    Mapping the landscape of climate engineering.

    In the absence of a governance framework for climate engineering technologies such as solar radiation management (SRM), the practices of scientific research and intellectual property acquisition can de facto shape the development of the field. It is therefore important to make visible emerging patterns of research and patenting, which we suggest can effectively be done using bibliometric methods. We explore the challenges in defining the boundary of climate engineering, and set out the research strategy taken in this study. A dataset of 825 scientific publications on climate engineering between 1971 and 2013 was identified, including 193 on SRM; these are analysed in terms of trends, institutions, authors and funders. For our patent dataset, we identified 143 first filings directly or indirectly related to climate engineering technologies-of which 28 were related to SRM technologies-linked to 910 family members. We analyse the main patterns discerned in patent trends, applicants and inventors. We compare our own findings with those of an earlier bibliometric study of climate engineering, and show how our method is consistent with the need for transparency and repeatability, and the need to adjust the method as the field develops. We conclude that bibliometric monitoring techniques can play an important role in the anticipatory governance of climate engineering

    Why solar radiation management geoengineering and democracy won’t mix

    In this paper we argue that recent policy treatments of solar radiation management (SRM) have insufficiently addressed its potential implications for contemporary political systems. Exploring the emerging ‘social constitution’ of SRM, we outline four reasons why this is likely to pose immense challenges to liberal democratic politics: That the unequal distribution of and uncertainties about SRM impacts will cause conflicts within existing institutions; that SRM will act at the planetary level and necessitate autocratic governance; that the motivations for SRM will always be plural and unstable; and that SRM will become conditioned by economic forces

    HIV, Globalization and Topology: Of Prepositions and Propositions

    In this paper we explore how two enactments of HIV – the UN’s AIDS Clock and clinical trials for an HIV biomedical prevention technology or pre-exposure prophylaxis (PrEP) - entail particular globalizing and localizing dynamics. Drawing on Latour’s and Whitehead’s concept of proposition, and Serres’ call for a philosophy of prepositions, we use the composite notion of pre/propostitons to trace the shifting topological status of HIV. For example, we show how PrEP emerges through topological entwinements of globalizing biomedical standardization, localizing protests against PrEP trials and globalizing ethical principles. We go on to examine how our own analysis manifests a parallel topological pattern in which we deploy a globalizing argument about the localizing of the globalizing found in the AIDS clock and the PrEP trails. Finally, we consider how the movement of ‘topology’ into the social sciences might itself benefit from a topological treatment

    Trust as Glue in Nanotechnology Governance Networks

    This paper reflects on the change of relations among participants in nanotechnology governance through their participation in governance processes such as stakeholder dialogues. I show that policymaking in practice—that is, the practice of coming and working together in such stakeholder dialogues—has the potential for two-fold performative effects: it can contribute to the development of trust and mutual responsibility on the part of the involved actors, and it may bring about effects on the formation of boundaries of what is sayable and thinkable in nanotechnology governance. Three vignettes about the work of the German NanoKommission indicate the development of new relations of trust, recognition and mutual responsibility among actors. It is concluded that governance in practice can assemble new collectives in which relations of trust are the glue holding the complex structure together. While such a consensus-based progress may be favourable for smooth technology development, it can be considered problematic if evaluated against the ideals of deliberative democracy, which often form the premises on which public engagement is based. Stakeholder forums were set in place with the intention of including various actors, but this is Janus-faced: if a dialogue becomes encapsulated in new governance networks, new exclusions can arise. For example, a policing of which information is released to a wider audience can occur

Human geographers continue to study texts, to conduct interviews, to convene focus groups and to engage in ethnography. Indeed, it is hard, though perhaps not impossible, to imagine what a radically new form of qualitative research practice might look like. So, for the time being, this suite of methods remains the backbone of qualitative research in human geography. Yet we would like to contend that, while these activities continue as before, there are changes in the way they are being conceived and carried out, and related to this there are transformations in the way these methods are being used to make claims to understanding and intervening in the world. In the first of our three reports, it is this link between qualitative methodologies and interpretative strategies we would like to reflect on

The definitive, peer-reviewed and edited version of this article is published in Environment and Planning A, 38(3), pp. 423 – 443 DOI: 10.1068/a37387This paper explores the forms of argumentation employed by participants in a recent public engagement process in the United Kingdom around new technologies for organ transplantation, with specific reference to xenotransplantation and stem-cell research. Two forms of reasoning recur throughout participants’ deliberations which challenge specialist framing of this issue. First, an often scatological humour and sense of the profane are evident in the ways in which participants discuss the bodily transformations that such technologies demand. Second, a sense of the sacred, in which new biotechnologies are viewed as against nature or in which commercial companies are ‘playing god’, is a repetitive and well-recognised concern. Such forms of reasoning are frequently dismissed by policymakers as ‘uninformed gut reactions’. Yet they also form a significant part of the repertoire of scientists themselves as they proclaim the hope of new medical breakthroughs, or seek to reconstruct ideas of the body to facilitate new biotechnological transformations. Through questioning of assumptions in Habermas’s notion of discourse ethics, and exploring the importance of hybridity and corporeality as concepts in ethical thinking, the author suggests that, far from being ill-formed opinions, such reasonings perform an important function for thinking through the ontological significance of the corporealisation of these proposed new forms of human and animal bodies

    Disenchanting secularism (or the cultivation of soul) as pedagogy in resistance to populist racism and colonial structures in the academy

    This paper explores pedagogic strategies for resisting the racism of contemporary populism and age-old coloniality through challenging secularism in the academy, especially in social theory. Secularism sustains racism and imperialism in the contemporary academy and is inscribed, in part, through the norms of social theory. Post-secular social theory has been positioned by some as the decolonial answer, but often replicates the most problematic aspects of secularism. Whereas post-secularism affirms the previously denigrated side of the secular vs religious dualism, I am more interested in unworking those classificatory schemas, setting the critical thought of religious teachers in relation with ‘secular’ social and political theorists such that boundaries erode. The ambition in this is to resist the hierarchical orderings of knowledge that pit Islamic, indigenous, and feminised subjectivity as backwards, dangerous or intrinsically inferior to secular, Christian, rational knowledge. It is also to disenchant the secular Gods (progress, money, growth, health) and hold open space for critical play in relation to the transcendental - to create a permissive, legitimising, space for students’ spiritual dimension, conocimiento, or the cultivation of soul. The paper draws theoretical inspiration from Gloria Anzaldúa, Gayatri Chakravorty Spivak, and Sylvia Wynter. It also draws on a practical experiment in disenchanting secularism through teaching an undergraduate module in social theory called Capitalism and Religion

    Media(ted) discourses and climate change : a focus on political subjectivity and (dis)engagement

    Research has shown that the media are the main source of information and the main factor shaping people’s awareness and concern in relation to climate change and therefore have an important role in setting the public agenda. As a key forum for the production, reproduction and transformation of the meaning of public issues, the media influence understandings of risks, responsibilities, as well as of the functioning of democratic politics. This article argues that the media also matter to citizens’ perception of their (potential) political agency or their political subjectivity. Media representations construct particular ‘subject positions’ for individuals and cultivate dispositions to action or inaction. The article discusses the importance of citizens’ political engagement with climate change and points out some aspects of media(ted) discourses that may constrain the perceived possibilities of participation in the politics of climate change.
