    Proofing rural lifeling learning

    The countryside covers 85% of England’s land surface and the people who live and work in it comprise one fifth of the population. Yet in lifelong learning discourse, (as so often elsewhere) the countryside rarely receives much specific attention as the focus for elaboration and critique of policy. This Occasional Paper builds on a recent ‘rural proofing’ study undertaken for the Countryside Agency, which reviewed the application of government lifelong learning policies in, and their implications for, rural areas. In particular it attempted to identify and examine existing evidence for differential impacts of lifelong learning policies for rural people and businesses compared to their urban counterparts. The Countryside Agency study shows how little attention has to date been paid specifically to rural aspects of lifelong learning policy. It emphasises well known and long standing problems of access to learning opportunity, to do with inadequate and localised provision within a dispersed population, which are exacerbated by poor transport, concealed poverty (and other dimensions of social exclusion) and (for vocational training) by the specific difficulties faced by small rural enterprises. Beyond this, however, it confirms how little information exists regarding rural needs and uptake, which might allow such problems to be addressed in policy terms. It argues that existing research activities, (for example those of the Centre for the Wider benefits of Learning) should accommodate the rural dimension. In particular, local plans of the 47 regional Learning and Skills Councils (LSC) currently in production should be monitored to see to what extent they take the rural dimension into account, and how. It asserts that Non Departmental Public Bodies outside DfES (including Defra funded agencies such as the Countryside Agency) also have a role to play, in incorporating lifelong learning into their own policies (in the case of the CA especially within protected landscapes which are the focus of a number of new initiatives related to sustainable rural governance). Alongside these conclusions, however, lie other considerations. Neither lifelong learning nor rural proofing are unproblematic categories. This paper examines some of the political and ideological assumptions and constructs which underpin the categories of ‘lifelong learning’ and ‘rural proofing’. It argues that rural proofing (a government commitment to subjecting all its policies to scrutiny for rural relevance or bias) needs to reflect on its own assumptions as well as recognise contested paradigms of lifelong learning (as an umbrella term for all post school ‘adult learning’). It argues that the distinction between ‘rural’ and ‘urban’ needs to be mapped onto contested paradigms of lifelong learning, and, with them, seen in an historical context. Within New Labour, lifelong learning and rural governance are both subsets of a broader agenda that has to do with entrepreneurship and competitiveness; economic well-being and environmental quality; social inclusion, citizenship, civic participation and social engagement. It concludes that the new administrative and funding structures of lifelong learning may permit a closer strategic focus on perceived regional needs, particularly those to do with skills and employment. However they are unlikely to encourage a revival and re-focusing of non-vocational (and especially non-formal) learning opportunities. Moreover to the degree that the emphasis on widening participation and social inclusion may secure access to work for some, they do little in themselves to address structural problems of rural inequality and poverty. Current instrumental trends in lifelong learning are closely focused on perceived ‘human capital’ requirements but do not necessarily take into account the specific requirements either of rural enterprises or of the diversity of rural people and their needs. Any radical developments in rural areas will need to be part of a new rural settlement in which longstanding social and economic problems of rural areas are addressed

    Scott Copsey, Sue Walsh, Liam Fassam, Richard Southern, ‘Enhancing Rural Public Transport Accessibility Through Implementing a Smart Scan-on M Ticketing Solution: A United Kingdom Case Study Approach Within Rural Deregulated Environments’, paper presented at the European Transport Conference, Barcelona, Spain, 5-7 October, 2016.The aim of this paper is to demonstrate how two UK Local Authorities (Hertfordshire and Northamptonshire), the two Universities of Hertfordshire and Northampton and public transport providers have worked in partnership to develop a smart scan-on m-ticketing solution, that integrates into a wider ‘smart city’ solution delivering social good through connected value propositions. Based on the initial success of a Hertfordshire pilot, a specific objective of this work is to establish smart integrated multi-operator/modal solutions. This pilot is subsequently being collaboratively expanded upon, through the UK Department for Transport funded ‘Network Northamptonshire Total Transport’ initiative, a transformative project to improve connectivity, integration and accessibility for rural transport networks. This forms part of the recently signed ‘Heart of England’ economic tri-county alliance agreement, which aims to work collaboratively across three local authority regions (Buckinghamshire, Oxfordshire and Northamptonshire), consolidating £3bn of spending. This provides a further future platform for innovative transport solutions being rolled out across wider geographical areas. The initial Hertfordshire demonstrator pilot project explored how a ‘smart’ m-ticketing platform could provide a sustainable financial business model for implementing ticketing solutions for small and medium bus operators within rural Shires, outside of large urban settings. This unique project was the first scan-on bus mobile ticket product used in the UK (outside of London). It offers a partnership model and governance structure for local authorities, commercial operators and other stakeholders with an interest in integrated sustainable transport to take forward, and leads to the possibility of new, socially innovative models for procuring and delivering transport solutions. Initial user reactions have been positive, generating large digital data sets, analysis of which indicates rapid user uptake in comparison to other schemes. This data enables detailed analysis such as precise user geo-spatial distribution, supporting targeted marketing and route-specific promotions to encourage further service uptake. A critical success factor of the project was to target a reduction of on-bus cash handling by five per cent within the first 12 months. This would aid in reducing bus loading times, improve reliability and operator efficiencies. After an initial 16 month operational use, uptake growth in excess of 7 per cent of total revenue has been achieved, on specific routes the transfer to m-ticket has exceeded 12 per cent, with targets of 10 per cent of total cash to mobile conversion predicted by the middle of 2017, likely to be realised. The effectiveness of marketing campaigns, technical development aspects and implementation issues will be reported. These projects have a wider context. Public transport services in rural areas in England are deregulated, and have at present no effective statutory backing or ring-fenced funding. As a result, with reductions in funding to local authorities, funding for non-commercial bus services is being sharply reduced and many authorities are proposing to cease all funding for local bus services (Campaign for Better Transport, 2016). These projects may offer alternative cost-effective ways of providing local transport services in non-metropolitan areas, and thus provide the potential for unique future research opportunities. These include understanding the uptake of smart multi-modal solutions in rural areas to improve accessibility and connectivity through enhanced services for new users and for those with restricted or reduced mobility networks, whilst also offering efficiencies for operators. This research has added importance, because the UK Government is proposing legislation on bus services in England, which would confer significant extra powers on local authorities to intervene in the bus market in various ways. These projects may act as pathfinders for the use of these powers in non-metropolitan areas. Structures supporting a partnership approach involving all those with an interest in public transport are a critical part of improving rural connectivity and accessibility. Through the experience of establishing quality partnership models in Hertfordshire, this paper will go on to detail the subsequent work now underway developing a Social Enterprise model involving local government, universities, operators, health and education services in Northamptonshire, which will form the basis of the transformation of rural integrated sustainable transport delivery.Non peer reviewedSubmitted Versio

    Development of Beluga, Delphinapterus leucas, Capture and Satellite Tagging Protocol in Cook Inlet, Alaska

    Attempts to capture and place satellite tags on belugas, Delphinapterus leucas, in Cook Inlet, Alaska were conducted during late spring and summer of 1995, 1997, and 1999. In 1995, capture attempts using a hoop net proved impractical in Cook Inlet. In 1997, capture efforts focused on driving belugas into nets. Although this method had been successful in the Canadian High Arctic, it failed in Cook Inlet due to the ability of the whales to detect and avoid nets in shallow and very turbid water. In 1999, belugas were successfully captured using a gillnet encirclement technique. A satellite tag was attached to a juvenile male, which subsequently provided the first documentation of this species’ movements within Cook Inlet during the summer months (31 May–17 September)

    The corporate governance environment in the UK and US is generally thought to be hostile to the emergence of cooperative employment relations of the kind exemplified by labour-management partnerships. We discuss case study evidence from the UK which suggests that, contrary to this widespread perception, enduring and proactive partnerships may develop, in conditions where management can convince shareholders of the long-term gains from this approach, and where other regulatory factors operate to extend the time-horizon for financial returns.     Public procurement and access to justice: a legal and empirical study of the UK system

    This article presents the findings of an empirical study into suppliers’ behaviour in enforcing EU public procurement law in the UK - where there is a low level of procurement litigation – and the factors influencing this. The study indicates that most suppliers have not perceived any breaches of EU procurement law. It also indicates that, for cases where problems are perceived, recent reforms required by EU law have led to more complaints and legal actions, and enhanced the practical effectiveness of remedies. However, the study also reveals important remaining obstacles to litigation, in particular the high cost of High Court proceedings, fear of reprisals and (although to a lesser extent) the courts’ approach to interim relief. In the light of recent case law, these findings have interesting implications for the UK’s compliance with its EU obligations to provide effective supplier remedies, and suggest a need to consider a different approach

    Social media is commonly used by organizations to address customer service issues like complaints. For example, this is common in the airline industry, but not all organizations utilize it. However, the latest natural language processing (NLP) techniques can enable organizations to identify complaints—and other social media customer service opportunities—automatically. This exploratory work demonstrates a system for identifying complaints in social media using these NLP techniques that significantly improves upon the current state-of-the-art. We discuss implications for research, practice and future work

    Problem-Based Learning for a Lean Six Sigma Course

    A Lean Six Sigma and Supply Chain Management, MBA-level course, averaged 15 students per semester. A persistent issue was that, even with in-class exercises to develop theoretical understanding, students were often unable to analogize to real-world situations. By introducing problem-based learning (PBL) the instructor broadened the teaching methods by introducing a consulting project for a local food bank. The food bank’s warehouse had been open for six months but had already become unwieldy to manage. Course readings, lectures, and in-class Lego assembly exercises provided the scaffolding for building students’ mental frameworks. Then their frameworks were tested and reinforced through the consulting engagement enabling them to learn more than each alone could provide. In the course of the consulting commitment, students engaged in Gemba walks, performed several types of analyses (e.g., state, process, root cause, value chain, etc.), and, via PBL, identified problems and developed solutions to meet organizational goals, while applying theories and skills taught in the course

    Investigation of the origin of shallow gas in Outer Moray Firth open blocks 15/20c 15/25d (seabed-400 milliseconds two way time)

    1. Interpretations of the BGS shallow seismic data and commercial site investigation data show that gas is seeping from seabed in three large active pockmark complexes in approximately 150m or more water depth. The Challenger pockmark complex is in the north of block 15 / 25d, the Scanner pockmark complex is in the south of block 15 / 25d and the Scotia pockmark complex is adjacent and northeast of the Scanner pockmark. 2. A review of the peer-reviewed scientific publications indicates that the majority of the arguments, based on isotopic analyses, are for a predominantly biological origin for the gas seeping from the active pockmarks. There is not, however, a secure scientific consensus as to whether there is a primary origin for the gas. Thus the possibilities are that the gas originates from a shallow biogenic source, a deep thermogenic source or from mixtures of these sources. 3. Interpretations undertaken for this project indicate that gas seeping to seabed in the largest pockmarks is sited above the shoulders of buried sub-glacial channels. The gas seepages are fed from a laterally almost continuous blanket of buried gas-charged sediments situated between the sub-glacial channel margins at a depth interval of approximately 280-300ms two-way time (down to approximately120m below seabed). 4. An empirical conclusion is that loss of shallow gas from the gas-charged interval at approximately 280-300ms two-way time will cut off the supply of shallow gas to the active pockmarks. 5. The regional unconformity at the Crenulate Rreflector is the focus for shallow gas accumulation and it is a significant conduit for shallow gas ascending from depth to the east of the study area and into the study area
