    Statutory Assessment of the class? Supporting the additional needs of the learning context

    This paper considers issues of funding of support for students facing difficulties in learning, and the role of assessment and labelling within this process. It explores the tensions within this process using a Foucauldian framework, and from the key perspectives of social justice and rights. Drawing on a range of literature it identifies the focus upon the individual within assessment processes around the world, and then considers in detail the strengths and weaknesses of the current form of Statutory Assessment of Special Educational Needs within England. The paper proposes an alternative funding system that resolves shortcomings within the individual approach and the English system. It suggests that a Class Funding Approach could build on a notion of justice for all, reduce the opportunities for wide variations in provision, and minimise the negative impact of current dividing practices

    Orientalising deafness: race and disability in imperial Britain

    This article explores the conflations and connections that postcolonial and disability scholars have drawn between ‘race’, ‘colonialism’ and ‘disability’ from a historical perspective. By looking at the connections drawn between ‘race’ and ‘disability’ in the context of nineteenth-century imperial Britain, I hope to probe beyond them to examine the origins and implications of their interplay. I do so by focusing on ideas about deafness, an impairment radically reconfigured in the colonial period, and inflected with concerns about degeneration, belonging, heredity and difference. Disability, I argue, not only operated as an additional ‘category of difference’ alongside ‘race’ as a way of categorising and subjugating the various ‘others’ of Empire, but intersected with it. The ‘colonisation’ of disabled people in Britain and the ‘racial other’ by the British were not simply simultaneous processes or even analogous ones, but were part and parcel of the same cultural and discursive system. The colonising context of the nineteenth century, a period when British political, economic and cultural expansion over areas of South Asia, Australasia and Africa increased markedly, structured the way in which all forms of difference were recognised and expressed, including the difference of deafness. So too did the shifts in the raced and gendered thinking that accompanied it, as new forms of knowledge were developed to justify, explain and contest Britain's global position and new languages were developed through which to articulate otherness. Such developments reconfigured the meaning of disability.     Consumer vulnerability and the transformative potential of Internet shopping: An exploratory case study

    Ten million individuals in the UK who suffer from long-term illness, impairments or disability can be considered as vulnerable consumers (Office for Disability Issues, 2010). Despite this, there are few studies on the use of the Internet for grocery shopping by the disabled and none which offers an understanding of the multiple facets of consumer vulnerability. The purpose of this study is to contextualise the use of the Internet for grocery shopping using an exploratory case to provide fresh insights into the 'actual' vulnerability of "Danni" – a disabled housewife and mother. The consumer focussed methods used here were combined multiple complementary approaches. The findings illustrate that whilst the use of the Internet reduces the impracticalities of shopping in-store, the normalcy afforded to Danni through shopping in-store (including her sense of self) was not met by the technological offerings. The paradoxes associated with using online provision and the strategies adopted to manage these by Danni demonstrate engagement/disengagement and assimilation/isolation. Policy implications and insights for retailers are provided

    Disability Policies in France: Changes and Tensions between the Category-based, Universalist and Personalized Approaches

    In this article, the authors show that the current French disability policy is traversed by conflicts between three different approaches to disability which came about at different periods in history. They begin by looking at the origins of disability policy in France. This policy was developed during the 20th century, from notions of repair, indemnification and compensation through rehabilitation. It became institutionalized in 1975, when two laws were passed, giving it the form of a category-based policy. Between 1970 and 2000, affected by the international situation, this policy came into conflict with a universalist policy. More recently there has been a desire to develop a personalized approach. Finally, the authors use two examples (taken from recent debates on the implementation in France of the new law of 11 February 2005) to show the tensions that have led to the coexistence of these three approaches within current disability policy
