    Parties, promiscuity and politicisation: business-political networks in Poland

    Research on post-communist political economy has begun to focus on the interface between business and politics. It is widely agreed that informal networks rather than business associations dominate this interface, but there has been very little systematic research in this area. The literature tends to assume that a politicised economy entails business-political networks that are structured by parties. Theoretically, this article distinguishes politicisation from party politicisation and argues that the two are unlikely to be found together in a post-communist context. Empirically, elite survey data and qualitative interviews are used to explore networks of businesspeople and politicians in Poland. Substantial evidence is found against the popular idea that Polish politicians have business clienteles clearly separated from each other according to party loyalties. Instead, it is argued that these politicians and businesspeople are promiscuous. Since there seems to be little that is unusual about the Polish case, this conclusion has theoretical, methodological, substantive and policy implications for other post-communist countries

    On the Heisenberg invariance and the Elliptic Poisson tensors

    We study different algebraic and geometric properties of Heisenberg invariant Poisson polynomial quadratic algebras. We show that these algebras are unimodular. The elliptic Sklyanin-Odesskii-Feigin Poisson algebras qn,k(E)q_{n,k}(\mathcal E) are the main important example. We classify all quadratic HH-invariant Poisson tensors on Cn{\mathbb C}^n with n6n\leq 6 and show that for n5n\leq 5 they coincide with the elliptic Sklyanin-Odesskii-Feigin Poisson algebras or with their certain degenerations.Comment: 14 pages, no figures, minor revision, typos correcte

    Together forever? Explaining exclusivity in party-firm relations

    Parties and firms are the key actors of representative democracy and capitalism respectively and the dynamic of attachment between them is a central feature of any political economy. This is the first article to systematically analyse the exclusivity of party-firm relations. We consider exclusivity at a point in time and exclusivity over time. Does a firm have a relationship with only one party at a given point in time, or is it close to more than one party? Does a firm maintain a relationship with only one party over time, or does it switch between parties? Most important, how do patterns of exclusivity impact on a firm’s ability to lobby successfully? We propose a general theory, which explains patterns of party-firm relations by reference to the division of institutions and the type of party competition in a political system. A preliminary test of our theory with Polish survey data confirms our predictions, establishing a promising hypothesis for future research

    The effect of urban green spaces on house prices in Warsaw

    In the paper, we analysed the impact of proximity to urban green areas on apartment prices in Warsaw. The data-set contained in 43 075 geo-coded apartment transactions for the years 2010 to 2015. In this research, the hedonic method was used in Ordinary Least Squares (OLS), Weighted Least Squares (WLS) and Median Quantile Regression (Median QR) models. We found substantial evidence that proximity to an urban green area is positively linked with apartment prices. On an average presence of a green area within 100 meters from an apartment increases the price of a dwelling by 2,8% to 3,1%. The effect of park/forest proximity on house prices is more significant for newer apartments than those built before 1989. We found that proximity to a park or a forest is particularly important (and has a higher implicit price as a result) in the case of buildings constructed after 1989. The impact of an urban green was particularly high in the case of a post-transformation housing estate. Close vicinity (less than 100 m distance) to an urban green increased the sales prices of apartments in new residential buildings by 8,0–8,6%, depending on a model

    Governing drug reimbursement policy in Poland: The role of the state, civil society, and the private sector

    This article investigates the distribution of power in Poland’s drug reimbursement policy in the early 2000s. We examine competing theoretical expectations suggested by neopluralism, historical institutionalism, corporate domination, and clique theory of the post-communist state, using data from a purposive sample of 109 semi-structured interviews and documentary sources. We have four concrete findings. First, we uncovered rapid growth in budgetary spending on expensive drugs for narrow groups of patients. Second, to achieve these favorable policy outcomes drug companies employed two prevalent methods of lobbying: informal persuasion of key members of local cliques and endorsements expressed by patient organizations acting as seemingly independent “third parties.” Third, medical experts were co-opted by multinational drug companies because they relied on these firms for scientific and financial resources that were crucial for their professional success. Finally, there was one-way social mobility from the state to the pharmaceutical sector, not the “revolving door” pattern familiar from advanced capitalist countries, with deleterious consequences for state capacity. Overall, the data best supported a combination of corporate domination and clique theory: drug reimbursement in Poland was dominated by Western multinationals in collaboration with domestically based cliques.Piotr Ozieranski is indebted to the Department of Sociology, University of Cambridge and St Edmund’s College for research grants

    Embracing the Market: Entry into Self-Employment in Transitional China, 1978-1996

    This paper introduces labor market transition as an intervening process by which the macro institutional transition to a market economy alters social stratification outcome. Rather than directly addressing income distribution, it examines the pattern of workers’ entry into self-employment in reform-era China (1978-1996), focusing on rural-urban differences and the temporal trend. Analyses of data from a national representative survey in China show that education, party membership and cadre status all deter urban workers’ entry into self-employment, while education promotes rural workers’ entry into self-employment. As marketization proceeds, the rate of entry into self-employment increases in both rural and urban China, but urban workers are increasingly more likely to take advantages of the new market opportunities. In urban China, college graduates and cadres are still less likely to be involved in self-employment, but they are becoming more likely to do so in the later phase of reform.     Irreducible Representations of the 4-dimensional Sklyanin Algebra at points of infinite order

    In 1982 E.K. Sklyanin [13] defined a family of graded algebras A(E; ), depending on an elliptic curve E and a point 2 E which is not 4-torsion. Basic properties of these algebras were established in [16], and a study of their representation theory was begun in [7]. The present paper classifies the finite dimensional simple A-modules when is a point of infinite order. Sklyanin [14] defines for each k 2 N a representation of A in a certain k-dimensional subspace of theta functions of order 2(k \Gamma 1): We prove that these are irreducible representations, and that any other simple module is obtained by twisting one of these by an automorphism of A. The automorphism group of A is explicitly computed. The method of proof relies on results in [7]. In particular, it is proved that every finite dimensional simple module is a quotient of a line module. An important part of the analysis is a determination of the 1-critical A-modules, and the fact that such a module is (equivalent to) a quotient of a line module by a shifted line module.
