    Explaining varieties of corruption in the Afghan justice sector

    © 2015 Taylor & Francis. Judicial reform in Afghanistan is seriously undermined by systemic corruption that has resulted in low legitimacy of the state and weak rule of law. This article reviews the main shortcomings in the Afghan justice system with reference to 70 interviews conducted in Kabul. Building on legal pluralism and a political economic approach, the shortcomings and causes and consequences of corruption in the Afghan justice sector are highlighted. These range from low pay, resulting in bribery; criminal and political intrusion into the judiciary; non-adherence to meritocracy, with poorly educated judges and prosecutors; and low funding in the judicial sector resulting in weak case tracking and human rights abuses in the countryside. This is followed by sociological approaches: understanding corruption from a non-Western approach and emphasis on religion, morality and ethics in order to curb it

    The Relativistic Jet Orientation and Host Galaxy of the Peculiar Blazar PKS 1413+135

    PKS 1413+135 is one of the most peculiar blazars known. Its strange properties led to the hypothesis almost four decades ago that it is gravitationally lensed by a mass concentration associated with an intervening galaxy. It exhibits symmetric achromatic variability, a rare form of variability that has been attributed to gravitational milli-lensing. It has been classified as a BL Lac object, and is one of the rare objects in this class with a visible counterjet. BL Lac objects have jet axes aligned close to the line of sight. It has also been classified as a compact symmetric object-objects that have jet axes not aligned close to the line of sight. Intensive efforts to understand this blazar have hitherto failed to resolve even the questions of the orientation of the relativistic jet and the host galaxy. Answering these two questions is important because they challenge our understanding of jets in active galactic nuclei and the classification schemes we use to describe them. We show that the jet axis is aligned close to the line of sight and PKS 1413+135 is almost certainly not located in the apparent host galaxy, but is a background object in the redshift range 0.247 z z = 0.247 provides a natural host for the putative lens responsible for symmetric achromatic variability and is shown to be a Seyfert 2 galaxy. We also show that, as for the radio emission, a "multizone" model is needed to account for the high-energy emission

    Wetlands for wastewater treatment and subsequent recycling of treated effluent : a review

    Due to water scarcity challenges around the world, it is essential to think about non-conventional water resources to address the increased demand in clean freshwater. Environmental and public health problems may result from insufficient provision of sanitation and wastewater disposal facilities. Because of this, wastewater treatment and recycling methods will be vital to provide sufficient freshwater in the coming decades, since water resources are limited and more than 70% of water are consumed for irrigation purposes. Therefore, the application of treated wastewater for agricultural irrigation has much potential, especially when incorporating the reuse of nutrients like nitrogen and phosphorous, which are essential for plant production. Among the current treatment technologies applied in urban wastewater reuse for irrigation, wetlands were concluded to be the one of the most suitable ones in terms of pollutant removal and have advantages due to both low maintenance costs and required energy. Wetland behavior and efficiency concerning wastewater treatment is mainly linked to macrophyte composition, substrate, hydrology, surface loading rate, influent feeding mode, microorganism availability, and temperature. Constructed wetlands are very effective in removing organics and suspended solids, whereas the removal of nitrogen is relatively low, but could be improved by using a combination of various types of constructed wetlands meeting the irrigation reuse standards. The removal of phosphorus is usually low, unless special media with high sorption capacity are used. Pathogen removal from wetland effluent to meet irrigation reuse standards is a challenge unless supplementary lagoons or hybrid wetland systems are used

    Gravitational Lensing in Astronomy

    Deflection of light by gravity was predicted by General Relativity and observationaly confirmed in 1919. In the following decades various aspects of the gravitational lens effect were explored theoretically, among them the possibility of multiple or ring-like images of background sources, the use of lensing as a gravitational telescope on very faint and distant objects, and the possibility to determine Hubble's constant with lensing. Only relatively recently gravitational lensing became an observational science after the discovery of the first doubly imaged quasar in 1979. Today lensing is a booming part of astrophysics. In addition to multiply-imaged quasars, a number of other aspects of lensing have been discovered since, e.g. giant luminous arcs, quasar microlensing, Einstein rings, galactic microlensing events, arclets, or weak gravitational lensing. By now literally hundreds of individual gravitational lens phenomena are known. Although still in its childhood, lensing has established itself as a very useful astrophysical tool with some remarkable successes.     Penelitian dilakukan di Laboratorium Hama Balai Penelitian Tanaman Rempah dan Obat dari bulan November 1989 sampai Februari 1990 dengan tujuan untuk mendapatkan media pembiakan atau pemeliharaan serangga L. piperis yang tepat dan efisien guna menunjang penyediaan serangga sebagai bahan penelitian di laboratorium. Penelitian menggunakan potongan batang lada berukuran diameter 1.0 dan 1.5 cm dengan panjang 5, 10, dan 15 cm, sehingga didapatkan 6 kombinasi perlakuan. Tiap perlakuan terdiri atas 50 potongan batang lada dengan 6 pasang serangga L. piperis yang dimasukkan dalam stoples. Hasil penelitian menunjukkan bahwa serangga L. piperis meletakkan telur pada semua perlakuan. Pada umumnya telur yang diletakkan dapat berkembang menjadi kumbang dewasa. Tidak terlihat pengaruh nyata dari pemberian pakan berbagai diameter dan panjang potongan batang lada terhadap siklus hidup dan berat imago jantan. Tetapi ukuran potongan batang bersangkutan member pengaruh yang sangat nyata terhadap banyaknya serangga, berat pupa dan imago betina. Berdasarkan jumlah telur yang diletakkan serta larva dan pupa yang berhasil menjadi kumbang dewasa, ternyata perkembang biakan L. piperis paling sesuai pada potongan batang berdiameter 1.5 cm dengan panjang 10 dan 15 cm, disbanding perlakuan lainny
