    Fermions scattering in a three dimensional extreme black hole background

    The absorption cross section for scattering of fermions off an extreme BTZ black hole is calculated. It is shown that, as in the case of scalar particles, an extreme BTZ black hole exhibits a vanishing absorption cross section, which is consistent with the vanishing entropy of such object. Additionally, we give a general argument to prove that the particle flux near the horizon is zero. Finally we show that the {\it reciprocal space} introduced previously in \cite{gm} gives rise to the same result and, therefore, it could be considered as the space where the scattering process takes place in an AdS spacetime.Comment: 15 pages, RevTex4.     Physical restraint in residential child care : the experiences of young people and residential workers

    There have long been concerns about the use of physical restraint in residential care. This paper presents the findings of a qualitative study which explores the experiences of children, young people and residential workers about physical restraint. The research identifies the dilemmas and ambiguities for both staff and young people, and participants discuss the situations where they feel physical restraint is appropriate as well as their concerns about unjustified or painful restraints. They describe the negative emotions involved in restraint but also those situations where, through positive relationships and trust, restraint can help young people through unsafe situations

    Casimir Energies for Spherically Symmetric Cavities

    A general calculation of Casimir energies --in an arbitrary number of dimensions-- for massless quantized fields in spherically symmetric cavities is carried out. All the most common situations, including scalar and spinor fields, the electromagnetic field, and various boundary conditions are treated with care. The final results are given as analytical (closed) expressions in terms of Barnes zeta functions. A direct, straightforward numerical evaluation of the formulas is then performed, which yields highly accurate numbers of, in principle, arbitrarily good precision.Comment: 18 pages, LaTeX, sub. Ann.     Social Value of Marine and Coastal Protected Areas in England and Wales.

    The U.K. government is committed to establishing a coherent network of marine protected areas by 2012 and the recentMarine and Coastal Access Act, 2009 will designate marine conservation zones and provide wider access rights to the coast. To fulfill these goals, this article argues the need for a clearer, shared understanding of the social value of protected areas in creating new designations and managing existing ones. Although marine and coastal environments attract many people and are vitally important in terms of realized and potential social value, the majority of the public in the United Kingdom lacks understanding and awareness regarding them. Combined with this, the social value of marine and coastal protected areas (MCPAs) have been largely ignored relative to conservation and economics, with the latter invariably taking precedence in environmental policymaking. Social value reflects the complex, individual responses that people experience in a given place. Many reasons determine why one area is valued above another, and this research investigates the social value of MCPAs from a practitioner’s perspective through a series of interviews. Understanding why we “socially” value MCPAs will ultimately equip managers with an informed understanding of these spaces, influence management decisions, and, potentially, policymaking. This article defines social value in the context of MCPAs in England and Wales from a practitioner perspective, explores key concepts, and suggests possible improvements in decision-making

    A cost-effective heuristic to schedule local and remote memory in cluster computers

    Cluster computers represent a cost-effective alternative solution to supercomputers. In these systems, it is common to constrain the memory address space of a given processor to the local motherboard. Constraining the system in this way is much cheaper than using a full-fledged shared memory implementation among motherboards. However, memory usage among motherboards can be unfairly balanced. On the other hand, remote memory access (RMA) hardware provides fast interconnects among the motherboards of a cluster. RMA devices can be used to access remote RAM memory from a local motherboard. This work focuses on this capability in order to achieve a better global use of the total RAM memory in the system. More precisely, the address space of local applications is extended to remote motherboards and is used to access remote RAM memory. This paper presents an ideal memory scheduling algorithm and proposes a cost-effective heuristic to allocate local and remote memory among local applications. Compared to the devised ideal algorithm, the heuristic obtains the same (or closely resembling) results while largely reducing the computational cost. In addition, we analyze the impact on the performance of stand alone applications varying the memory distribution among regions (local, local to board, and remote). Then, this study is extended to any number of concurrent applications.     Trends in healthy life expectancy in Hong Kong SAR 1996–2008

    Although Hong Kong has one of the best life expectancy (LE) records in the world, second only to Japan for women, we know very little about the changes in the health status of the older adult population. Our article aims to provide a better understanding of trends in both chronic morbidity and disability for older men and women. The authors compute chronic morbidity-free and disability-free life expectancy and the proportion of both in relation to total LE using the Sullivan method to examine whether Hong Kong older adults are experiencing a compression of morbidity and disability and whether there is any gender difference in relation to mortality and morbidity. The results of this study show that Hong Kong women tend to outlive Hong Kong men but are also more likely to suffer from a ‘double disadvantage’, namely more years of life with more chronic morbidity and disability. There has also been a significant expansion of chronic morbidity, as chronic morbidity-free life expectancy (CMFLE) decreased substantially for both genders from 1996 to 2008. Although disability-free life expectancy (DFLE) increased during this period, it increased at a slower pace compared to LE. The proportion of life without chronic morbidity also declined remarkably during these 12 years. Among the advanced ages, the proportion of remaining life in good health without disability has decreased since 1996, indicating a relative expansion of disability

    Professionalization of a nonstate actor

    Can nonstate militants professionalize? That is the core question of this piece. Discussions of professionalism have spread to the state military from civilian professions such as education, medicine, and law. This piece examines whether nonstate actors exhibit the same fundamental processes found within these state-based organizations. These fundamentals are the creation of a recognized internal ethos, which acts as a collective standard for those involved. A commitment to expertise and the punishment of those who do not reach these collective expectations reinforce this ethos. To answer this question, this piece examines the development of the Provisional Irish Republican Army (PIRA) during the Troubles. It highlights consistencies and inconsistencies with traditional forces and argues that groups like the PIRA can professionalize and increase their effectiveness in doing so. This widens the field of professionalism studies and provides an additional lens through which to examine nonstate groups

    Leveraging human capital to reduce maternal mortality in India: enhanced public health system or public-private partnership?

    Developing countries are currently struggling to achieve the Millennium Development Goal Five of reducing maternal mortality by three quarters between 1990 and 2015. Many health systems are facing acute shortages of health workers needed to provide improved prenatal care, skilled birth attendance and emergency obstetric services – interventions crucial to reducing maternal death. The World Health Organization estimates a current deficit of almost 2.4 million doctors, nurses and midwives. Complicating matters further, health workforces are typically concentrated in large cities, while maternal mortality is generally higher in rural areas. Additionally, health care systems are faced with shortages of specialists such as anaesthesiologists, surgeons and obstetricians; a maldistribution of health care infrastructure; and imbalances between the public and private health care sectors. Increasingly, policy-makers have been turning to human resource strategies to cope with staff shortages. These include enhancement of existing work roles; substitution of one type of worker for another; delegation of functions up or down the traditional role ladder; innovation in designing new jobs;transfer or relocation of particular roles or services from one health care sector to another. Innovations have been funded through state investment, public-private partnerships and collaborations with nongovernmental organizations and quasi-governmental organizations such as the World Bank. This paper focuses on how two large health systems in India – Gujarat and Tamil Nadu – have successfully applied human resources strategies in uniquely different contexts to the challenges of achieving Millennium Development Goal Five
