
In this study, changes in three conflict resolution styles in parent–adolescent relationships were investigated: positive problem solving, conflict engagement, and withdrawal. Questionnaires about these conflict resolution styles were completed by 314 early adolescents (M = 13.3 years; 50.6% girls) and both parents for four consecutive years. Adolescents’ reported use of positive problem solving increased with mothers, but did not change with fathers. Fathers reported an increase of positive problem solving with adolescents, whereas mothers reported no change. Adolescents’ use of conflict engagement was found to temporarily increase with mothers, but showed no change with fathers. Mothers and fathers reported a decrease in conflict engagement with adolescents. Adolescents’ use of withdrawal with parents increased, although this increase was temporarily with mothers. Mothers reported no change in withdrawal, whereas fathers’ use of withdrawal increased. Generally, we found that both adolescents and their parents changed in their use of conflict resolution from early to middle adolescence. These results show that conflict resolution in parent–adolescent relationships gradually change in favor of a more horizontal relationship
Особливості розв’язку задач параметричної ідентифікації динамічних систем в умовах інтервальної невизначеності
Розглянуто задачу параметричної ідентифікації лінійних динамічних систем методами аналізу інтервальних даних. Показано, що у випадку врахування початкових інтервальних наближень дискретних значень прогнозованої характеристики дана задача є задачею розв’язування інтервальної системи нелінійних алгебричних рівнянь. Досліджено особливості формування та властивості розв’язку таких систем.Рассмотрена задача параметрической идентификации линейных динамических систем методами анализа интервальных данных. Показано, что в случае учета начальных интервальных приближений дискретных значений прогнозированной характеристики, данная задача есть задачей решения интервальной системы нелинейных алгебраических уравнений; исследованы особенности формирования и свойства решения таких систем.The problem of parameter identification of linear dynamic systems by methods of analysis of interval data is considered. On `maximal' poles of zeta functions, roots of b-functions and monodromy Jordan blocks
The main objects of study in this paper are the poles of several local zeta
functions: the Igusa, topological and motivic zeta function associated to a
polynomial or (germ of) holomorphic function in n variables. We are interested
in poles of maximal possible order n. In all known cases (curves,
non-degenerate polynomials) there is at most one pole of maximal order n which
is then given by the log canonical threshold of the function at the
corresponding singular point.
For an isolated singular point we prove that if the log canonical threshold
yields a pole of order n of the corresponding (local) zeta function, then it
induces a root of the Bernstein-Sato polynomial of the given function of
multiplicity n (proving one of the cases of the strongest form of a conjecture
of Igusa-Denef-Loeser). For an arbitrary singular point we show under the same
assumption that the monodromy eigenvalue induced by the pole has a Jordan block

The European Union approach to flood risk management and improving societal resilience: lessons from the implementation of the Floods Directive in six European countries
Diversity in flood risk management approaches is often considered to be a strength. However in some national settings, and especially for transboundary rivers, variability and the incompatibility of approaches can reduce the effectiveness of flood risk management. Placed in the context of increasing flood risks, as well as the potential for flooding to undermine the European Union's sustainable development goals, a desire to increase societal resilience to flooding has prompted the introduction of a common European Framework. This paper provides a legal and policy analysis of the implementation of the Floods Directive (2007/60/EC) in six countries; Belgium (Flemish Region), England, France, the Netherlands, Poland and Sweden. Evaluation criteria from existing legal and policy literature frame the study of the Directive and its impact on enhancing or constraining societal resilience by using an adaptive governance approach. These criteria are initially used to analyze the key components of the EU approach, before providing insight of the implementation of the Directive at a national level. Similarities and differences in the legal translation of European goals into existing flood risk management are analyzed alongside their relative influence on policy and practice. The research highlights that the impact of the Floods Directive on increasing societal resilience has been nationally variable, in part due to its focus on procedural obligations, rather than on more substantive requirements. Analysis shows that despite a focus on transboundary river basin management, in some cases existing traditions of flood risk management, have overridden objectives to harmonize flood risk management. This could be strengthened by requiring more stringent cooperation and providing the competent authorities in International River Basins Districts with more power. Despite some shortcomings in directly impacting flood risk outcomes, the Directive has positively stimulated discussion and flood risk management planning in countries that were perhaps lagging behind
