    Business ethics: boardroom pressures in an age of moral relativism

    Company law requires boardroom decision making to be parochial but boardrooms are pluralist by nature. It is argued that the way business is done, business contexts and strategic decision making do change over time. Factors bearing upon boardroom behaviour include inter alia preferences for the firm to act or to be seen to be acting in a socially and environmentally responsible manner: that is, to act ethically. It is argued that conditions are favourable for the emergence of a more widespread pursuit of social and responsible business within a safe and civil society. Forces driving this emergence are discussed and barriers to its progress are outlined. Challenges for the theory of the firm are raised also

    The effect of dust scattering on the timing properties of black holes

    It has been known that sources with high absorption column density also have high dust column density along the line of sight. The differential delays caused by small angle scattering of X rays by dust may have important effects on the power spectra of Galactic black holes at low energies, and impact studies that use the relation between the rms amplitude of variability and energy to determine the origin of QPOs from these sources. We observed the high absorption column density (NH ˜1023 cm-2 ) GBH 1E1740.7-2942 for 20 ks simultaneously with XMM-Newton and RXTE. By comparing the power spectra from the events in the core of the point spread function (PSF) of XMM-Newton EPIC-PN (using imaging and excluding the scattering halo) and the RXTE data, we quantified the effects of small angle scattering on the timing properties of this source. The rms amplitude of variability in ˜2-6 keV band obtained from the XMM-Newton data is higher than that of the RXTE as expected from the a scattering halo contribution in the RXTE

    Principals and proxies: how foreign interventions promote intercommunal violence through sponsorship of nonstate militias

    In this dissertation I explore the link between government sponsorship of nonstate militias in proxy conflicts and increases in intercommunal violence. I develop a theory explaining how nonstate militias experience resource limitations much more acutely than states and how resource inflows from government sponsors provide opportunity for these groups to engage in attacks on rival militias, against the sponsor's desires. I test this theory using a mix of qualitative and quantitative analysis focused on three cases of US sponsorship of nonstate militias: The Ogaden clan militia in Somalia, the Free Syrian Army, and the Syrian Democratic Forces. The results provide evidence for the theory, suggesting that government sponsorship of nonstate militias in proxy conflicts can lead to increases in intercommunal violence unless sponsors make use of a regime of agent selection, contract formation, and punishment or enforcement of their will upon the militia as agent. These findings will be of interest to analysts and policymakers seeking to understand the negative externalities of proxy warfare and foreign intervention.Includes bibliographical references

    The repulsive and feeding-deterrent effects of electropositive metals on juvenile sandbar sharks (Carcharhinus plumbeus)

    Reducing shark bycatch and depredation (i.e., damage caused by sharks to gear, bait, and desired fish species) in pelagic longline fisheries targeting tunas and swordfish is a priority. Electropositive metals (i.e., a mixture of the lanthanide elements lanthanum, cerium, neodymium, and praseodymium) have been shown to deter spiny dogfish (Squalus acanthias, primarily a coastal species) from attacking bait, presumably because of interactions with the electroreceptive system of this shark. We undertook to determine the possible effectiveness of electropositive metals for reducing the interactions of pelagic sharks with longline gear, using sandbar sharks (Carcharhinus plumbeus, family Carcharhinidae) as a model species. The presence of electropositive metal deterred feeding in groups of juvenile sandbar sharks and altered the swimming patterns of individuals in the absence of food motivation (these individuals generally avoided approaching electropositive metal closer than ~100 cm). The former effect was relatively short-lived however; primarily (we assume) because competition with other individuals increased feeding motivation. In field trials with bottom longline gear, electropositive metal placed within ~10 cm of the hooks reduced the catch of sandbar sharks by approximately two thirds, compared to the catch on hooks in the proximity of plastic pieces of similar dimensions. Electropositive metals therefore appear to have the potential to reduce shark interactions in pelagic longline fisheries, although the optimal mass, shape, composition, and distance to baited hooks remain to be determined

    DEVELOPMENT OF A TL-3 F-SHAPE TEMPORARY CONCRETE MEDIAN BARRIER

    A temporary concrete median barrier (CMB) was designed and tested for compliance under the Test Level 3 (TL-3) guidelines specified in the Recommended Procedures for the Safety Performance Evaluation of Highway Features, National Cooperative Highway Research Program (NCHRP) Report No. 350. The barrier is built to the new metric standards and has a traditional pin and loop configuration for interconnection. The objective of this research project was to develop and evaluate a standardized, temporary concrete barrier design while addressing the concerns for safety, economy, structural integrity, constructability, ease of installation, and maintenance. The resulting F-shape barrier segment is 3,800-mm long, a length that reduced the number of connections while limiting the weight of the barriers to ease handling. Full-scale crash testing demonstrated several critical design features. First, the connections need to be tight initially as practicable to limit deformation and rotation of the barriers,. Secondly, the pin needs to restrain the longitudinal barrier forces. Full-scale compliance testing of the final design demonstrated that the barrier was capable of successfully redirecting the 2000-kg vehicle. The vehicle demonstrated significant roll after contact with the barrier, which is evidenced in a majority of other concrete barrier tests. This barrier provides economical work zone protection applicable in a variety of situations, where TL-3 test criteria is warranted
