    Intradistrict equity: A proposed methodology for resource allocation

    The purpose of this study was to develop an intradistrict allocation funding model. An extension of research methodology using an index-of-need as a proxy for the magnitude of educational need, this study identified indicators-of-need from the research literature and as present in 31 middle schools in Clark County School District, Las Vegas, Nevada. A neural net analysis categorized schools based on their indicator-of-need variables. Six variables were the basis for the index development: student poverty level, transiency rate, limited English proficiency (LEP) student enrollment, special education student enrollment, percentage of minority enrollment, and percentage of students eligible for Title I services. Schools were clustered in four groups based on the Kohonen neural network analysis. A backpropagation network analysis evaluated the categories to produce a hierarchical index of schools ranked from lowest to highest need. Simulated budget and staffing allocations were based on the derived index and the redistributive effects analyzed. The index-based methodology provided a viable methodology for intradistrict allocation of resources based on a vertical equity standard

    Advanced modulation technology development for earth station demodulator applications. Coded modulation system development

    A jointly optimized coded modulation system is described which was designed, built, and tested by COMSAT Laboratories for NASA LeRC which provides a bandwidth efficiency of 2 bits/s/Hz at an information rate of 160 Mbit/s. A high speed rate 8/9 encoder with a Viterbi decoder and an Octal PSK modem are used to achieve this. The BER performance is approximately 1 dB from the theoretically calculated value for this system at a BER of 5 E-7 under nominal conditions. The system operates in burst mode for downlink applications and tests have demonstrated very little degradation in performance with frequency and level offset. Unique word miss rate measurements were conducted which demonstrate reliable acquisition at low values of Eb/No. Codec self tests have verified the performance of this subsystem in a stand alone mode. The codec is capable of operation at a 200 Mbit/s information rate as demonstrated using a codec test set which introduces noise digitally. The measured performance is within 0.2 dB of the computer simulated predictions. A gate array implementation of the most time critical element of the high speed Viterbi decoder was completed. This gate array add-compare-select chip significantly reduces the power consumption and improves the manufacturability of the decoder. This chip has general application in the implementation of high speed Viterbi decoders

    Object-oriented technologies in a multi-mission data system

    The Operations Engineering Laboratory (OEL) at JPL is developing new technologies that can provide more efficient and productive ways of doing business in flight operations. Over the past three years, we have worked closely with the Multi-Mission Control Team to develop automation tools, providing technology transfer into operations and resulting in substantial cost savings and error reduction. The OEL development philosophy is characterized by object-oriented design, extensive reusability of code, and an iterative development model with active participation of the end users. Through our work, the benefits of object-oriented design became apparent for use in mission control data systems. Object-oriented technologies and how they can be used in a mission control center to improve efficiency and productivity are explained. The current research and development efforts in the JPL Operations Engineering Laboratory are also discussed to architect and prototype a new paradigm for mission control operations based on object-oriented concepts

    Functional evolution of the trace amine associated receptors in mammals and the loss of TAAR1 in dogs

    <p>Abstract</p> <p>Background</p> <p>The trace amine associated receptor family is a diverse array of GPCRs that arose before the first vertebrates walked on land. Trace amine associated receptor 1 (TAAR1) is a wide spectrum aminergic receptor that acts as a modulator in brain monoaminergic systems. Other trace amine associated receptors appear to relate to environmental perception and show a birth-and-death pattern in mammals similar to olfactory receptors.</p> <p>Results</p> <p>Across mammals, avians, and amphibians, the TAAR1 gene is intact and appears to be under strong purifying selection based on rates of amino acid fixation compared to neutral mutations. We have found that in dogs it has become a pseudogene. Our analyses using a comparative genetics approach revealed that the pseudogenization event predated the emergence of the Canini tribe rather than being coincident with canine domestication. By assessing the effects of the TAAR1 agonist β-phenylethylamine on [<sup>3</sup>H]dopamine uptake in canine striatal synaptosomes and comparing the degree and pattern of uptake inhibition to that seen in other mammals, including TAAR1 knockout mice, wild type mice and rhesus monkey, we found that the TAAR1 pseudogenization event resulted in an uncompensated loss of function.</p> <p>Conclusion</p> <p>The gene family has seen expansions among certain mammals, notably rodents, and reductions in others, including primates. By placing the trace amine associated receptors in an evolutionary context we can better understand their function and their potential associations with behavior and neurological disease.</p

    Biobehavioral Indices of Emotion Regulation Relate to School Attitudes, Motivation, and Behavior Problems in a Low-Income Preschool Sample

    Effective emotion regulation may promote resilience and preschool classroom adjustment by supporting adaptive peer interactions and engagement in learning activities. We investigated how hypothalamus-pituitary-adrenal axis (HPA) regulation, cardiac reactivity, and classroom emotion displays related to adjustment among low-income preschoolers attending Head Start. A total of 62 four-year-olds completed a laboratory session including a baseline soothing video; emotion-eliciting slides/video clips, and recovery. Salivary cortisol, heart rate, and vagal tone were measured throughout. Independent coders used handheld computers to observe classroom emotion expression/regulation. Teachers rated child motivation, persistence/attention, learning attitudes, and internalizing/externalizing symptoms.
