    The Demand for Military Expenditure in Developing Countries: Hostility versus Capability

    This paper has considers the interpretation of the empirical results of the developing literature on the demand for military spending that specifies a general model with arms race and spillover effects and estimates it on cross-section and panel data. It questions whether it is meaningful to talk of an ‘arms race’ in panel data or cross-section data, and suggests that it may be more appropriate to talk about the relevant variables – aggregate military spending of the ‘Security Web’ (i.e. all neighbours and other security-influencing powers) and the aggregate military spending of ‘Potential Enemies’– as acting as proxies for threat perceptions, which will reflect both hostility and capability.Military Spending, Developing Countries, Demand.

    At this year\u27s annual Alumni Weekend, colleagues, family, friends, and former students of the inimitable Professor Harry Pratter, who died in March 2002, gathered to share their recollections of his life and career. Pratter, who was born in the Ukraine and emigrated to the United States as a child, began teaching at the Law School in 1950, after earning his JD from the University of Chicago. He taught many different subjects, including Commercial Law, Negotiable Instruments, Conflicts of Law, Contracts, Torts, and Family Law. But more fundamentally, he taught life, according to Professor Fred Aman, longtime dean of the school. For Harry, says Aman, there was no such thing as just a legal problem. There were only human problems with which the law must deal. The following remembrances were presented by Pratter\u27s former students

    Comparison of the Sentinel-3A and B SLSTR Tandem Phase Data using metrological principles

    The Sentinel 3 mission is part of the Copernicus programme space segment and has the objective of making global operational observations of ocean and land parameters with its four onboard sensors. Two Sentinel 3 satellites are currently on orbit, providing near-daily global coverage. Sentinel 3A was launched on 16 February 2016 and Sentinel 3B on 25 April 2018. For the early part of its operation, Sentinel 3B flew in tandem with Sentinel 3A, flying 30 seconds ahead of its twin mission. This provided a unique opportunity to compare the instruments on the two satellites, and to test the per pixel uncertainty values in a metrologically-robust manner. In this work we consider the tandem-phase data from the infrared channels of one of the onboard instruments: the Sea and Land Surface Temperature Radiometer, SLSTR. A direct comparison was made of both the Level 1 radiance values and the Level 2 sea surface temperature values derived from those radiances. At Level 1 the distribution of differences between the sensor values were compared to the declared uncertainties for data gridded on to a regular latitude-longitude grid with propagated pixel uncertainties. The results showed good overall radiometric agreement between the two sensors, with mean differences of ∼0.06 K, although there was a scene-temperature dependent difference for the oblique view that was consistent with what was expected from a stray light effect observed pre-flight. We propose a means to correct for this effect based on the tandem data. Level 1 uncertainties were found to be representative of the variance of the data, expect in those channels affected by the stray light effect. The sea surface temperature results show a very small difference between the sensors that could be in part due to the fact that the Sentinel-3A retrieval coefficients were also applied to the Sentinel-3B retrieval because the Sentinel-3B coefficients are not currently available. This will lead to small errors between the S3A and S3B retrievals. The comparison also suggests that the retrieval uncertainties may need updating for two of the retrieval processes, that there are extra components of uncertainty related the quality level and the probability of cloud that should be included. Finally, a study of the quality flags assigned to sea surface temperature pixel values provided valuable insight into the origin of those quality levels and highlighted possible uncertainties in the defined quality level

    The associations between self-reported depression, self-reported chronic inflammatory conditions and cognitive abilities in UK Biobank

    Background: Depression and chronic inflammatory medical conditions have been linked to impaired cognitive ability. However despite frequent comorbidity, their combined association with cognitive ability has rarely been examined. Methods: This study examined associations between self-reported depression and chronic inflammatory diseases and their interaction with cognitive performance in 456,748 participants of the UK Biobank, adjusting for sociodemographic and lifestyle factors. Numbers with available data ranged from 94,899 to 453,208 depending on the cognitive test. Results: Self-reported depression was associated with poorer performance compared to controls in several cognitive tests (fully adjusted models, reaction time: B = 6.08, 95% CI = 5.09, 7.07; pairs matching: incidence rate ratio = 1.02, 95% CI = 1.02, 1.03; Trail Making Test B: B = 1.37, 95% CI = 0.88, 1.87; Digit Symbol Substitution Test (DSST): B = −0.35, 95% CI = −0.44, −0.27). Self-reported chronic inflammatory conditions were associated with slower reaction time (B = 3.79, 95% CI = 2.81, 4.78) and lower DSST scores (B = −0.21, 95% CI = −0.30, −0.13). No interaction effects were observed. Discussion: In this large, population-based study we provide evidence of lower cognitive performance in both depression and a comprehensive category of chronic inflammatory conditions. Results are consistent with additive effects of both types of disorder on cognitive ability. Clinicians should be aware of such effects, particularly as cognitive impairment is linked to poorer disease outcomes and quality of life

    Background The purpose of this study was to determine the cardiac safety and clinical activity of trastuzumab and bevacizumab with docetaxel after epirubicin with cyclophosphamide (EC) in patients with HER2-positive locally advanced breast cancer (LABC) or pathologic stage 3 breast cancer (PS3BC). Patients and Methods Patients received every 3 week treatment with 4 cycles of EC (90/600 mg/m2) followed by 4 cycles of docetaxel (100 mg/m2). Targeted therapy with standard-dose trastuzumab with bevacizumab 15 mg/kg was given for a total of 1 year. Coprimary end points were (1) rate of cardiac events (CEs) in all patients defined as clinical congestive heart failure with a significant decrease in left ventricular ejection fraction or cardiac deaths; and (2) pathologic complete response (pCR) in breast and nodes in the neoadjuvant cohort. An independent cardiac review panel determined whether criteria for a CE were met. Results A total of 105 patients were accrued, 76 with LABC treated with neoadjuvant therapy and 29 with PS3BC treated with adjuvant therapy. Median follow-up was 59.2 months. Among 99 evaluable patients for cardiac safety, 4 (4%; 95% confidence interval [CI], 1.1%-10.0%) met CE criteria. The pCR percentage in LABC patients was 46% (95% CI, 34%-59%). Five-year recurrence-free survival (RFS) and overall survival (OS) for all patients was 79.9% and 90.8%, respectively. Conclusion The regimen met predefined criteria for activity of interest with an acceptable rate of CEs. Although the pCR percentage was comparable with chemotherapy regimens with trastuzumab alone the high RFS and OS are of interest in these high-risk populations

    Exploring connections between pollinator health and human health

    Despite recent advances in understanding the role of biodiversity in ecosystem-service provision, the links between the health of ecosystem-service providers and human health remain more uncertain. During the past decade, an increasing number of studies have argued for the positive impacts of healthy pollinator communities (defined as functionally and genetically diverse species assemblages that are sustained over time) on human health. Here, we begin with a systematic review of these impacts, finding only two studies that concomitantly quantified aspects of pollinator health and human health. Next, we identify relevant research relating to four pathways linking pollinator health and human health: Nutrition, medicine provisioning, mental health and environmental quality. These benefits are obtained through improved pollination of nutritious crops and an estimated approximately 28 000 animal-pollinated medicinal plants; the provisioning of pollinator-derived products such as honey; the maintenance of green spaces and biocultural landscapes that improve mental health; and cleaner air, water and food resulting from pollinator-centred initiatives to reduce agrochemical use. We suggest that pollinator diversity could be a proxy for the benefits that landscapes provide to human health.
