    Quantification of airborne road-side pollution carbon nanoparticles

    Roadside diesel particulate matter (DPM) has been collected using a P-Trak particle counter with modified inlet filter. The P-Trak monitor assesses ultrafine particle number in real-time rather than accumulated PM mass over a period of time, which is important for DPM where the particles are often <100nm in size. Collected pollution particulate matter was analysed by SEM and TEM, quantifying particle size, morphology and size distribution. The primary carbon nanoparticles form complex fractal aggregates with open porous morphologies and evidence of secondary carbon deposition. For the chosen collection sites, occasional but significantly larger mineral and fibrous particles were identified.     Taking the slow route to decarbonisation? Developing climate governance for international transport

    Despite their significant, growing contribution to global emissions, international aviation and shipping have avoided a significant climate governance response until recently. This paper outlines the urgent need for, but major barriers to, decarbonisation of these industries, including various market failures and sensitivities over restraining demand. The need and potential for international governance to address these issues is seen to vary across aviation and shipping, given different industry structures and characteristics. A range of relevant inter- and transnational governance institutions is highlighted and an assessment of their overall adequacy offered. With a 2018 commitment to significant emission reduction, maritime governance effort has progressed further, although significant implementation challenges remain. Meanwhile aviation-related commitments rely more on out-of-sector offsets. Options for enhancing governance for decarbonisation are outlined, highlighting the importance of, inter alia, coordination between the UNFCCC and sectoral bodies, mechanisms to finance R&D and incentivise investment, and openness in key decision-making fora

    A sustainable food support for non-breastfed infants : implementation and acceptability within a WHO mother-to-child HIV transmission prevention trial in Burkina Faso

    Objective: To provide HIV-positive mothers who opted for exclusive breastfeeding or formula feeding from birth to 6 months postpartum as a means of prevention of mother-to-child transmission (PMTCT) of HIV with a sustainable infant food support programme (FSP) from 6 to 12 months postpartum. We describe the implementation and assessment of this pilot initiative. Design: The FSP included a 6-month provision of locally produced infant fortified mix (IFM; 418 kJ/100 g of gruel) for non-breastfed infants coupled with infant-feeding and psychosocial counselling and support. Acceptability and feasibility were assessed in a subsample of sixty-eight mother-infant pairs. Setting: The FSP was developed in collaboration with local partners to support. participants in a PMTCT prevention study. Formula WAS provided for free from 0 to 6 months postpartum. Cessation by 6 months was recommended for breast feeding mothers. Results: The FSP was positively received and greatly encouraged breastfeeding mothers to cease by 6 months. As recommended, most infants were given milk as an additional replacement food, mainly formula subsidised by safety networks. Among daily IFM consumers, feeding practices were satisfactory overall; however, the IFM was shared within the family by more than one-third of the mothers. Cessation of IFM consumption was observed among twenty-two infants, seventeen of whom were fed milk and five neither of these. Conclusions: Without any food support most mothers would have been unable to provide appropriate replacement feeding. The food security of non-breastfed infants urgently needs to be addressed in HIV PMTCT programmes. Our findings on a simple cost-effective pioneer intervention provide an important foundation for this process

    Cross-country comparison of the incentives of the EU emission trading scheme for replacing existing power plants in 2008-12

    In this paper, we conduct a cross-country quantitative analysis of the replacement incentives generated by the EU Emission Trading Scheme (EU ETS) for the power sector in 2008-12. In order to do so, the allocation rules of the Member States are applied to concrete reference power plants for three different fuel types (lignite, hard coal and gas). Based on these calculations, we compare installation-specific replacement incentives across the Member States. Our analysis shows that replacement incentives vary significantly across Member States and typically deviate from the incentives provided in the reference case of full auctioning. Furthermore, the EU ETS allocation rules lead to perverse incentives in approximately 30% of the possible replacement options. Only 5 MS do not provide any perverse incentives. Finally, we explore the link between replacement incentives and allocation types. Based on our findings, we derive policy recommendations for the design of emission trading schemes emerging around the world
