Improving the efficiency of university management : teacher’s performance monitoring as a tool to promote the quality of education
This study aims to examine the essence of education monitoring, its place in the higher education management system and the practical implementation of teacher’s performance monitoring as a tool to promote the quality of education.
The article considers theoretical aspects of monitoring as a tool to promote the quality of education, assesses the performance of the university departments, research and teaching staff and discusses the results and suggestions on how to improve monitoring activities in higher education.
Based on their research and findings, the authors claimed that the monitoring of the performance of the university research and teaching staff on the base of an indicator system in terms of education, methodology, research, organization and counselling services would lead to valid conclusions as to the effective performance of both individual researchers and teachers and university departments, in general.peer-reviewe
Spatial beam self-cleaning and supercontinuum generation with Yb-doped multimode graded-index fiber taper based on accelerating self-imaging and dissipative landscape
We experimentally demonstrate spatial beam self-cleaning and supercontinuum generation in a tapered Ytterbium-doped multimode optical fiber with parabolic core refractive index profile when 1064 nm pulsed beams propagate from wider (122 µm) into smaller (37 µm) diameter. In the passive mode, increasing the input beam peak power above 20 kW leads to a bell-shaped output beam profile. In the active configuration, gain from the pump laser diode permits to combine beam self-cleaning with supercontinuum generation between 520-2600 nm. By taper cut-back, we observed that the dissipative landscape, i.e., a non-monotonic variation of the average beam power along the MMF, leads to modal transitions of self-cleaned beams along the taper length
Dependence of the Energy Spectrum of UHE Cosmic Rays on the Latitude of an Extensive Air Shower Array
Several energy spectra of cosmic rays with energies E_0 \geq 10^17 eV
measured at the Yakutsk EAS, AGASA, Haverah Park, HiRes, Auger, and SUGAR
arrays are considered. It is shown that the fairly good mutual agreement of the
spectrum shapes can be achieved if the energy of each spectrum is multiplied by
a factor K specific for each spectrum. These factors exhibit a pronounced

Fluid models of congestion collapse in overloaded switched networks
We consider a switched network (i.e. a queueing network in which there are constraints on which queues may be served simultaneously), in a state of overload. We analyse the behaviour of two scheduling algorithms for multihop switched networks: a generalized version of max-weight, and the α-fair policy. We show that queue sizes grow linearly with time, under either algorithm, and we characterize the growth rates. We use this characterization to demonstrate examples of congestion

Real-time observation of multiexcitonic states in ultrafast singlet fission using coherent 2D electronic spectroscopy.
Singlet fission is the spin-allowed conversion of a spin-singlet exciton into a pair of spin-triplet excitons residing on neighbouring molecules. To rationalize this phenomenon, a multiexcitonic spin-zero triplet-pair state has been hypothesized as an intermediate in singlet fission. However, the nature of the intermediate states and the underlying mechanism of ultrafast fission have not been elucidated experimentally. Here, we study a series of pentacene derivatives using ultrafast two-dimensional electronic spectroscopy and unravel the origin of the states involved in fission. Our data reveal the crucial role of vibrational degrees of freedom coupled to electronic excitations that facilitate the mixing of multiexcitonic states with singlet excitons. The resulting manifold of vibronic states drives sub-100 fs fission with unity efficiency. Our results provide a framework for understanding singlet fission and show how the formation of vibronic manifolds with a high density of states facilitates fast and efficient electronic processes in molecular systems.This is the author accepted manuscript. Muon content of ultra-high-energy air showers: Yakutsk data versus simulations
We analyse a sample of 33 extensive air showers (EAS) with estimated primary
energies above 2\cdot 10^{19} eV and high-quality muon data recorded by the
Yakutsk EAS array. We compare, event-by-event, the observed muon density to
that expected from CORSIKA simulations for primary protons and iron, using
SIBYLL and EPOS hadronic interaction models. The study suggests the presence of
two distinct hadronic components, ``light'' and ``heavy''. Simulations with
EPOS are in a good agreement with the expected composition in which the light
component corresponds to protons and the heavy component to iron-like nuclei.
With SYBILL, simulated muon densities for iron primaries are a factor of \sim
1.5 less than those observed for the heavy component, for the same
electromagnetic signal. Assuming two-component proton-iron composition and the
EPOS model, the fraction of protons with energies E>10^{19} eV is

Alkaloid content variability in the seeds of narrow-leafed lupine accessions from the VIR collection under the conditions of the Russian Northwest
Alkaloid content was assessed in the seeds of 59 narrow-leafed lupine (Lupinus angustifolius L.) accessions from the VIR collection in the environments of Leningrad Province. The selected set included accessions of different statuses (wild forms, landraces, and advanced cultivars) and different years of introduction to the collection. Alkaloids were analyzed using gas-liquid chromatography coupled with mass spectrometry. Concentrations of main alkaloids: lupanine, 13-hydroxylupanine, sparteine, angustifoline and isolupanine, and their total content were measured. The total alkaloid content variability identified in the seeds of the studied set of accessions was 0.0015 to 2.017 %. In most cases, the value of the character corresponded to the accession’s status: modern improved cultivars, with the exception of green manure ones, entered the group with the range of 0.0015–0.052 %, while landraces and wild forms showed values from 0.057 to 2.17 %. It is meaningful that the second group mainly included accessions that came to the collection before the 1950s, i. e., before the times when low-alkaloid cultivars were intensively developed. Strong variability of the character across the years was observed in the accessions grown under the same soil and climate conditions in both years. In 2019, the average content of alkaloids in the sampled set was 1.9 times higher than in 2020. An analysis of weather conditions suggested that the decrease in alkaloid content occurred due to a significant increase in total rainfall in 2020. Searching for links between the content of alkaloids and the type of pod (spontaneously non-dehiscent, or cultivated, spontaneously dehiscent, or wild, and intermediate) showed a tendency towards higher (approximately twofold in both years of research) total alkaloid content in the accessions with the wild pod type and the nearest intermediate one compared to those with the pod non-dehiscent without threshing. The correlation between the average total alkaloid content and seed color, reduced to three categories (dark, or wild, light, or cultivated, and intermediate), was significantly stronger in the group with dark seeds (5.2 times in 2019, and 3.7 times in 2020). There were no significant differences in the percentage of individual alkaloids within the total amount either between the years of research or among the groups with different pod types or the groups with different seed coat colors
Cosmic Rays: The Second Knee and Beyond
We conduct a review of experimental results on Ultra-High Energy Cosmic Rays
(UHECR's) including measurements of the features of the spectrum, the
composition of the primary particle flux and the search for anisotropy in event
arrival direction. We find that while there is a general consensus on the
features in the spectrum -- the Second Knee, the Ankle, and (to a lesser
extent) the GZK Cutoff -- there is little consensus on the composition of the
primaries that accompany these features. This lack of consensus on the
composition makes interpretation of the agreed upon features problematic. There
is also little direct evidence about potential sources of UHECRs, as early
reports of arrival direction anisotropies have not been confirmed in
