    Measurement of macroscopic plasma parameters with a radio experiment: Interpretation of the quasi-thermal noise spectrum observed in the solar wind

    The ISEE-3 SBH radio receiver has provided the first systematic observations of the quasi-thermal (plasma waves) noise in the solar wind plasma. The theoretical interpretation of that noise involves the particle distribution function so that electric noise measurements with long antennas provide a fast and independent method of measuring plasma parameters: densities and temperatures of a two component (core and halo) electron distribution function have been obtained in that way. The polarization of that noise is frequency dependent and sensitive to the drift velocity of the electron population. Below the plasma frequency, there is evidence of a weak noise spectrum with spectral index -1 which is not yet accounted for by the theory. The theoretical treatment of the noise associated with the low energy (thermal) proton population shows that the moving electrical antenna radiates in the surrounding plasma by Carenkov emission which becomes predominant at the low frequencies, below about 0.1 F sub P

    Using Market-Based Spectrum Policy to Promote the Public Interest

    With the increasing demand for spectrum to accommodate emerging technologies, and the discovery that higher frequencies are usable, the FCC has replaced its reliance on administrative mechanisms for allocating spectrum with a more flexible, market-based approach. The FCC can best accomplish its mission of promoting the public interest by continuing to rely on competitive market forces and by establishing a clear and consistent paradigm for approaching allocation, assignment, usage, and other policies. Such a paradigm envisions an FCC that would actively monitor spectrum to remedy situations in which it is not used to its full value; establish mechanisms to reduce new services\u27 need for immediate secondary market transactions; set and enforce minimally restrictive baseline rules governing interference and health effects; maximize the amount of spectrum available to users; and, in some cases, intervene in markets to correct significant market failures

    Clock synchronization with dispersion cancellation

    The dispersion cancellation feature of pulses which are entangled in frequency is employed to synchronize clocks of distant parties. The proposed protocol is insensitive to the pulse distortion caused by transit through a dispersive medium. Since there is cancellation to all orders, also the effects of slowly fluctuating dispersive media are compensated.     Value: a framework for radiation oncology

    In the current health care system, high costs without proportional improvements in quality or outcome have prompted widespread calls for change in how we deliver and pay for care. Value-based health care delivery models have been proposed. Multiple impediments exist to achieving value, including misaligned patient and provider incentives, information asymmetries, convoluted and opaque cost structures, and cultural attitudes toward cancer treatment. Radiation oncology as a specialty has recently become a focus of the value discussion. Escalating costs secondary to rapidly evolving technologies, safety breaches, and variable, nonstandardized structures and processes of delivering care have garnered attention. In response, we present a framework for the value discussion in radiation oncology and identify approaches for attaining value, including economic and structural models, process improvements, outcome measurement, and cost assessment

    Type 2 solar radio events observed in the interplanetary medium. Part 1: General characteristics

    Twelve type 2 solar radio events were observed in the 2 MHz to 30 kHz frequency range by the radio astronomy experiment on the ISEE-3 satellite over the period from September 1978 to December 1979. These data provide the most comprehensive sample of type 2 radio bursts observed at kilometer wavelengths. Dynamic spectra of a number of events are presented. Where possible, the 12 events were associated with an initiating flare, ground based radio data, the passage of a shock at the spacecraft, and the sudden commencement of a geomagnetic storm.     Making Good Lawyers

    Today, the criticism of law schools has become an industry. Detractors argue that legal education fails to effectively prepare students for the practice of law, that it is too theoretical and detached from the profession, that it dehumanizes and alienates students, too expensive and inapt in helping students develop a sense of professional identity, professional values, and professionalism. In this sea of criticisms it is hard to see the forest from the trees. “There is so much wrong with legal education today,” writes one commentator, “that it is hard to know where to begin.” This article argues that any reform agenda will fall short if it does not start by recognizing the dominant influence of the culture of autonomous self-interest in legal education. Law schools engage in a project of professional formation and instill a very particular brand of professional identity. They educate students to become autonomously self-interested lawyers who see their clients and themselves as pursuing self-interest as atomistic actors. As a result, they understand that their primary role is to serve as neutral partisans who promote the narrow self-interest of clients without regard to the interests of their families, neighbors, colleagues, or communities and to the exclusion of counseling clients on the implications of those interests. They view as marginal their roles as an officer of the legal system and as a public citizen and accordingly place a low priority on traditional professional values, such as the commitment to the public good, that conflict with their primary allegiance to autonomous self-interest. In this work of professional formation, law schools are reflecting the values and commitments of the autonomously self-interested culture that is dominant in the legal profession. Therefore, even if law schools sought to form a professional identity outside of the mold of autonomous self-interest, such a commitment would require much more than curricular reform. It would, at minimum, require the construction of a persuasive alternative understanding of the lawyer’s role. The article seeks to offer such an understanding grounded in a relational perspective on lawyers and clients. Part I offers workable definitions of professionalism and professional identity that enable an informed discussion of the formation of professional identity in and by law schools. Part II explores what and how legal education teaches students showing that both institutionally (at the law school level) and individually (at the law professor level) legal education is proactively engaged in the formation of a professional identity of autonomous self-interest. Part II further explains that its dominance in legal education notwithstanding, autonomous self-interest is but one, often unpersuasive, account of professionalism and professional identity. Part III turns to the competing vision of relationally self-interested professionalism and professional identity and develops an outline for legal education grounded in these conceptions. Because legal education reflects a deep commitment to the dominant culture of autonomous self-interest, it is unlikely that reform proposals that are inconsistent with that culture are likely to succeed in the near future. Yet proposing an alternative account of professional identity that exposes the assumptions of the dominant culture, explains their limitations, and develops a more persuasive understanding is a necessary step toward providing a workable framework for reformers committed to promoting professional values in the long term
