The Duration of Spells on Welfare and Off-welfare among Lone Mothers in Ontario

This paper provides a first look at the dynamics of social assistance use among lone mothers in Ontario. We use an administrative caseload data set to analyse the relationship between the duration of spells, both on welfare and off welfare, and a series of factors including the clients’ personal characteristics, their history of welfare use, the duration of current spells, labour market conditions and social assistance benefit levels. We find mixed evidence concerning the key policy question of the scarring or stigmatizing effects of welfare, that is, a “welfare trap”. There is evidence that the likelihood of exiting welfare declines during the first year of a spell. The support is weakest, however, in our preferred specification. There is more consistent evidence that the likelihood of returning to welfare declines during the first year after an exit, that is, staying off the rolls has the beneficial effect of making recidivism less likely. Clients who have spent more months on welfare in the past (controlling for age) do appear to have somewhat longer future spells on welfare and to return more quickly to the rolls once they leave, but the magnitude of this effect is very small. The length of both welfare and off-welfare spells is very sensitive to the levels of welfare benefits. Most of the other coefficients have significant effects of the expected sign. Welfare spells tend to be longer for those lone mothers who are younger, poorly educated, never married, not employable and for those who have more and younger children. Spell lengths also increase with the level of the unemployment rate and decrease with the level of the minimum wage. Off-welfare spells tend to be shorter (the return to welfare more rapid) for those lone mothers who are older, never married, not employable and who have very young children. Off- welfare spells are longer when the minimum wage is higher.

The Role of Boards in Reviewing Information Technology Governance (ITG) as Part of Organizational Control Environment Assessments

IT Governance (ITG) is an important topic as US companies must now monitor ITG under the provisions of the Sarbanes-Oxley Act (2002) (Hoffmann, 2003). Trites (2003) indicates that directors are responsible for strategic planning, internal control structures and business risk. The control environment is defined in Australian Auditing Standard AUS 402 to mean "the overall attitude, awareness and actions of management regarding internal control and its importance to the entity". This paper contributes to the knowledge of ITG by forming an integrated ITG Literature (IIL) which links prior research to four key dimensions of ITG. The paper presents a review of literature on ITG performance measurement systems which assess the ability of organizations to achieve these four ITG dimensions. A revised ITG Dimensions Model offered for consideration. The final contribution of the paper is to propose critical issues Boards should consider as part of their assessment of organizational control environments

Disciplinary Differences, Rhetorical Resonances: Graduate Writing Groups Beyond the Humanities

When we first established graduate student writing groups across the curriculum at Ohio University in the summer of 2003, we had several goals and outcomes in mind. Initially, we understood the usefulness of these groups as outreach projects to students and faculty in disciplines outside of English and the humanities–in other words, departments that are not always closely affiliated with our writing center. Second, we had a strong desire to help frustrated and often very lonely graduate research writers gain a greater sense of control and authority over their professional projects. Through our work with graduate students across the curriculum, each of us had noticed the gap in our current system of education where, as Carrie Shively describes, “expertise has been formally separated into domain knowledge and rhetorical knowledge. As a consequence, novices may have access to domain knowledge without access to rhetorical knowledge” (56). Given this separation between domain knowledge and rhetorical knowledge, we realized that graduate student writing groups could serve to bridge this gap between the conventions of discourse that are specific to each discipline and the conventions of writing that exist across different disciplines.University Writing Cente

Could Television Streaming Sites Lead the Charge for Film-Induced Tourism Post COVID?

By focusing on television film-induced tourists, this chapter will contribute to a better understanding of tourist behaviour in relation to motivations for travel to filming locations. The chapter combines, analyses, and critiques the main debates raised by key authors in relation to identifying the motivational factors that prompt site-specific film tourism as well as providing contributions from this author’s 2016 research on television film-induced tourism in Ireland. The chapter is divided into the following sections: a brief history of film and television and a review and discussion on film tourism, a breakdown of the different categories of film tourist and a summation of the various motivations for television induced film tourism, followed by an insight into the concept of authenticity in film tourism studies and the use of technologies such as virtual reality and augmented reality as a means to provide a more immersive experience post COVID-19

The Mommy Track: The Consequences of Gender Ideology and Aspirations on Age At First Motherhood

While there is extensive and compelling evidence that growing up in an impoverished background leads to early fertility, few studies explain why early socioeconomic disadvantage leads to early childbearing. Using data from the National Longitudinal Survey of Youth, I test whether gender ideology, as well as educational and occupational aspirations, mediates the connection between poverty and teen fertility patterns. Traditional gender ideology depresses age at first motherhood. Adolescent aspirations appear to act as protective factors in the production of early pregnancy

Eliciting Preferences for Resource Allocation in Health Care

Willingness-to-pay (WTP) studies are increasingly being used in the evaluation of health care programmes and, although less frequently, for priority setting in health care. The usefulness of willingness-to-pay as a discriminatory tool for priority setting is considered in this paper for three different health care programmes in Ireland: cancer, cardiovascular and community care. While the resulting estimates are consistent with respondents’ rankings of the programmes, there is no statistical difference among the three programmes in terms of WTP. In considering marginal changes to existing health care programmes people consider their rankings of the programmes and the existing capacity of each programme. People are also more concerned with the gains to themselves of expanding various health care programmes than with wider issues of access or fairness.

Inevitable Forces: Deciphering the Environment

My work is a response to my surroundings, the relationship between man and nature, and my perception of human impact on the environment. I compare the sprawl of cities that overtake the surrounding countryside to the spreading of microscopic bacteria and disease. My observation of the destruction of the environment and other uncontrollable events that perpetuate fear, such as passage of time, death, and growth, is visualized through the combination of two opposing forces: structure (controlled) and organic (uncontrolled). My use of printmaking processes parallels these concepts of control or lack of control. Lithography, intaglio, silkscreen and relief are closely linked to the use of hand-drawn elements and the hand of the artist. The use of the artist\u27s hand directs the work back to my futile individual attempts to structure and control aspects of nature (both micro and macroscopic) that provoke apprehension
