    In the process of European integration, switching in 1999 to the third stageof Economic and Monetary Union, has intensified the need to coordinate economic andsectoral policies of the Member States.     Ultra-short pulse HiPIMS: a strategy to suppress arcing during reactive deposition of SiO2 thin films with enhanced mechanical and optical properties

    In this contribution, based on the detailed understanding of the processes’ characteristics during reactive high-power impulse magnetron sputtering (HiPIMS), we demonstrated the deposition of silicon oxide (SiO2) thin films with improved optical and mechanical performances. A strategy for stabilizing the arc-free HiPIMS of Si target in the presence of oxygen was investigated. Arcing was suppressed by suitable pulse configurations, ensuring good process stability without using any feedback control system. It was found that arcing can be significantly alleviated when ultra-short HiPIMS pulses are applied on the target. The optical and mechanical properties of SiO2 coatings deposited at various pulsing configurations were analyzed. The coatings prepared by ultra-short pulse HiPIMS exhibited better optical and mechanical performance compared to the coatings prepared by long pulse HiPIMS. The optimized SiO2 coatings on quartz substrates exhibited an average transmittance of 98.5% in the 190–1100-nm wavelength range, hardness of 9.27 GPa, hardness/Young’s modulus ratio of 0.138, and critical adhesion load of 14.8 N. The optical and mechanical properties are correlated with the film morphology, which is inherently related to energetic conditions and process stability during film growth.D.     Infected pancreatic necrosis: outcomes and clinical predictors of mortality. A post hoc analysis of the MANCTRA-1 international study

    : The identification of high-risk patients in the early stages of infected pancreatic necrosis (IPN) is critical, because it could help the clinicians to adopt more effective management strategies. We conducted a post hoc analysis of the MANCTRA-1 international study to assess the association between clinical risk factors and mortality among adult patients with IPN. Univariable and multivariable logistic regression models were used to identify prognostic factors of mortality. We identified 247 consecutive patients with IPN hospitalised between January 2019 and December 2020. History of uncontrolled arterial hypertension (p = 0.032; 95% CI 1.135-15.882; aOR 4.245), qSOFA (p = 0.005; 95% CI 1.359-5.879; aOR 2.828), renal failure (p = 0.022; 95% CI 1.138-5.442; aOR 2.489), and haemodynamic failure (p = 0.018; 95% CI 1.184-5.978; aOR 2.661), were identified as independent predictors of mortality in IPN patients. Cholangitis (p = 0.003; 95% CI 1.598-9.930; aOR 3.983), abdominal compartment syndrome (p = 0.032; 95% CI 1.090-6.967; aOR 2.735), and gastrointestinal/intra-abdominal bleeding (p = 0.009; 95% CI 1.286-5.712; aOR 2.710) were independently associated with the risk of mortality. Upfront open surgical necrosectomy was strongly associated with the risk of mortality (p < 0.001; 95% CI 1.912-7.442; aOR 3.772), whereas endoscopic drainage of pancreatic necrosis (p = 0.018; 95% CI 0.138-0.834; aOR 0.339) and enteral nutrition (p = 0.003; 95% CI 0.143-0.716; aOR 0.320) were found as protective factors. Organ failure, acute cholangitis, and upfront open surgical necrosectomy were the most significant predictors of mortality. Our study confirmed that, even in a subgroup of particularly ill patients such as those with IPN, upfront open surgery should be avoided as much as possible. However, ensuring data confidentiality and preserving inference integrity is costly due to the mismatch between traditional security methods and ML demands. This thesis proposes an innovative ML-specific security solution, focusing on a neural network accelerator-enhanced field-programmable gate array (FPGA) developed with a partner company. Using industry-ready cores we have designed a Secure Gateway architecture that takes advantage of the inherent memory access patterns to provide basic security at a much lower cost than the general methods could. The Secure Gateway is placed between the DRAM and the main CPU with the attached accelerator. While there still are some scenarios where limitations appear we showed that security can be implemented based solely on security primitives

    COVID-19 Pandemic and Its Effects on the Usage of Information Technologies in the Construction Industry: The Case of Romania

    The COVID-19 pandemic has made the world face a whole new reality, and the measures taken for slowing the spread of the disease included social distancing, as well as national, regional, or local lockdowns and restrictions regarding the movement of people. For such an important sector of the Romanian economy as the construction industry, the restrictive measures imposed by the authorities led to postponing, delaying, or stopping the current projects. This paper aims at investigating the main effects of the COVID-19 pandemic on the Romanian construction sector, as well as the role of the digitalization process in mitigating the negative impact on the companies activating in this domain, in the context of the current levels of use of information technologies. The research involved the use of qualitative (exploratory in-depth interviews) and quantitative (online surveys applied to members of the local building sector, such as engineers, architects, contractors, and managers) data collection methods, respectively descriptive statistics for data categorization and interpretation. In general, the Romanian construction sector was only slightly affected, with the most significant negative effects being the delays and cost overrun due to safety and health issues. This paper is one of the first studies to explore and assess the effects of COVID-19 on the Romanian construction industry and the role of digitalization in reducing the pandemic impact. The main findings reveal that the companies in this industry that have a high digitalization degree overpassed in a smoother manner the current pandemic situation
