Development of Nano-economy as a Factor of Forming the Effective National Innovation System of Singapore

The article reveals the theoretical and methodological interpretation of the innovation system, when it determined the structure of the national innovation system. It is noted that the components of the national innovation system are elements, stages and subjects. The main elements are the scientific, technical, production and management. Scientific and technical organization responsible for basic research, applied research implementation and technology transfer from research institutions to production entities. The industrial element is characterized by the implementation of technology in the industry. Management invention provides an element of organizational know-how that would receive revenue from the introduction of the newest technological solutions. Such an approach to the definition of innovation system author used in the analysis of such a system in Singapore. Common indicators confirmed the level of scientific, manufacturing and managerial innovation system segments of Singapore. In statistics of the country, these data are: higher education sector (Science and Technology segment), private sector (commercial segment) and the government sector (management segment). The study concluded that the human factor in a country like Singapore, is the basis of scientific, technical, production and management changes in the development of the national innovation system

ВПЛИВ БЕБІ-ЕКОНОМІКИ НА ФОРМУВАННЯ ТА РОЗВИТОК ГЛОБАЛЬНИХ РИНКІВ ВИСОКИХ ТА НАНО-ТЕХНОЛОГІЙ

The article examines the conditions for the influence of the baby economy on the development of global high-tech markets. Baby-economy is considered as the first stage of the nano-economy, when conditions for the development of the individual in the family, kindergarten, school, university are created. The author of the article used the example of the practice of Singapore, Finland and the United States on the formation of systems of education and training in preschool, schools, vocational education and universities. And, separately, the conditions of influence of baby economy on the functioning of global markets of high and nano-technologies are determined. The conclusions outline the possibility of using the experience of these countries in the Ukrainian realities.В статье исследуются условия влияния беби-экономики на развитие глобальных рынков высоких технологий. Беби-экономика рассматривается как первый этап нано-экономики, когда создаются условия развития личности в семье, детском садике, школе, университете. Автор статьи использовала пример практики Сингапура, Финляндии и США относительно формирования систем воспитания и обучения в дошкольных учреждениях, школах, профессиональном образовании и университетах. И, отдельно, определяются условия влияния беби-экономики на функционирование глобальных рынков высоких и нано-технологий. В выводах очерчивается возможность использования опыта перечисленных стран в украинских реалиях.У статті досліджуються умови впливу бебі-економіки на розвиток глобальних ринків високих технологій. Бебі-економіка розглядається як перший етап нано-економіки, коли створюються умови розвитку особистості в сім’ї, дитячому садочку, школі та університеті. Автор статті використала приклад  практики Сінгапуру, Фінляндії та США щодо формування системи виховання та навчання у дошкільних навчальних закладах, школах, професійній освіті та університетах. Та, окремо, визначаються умови впливу бебі-економіки на функціонування глобальних ринків високих та нано-технологій. У висновках окреслюється можливість використання досвіду перелічених країн в українських реаліях

ВАЖЕЛІ ВПЛИВУ ЕВОЛЮЦІЇ ГЛОБАЛЬНИХ РИНКІВ ВИСОКИХ І НАНО-ТЕХНОЛОГІЙ НА НАЦІОНАЛЬНУ ЕКОНОМІЧНУ СИСТЕМУ УКРАЇНИ ТА ЇЇ НАНО-РІВЕНЬ

The article considers the directions of influence of the global markets of high technologies on the national economic system of Ukraine and its nano-level. Three phases of the development of the nano-economy - the baby-economy, the human economy and the nano-technology economy - have been analyzed. It is noted that in Ukraine there are all grounds for the development of the baby-economy within families and individual households, as well as within pre-school, school and university settings. The conditions of formation of economic behavior of the individual individual as the basis of the nano-economy and the conditions for the creation of nano-technologies and their distribution in the international environment are outlined. It is noted that the levers of the influence of the evolution of the global markets of high and nano-technologies on the development of the national economy are the consideration of the phases of the nano-economy and their development and introduction into the activities of economic agents, individuals and the economy as a whole.В статье рассмотрены направления влияния глобальных рынков высоких на национальную экономнческую систему Украины и ёё нано-уровень. Проанализировано три фазы развития нано-экономики – беби-экономику, экономику человека и экономику нано-технологий. Отмечено, что в Украине существукют все условия для развития беби-экономики в рамках семей и отдельных домашних хозяйств, а  также в рамках дшкольных школьных и университетских учреждений. Очерчены услоивя формирования экономического поведения отдельного индивида как основы нано-экномики и услоивя создания нано-технологий и распространения их в международной среде. Определено, что рычагами влияния эволюции глобальных рынков высоких и нано-технолоигй на развитие национальной экономики яваляются учет етапов нано-экономики и их развитие, а также внедрение в деятельность экономических агентов, отдельных индивидов и экономики в целом.У статті розглянуто напрями впливу глобальних ринків високих технологій на національну економічну систему України та її нано-рівень. Проаналізовано три фази розвитку нано-економіки – бебі-економіку, економіку людини та економіку нано-технологій. Зазначено, що в Україні є всі підстави для розвитку бебі-економіки в межах сімей та окремих домогосподарств, а  також в межах дошкільних, шкільних та університетських закладів. Окреслено умови формування економічної поведінки окремого індивіда як основи нано-економіки та умови створення нано-технологій і поширення їх у міжнародному середовищі. Hong-Ou-Mandel interference with a diode-pumped 1-GHz Ti:sapphire laser

Correlated photon pairs generated through spontaneous parametric down-conversion (SPDC) are a key resource in quantum optics. In many quantum optics applications, such as satellite quantum key distribution (QKD), a compact, high repetition rate pump laser is required. Here we demonstrate the use of a compact, GHz-rate diode-pumped three-element Kerr-lens-modelocked Ti:sapphire laser for the generation of correlated photon pairs at 790 nm. We verify the presence of indistinguishable photons produced via SPDC using Hong-Ou-Mandel (HOM) interferometry and observe a dip in coincidence counts with a visibility of 81.8\%.Comment: 5 pages, 3 figure
